Tl.ere appeared before the Board, Mr. J. C. Jure, of Point O'Rocks Road, who statedi
his son was bitten by a dog on July 8, 1941 while delivering papers to the I
residence of the owner of the dog and who sUbsequently was treated by a dmctor, I
and submitted a bill for $14.00. Mr. Jure requestftng that the Board of Supervis9rs
reimburse him for thi.S amount. Upon consideration whereofi and on motion I
of H. T. GOynet it is resolved that Mr.J.C.Jure be paid the sum of '14.00 from i
the Dog Tax Fund of this County. '

The Commonwealth's ~ttorney brought to the attention of the Board the law concerni~g
the treatment of persons bitten by rabid dogs within the Countyj and upon I
consideration whereof and on motion of H.T.Goyne, it is resolved that hereafter '
any person bitten by a rabid dog or dog suspected suffering from rabies, shall
be treated by the Health Officer of the County of Chesterfield.
~ request from C. Vi.Rig' 1 was presented to the Board by the Executive Secretary
for a statement that the Board would accept as a County road, a road that he is
building across the Rig'l Estate in Manchester District. Upon consideration
whereof,and on notion of VI.A.Horner, it is resolved that the Board will accept
this road as a County r.oad if and ;,men it is brought up to proper specifications
as required of roads and str'Jets in Subdivisions. .tl.nd be it further resolved
that a copy of the resolution on the "Regulations of Streets and Roads in
Subdivisions" be mailed to Mr. Rig'l.
This day came C.W.Smith, Chief of Police of Chesterfield County and requested the
Board to grant permission for the Police Department to sponsor entertainments,
carnbals, dances and amusements, for the benefit of aiWelfare Fund for the
Police Department. Upon consid eration whereof and on motion of H. T . Goyne
it is resolved that this permission be, and it hereby is granted for the PolIce
Department to sponsor entertainments, csuch as carnivals, dances, etc. for the
benefit of i1 \lelfare ]'und for the Police Department.
This day Supervisor H. T. Goyne, brought to the attention of the Board the fact
that there has been a survey made for a road, east of the Petersburg-Richmond
Turnpike from the Ninth Street Road to Rt. 10, which had been received by the !
Board and no action had been taken. Upon consideration whereof, and on motion i
of H.T.Goyne, it is resolved that a Committee be appointed to make a study of such I'
a survey and report to thisBoard their findin[s and such recommendations as might

The Executive ~cretary in ma~ng report for the Special Committee which had been I
appointed at a recen t meeting to make an inve stigat.ion of the possibility of a secolnd
primary highway across Chesterfield County, statinr. that a request from Gen. I
James A.Anderson, Hir hway Commissioner, that the Committee SUbmit to him indicatio~s
on the map of the proposed location of such a route together with a brief +
description and reasons for such a proposed route. Upon consideration where ,
and on motion of \i..A.Horner, it is resolved that the Executive Secretary be and he
hereby is instructed to comply with the request of Gen. Anderson and furnish him I
such information as he mifht require in order that this matter be permanently I
brought to the attention of the Hirhway Commission. !

The matter of the general assessment of lands in Chesterfield County as required I
by law was again brought to the attention of the Board by a Committee which had I
been heretofore appointed by this Board and the Committee reported that several I
conference s had been held and it was understood that if an appraisal and assessmen~
of a scientific nature be undertaken by this County that the State Tax Board will !
offer such technical advice as may be in their power,and will furnish to the Count~
such forms and cards as appear necessary for such appra!sal and assessment. !
On motion of H.T. Goynet it is resolved that the Committee be continued and comple~e
arrangements be made for such an appraisal and assessment. I

The attention of the Board was called to the fact the. t there has been an increased
interest as to the possibility of land being secured for an Army Air Field in
?he~terfield ?ounty. Upon consideration whereof, and on motion of H.T.Goyne, i
1t 1s resolvea. thClt a Committee of three be appointed to make a study of this I
ma~ter and if found desirable, to take options on such property as would be needed'1
una.er the advisement of the State Department of Aviation. Whereupon, the Chair

The Executive Secretary brought to the attention of the Board that the new storage
building is n.ot covered by any insurance and s~gested that some investigation I
be made of this matter. Upon consideration whereof and on motion of W.A.
Horner, the Executive Secretary is instructed to place on the new storage building I
insurance in the sum of $2500.00, at the best rate obtainable.
A joint resolutionfrom the Legislative Bodies of the City of Richmond concerning
the advisability of extending Riverside Drive on the south side of the James
River, to Westham Bridfe, Was read before the Board by the Executive Secretary.
Together with the request that members of the Finance Committee of the City of
Richmond be permitted to meet with the Board of Supervisors and discuss this
matter. Upon consideration whereof, and on motion of H.Tl Goyne, it is
resolved to invite the said Finance Committee to attend the regular meeting of
this Board on November 12, 1941 at 11:00 o'clock A.M., for the purpose of
discussing the possibility of the cooperation of Chesterfield County with the
City of Richmond on this project.
The Executive Secretary read to the Board a letter from the Department of
AgriCUlture, concerning space for the Chesterfield Division of the Soil
Conservation Service. Upon consideration whereof and on motion of W.
the Executive Secretary is instructed to communicate withthe James River
Conservation Service and request them to come to Chesterfield Courthouse
inspect such office space as we have available and reach soma conclusion
what we could offer them.
