Greene~ :;)upt. of ~chools, presented to the Board a resolution adopted by the County School Board, requesting this Board to appropriate $1500.00 to be used at the Hidlothian Hltgh School for the construction of an extra stairway to the basement, installation of maple floors in all classrooms and electrical wiring of tLe basement rooms. Upon consideration whereof and on motion J. G. Hening, the sum of $1500.00 be and it hereby is appropriated to the County School Board from the Unappropriated ~urplus, to be used at the Midlothian i High School for the construction of an extra stairway to the basement, installatio~ of maple floors in all classrooms and electrical wiring of the basement rooms. i i This day came, J. C. McKesson, bringing to the atter"tion of the Board a bill for repairing the entrance to thelFair Grounds, it having been stated in a previous meeting of this Board that the Fair Association would bear this expense. Upon i consideration whereof and on motion of J. G. Hening, it is resolved that the action of this Board in its meeting of September ~, 1941, be, and it hereby is rescinded. I And be it further resolved that the expense of the improvement or the entrance to the Fair Grounds, which amount is $89.85, to be borl~ one-half by the Fair i Association and one-half rroI'l theGeneral Fund of this County. ! This day the ~xecutive Secretary brought to the attention of the Board a letter from 11r.P. H. Snead. Resident .Kngineer, Virginia Department of lIichways.,. stating that the P.T..... of the Che3ter High School had made a request for the improvement and/or reflooring of the old trolley bridre over the Atlantic Coast Line RR. at I Chester, to be used as an alternate sidewalk by the school children, the approy.ina~e cost to be ~100.00, of which Mr. Snead requested that the County pay-one-half. I Upon consideration whereof, and onrlotion of H. T. Goyne, the amount of ~50.00 be i end it hereby is appropriated from the Una.ppropriateLi Surplus to defrny tLe ! uxrense of fuch a project. , I This day the Executive Secretary read befol.e the Board a letter from Gen. J. 1\. : .hnderson, Commissioner, Department of Highways, relative to an alternate route I from Richmond, south to relieve the congestion of Route #1. Upon consideration I whereof and oU motion of J.G.Hening, the Committee heretofore appointed to flake I a study of this matter is hereby continued. I i I ! 'rhis day, Supervisor P.Il.Covington, called the attention of the Board to certain conditions of streets and sidewallcs wi thin the Village of Ettrick. Upon consideration whereof, and on motion of J.G.Renine:, P.\I.Covington, and the Executive Secretary are requesteJ. to confer with p.\i.Snead, Resident Engineer,' Department of Hie;hways, and attend to the matter as they saw fit. This day the Executive Secretary brou["ht to the attention of the Board the tentative allocations of the State Hi{'hweys of Virginia of $15,000,000,000 for the year 1942-'43 and pointed out that Chesterfield County was allocated a fair proportion of this amount. Upon consideration whereof and on motion of J .G.Hening, the letter is received and filed. This day the ~xacutive Secretary read before the Board a letter from Mr. M. A. I,1utchinson, Ohairman, Compens&tion Board, \'.'ith check attached in the amount of ~96.82 being the lState's proportionate part of a refund to the Clerk of Chesterfield County for eXcess fees which were paid to .the State over and above I the amount that should have been paid, amounting in all to $290.47. Upon I consideration whereof and on motion of T. D. Watkins, the Treasurer of Chesterfieldl County is hereby authorized to issue a check to Mr. -lialter N. Perdue, Clerk of : the Oounty, in the amount of $193.65, which is the County's portion of these excess fees. Mr. Il.A. Horner Supervisor, broutht to the attention of the Board a request to have the extension of Clydewood Avenue, Rt. ff735, improved. Upon consideration and on motion of Il.A. Horner, the Virginia Department of Highways is requested to improve the extension of Clydewood Avenue, charging same to the 3ct. road levy. This day a Committee from the Finance Department of the City of Richmond on an invitation from this Board appeared before the Board concerning a resolution of theCouncil of the City of Richmond relative to the extension of Riverside Drive on the south side' of the James River to the \lestham Bridge. Upon conaideration whereof and on motion of Il.A.Horner, the Chairman of thisBoard is requested to appoint a Committee to make study of this matt8r and report back to the Board at a future meeting of this Board. Whereupon the Chairman appointed W. A. Horner and T. D.hatkins as such Committee. This day the Executive Secretary brought to the attention of theBoard the fact that after January 1, 1942 a revision of the trash collection schedule would be necessary, and requested the he be instructed as to the desires of the Board with reg~d to the trash collections. Upon consideration whereof and on motion of H. T:Goyne, the revision of the trash collection schedule and the matter of trash collections is referred to the Buildings and Grounds Committee. This day the matter of the transfer of certain items and materials from the I Bellmeade Sanitary District, which was annexed by the City of Richmond, to the i l!;,ttri ok San! tary Di stri ct W!l:B:.,~rought to the at tent ion of the Board. Upon : consideration whereof and on motion of P. W. Covington, the Commonwealth's Attorneyl is requested to contact the officials of the City of Richmond and secure their I permission to transfer such copper tubing as is deemed necessary from the Bellmeadei Sanit ary District. ! Ar~ be it further resolved that the City of Richmond be requested to permit the I transfer of the 1940 model Chevrolet truck from the Sanitary Di strict to the i County of Chesterfield. i ! ~his day the Executive Secretary called the attention of the Board that they had authorized him to construct a storage building at the Courthouse and that such storase buiJd ing had been construCted at a cost of $1998.16 and that it was necessary to transfer from the Unappropriated Surplus of the General Fund an amount to take care of this building. Upon consideration whereof and on motion of W. A. Horner, the sum of $2,000.00 be and it hereby is authorized to be transferred from the Unappropriated Surplus of theGeneral Fund to Capital Outlay for the purpose of a storage building, budgetary code 19- 601. i I I I I i I I I rUCh This day the Executive Secretary read to the Board a le~ter from the state Head- quarters of the Selective Service concerning the reemployment of men who had been called to serYice by the Selective Service System and subsequently discharged from military duty, requesting the Board to assist in any way possible in this matter. Upon consideration whereof and on motion of J.G.Hening, the letter is received and filed. This day the Executive 3ecretary read a letter from the Crippled Children's Hospital, requesting such donations as the Board of SUpervisors could give to this organization. Upon consideration whereof and on motion of vi. A.Horner, the ~xecutive ~ecretary is requested to reply to this letter stating that nothing I was set up in the current budget to take care of such donation, and informing , them that the citizens of Chesterfield County had contributed as individuals to ther. through the Community Chest Fund. i ; This day the Executive Secretary presented a bill from l.lrs. Fisher and Richardson I fOr the treatment of Mrs. Mary Stargardt, who was bitten by a dog, in the amount ofl $14.00. Upon consideration whereof, and on motion of Vl. a. Horner, this bill is ordered to be paid from the Dog Tax Fund. This day the Executive Secretary brought to the Board's attention the matter of furnishing water to Bellwood Manor, near the Willis Road. Upon consideration whereof and on motion of J.G.Hening, the Chairman is requested to appoint a Committee to make a study of this matter and report to the Boo rd at a laterl meeting. \~reupon the Chair.man appointed J. G. Hening and H.T.Goyne as this Committee. The matter of an apparent discrepancy in the light bills as charged to the County by the Virginia Electric & Power Company was brought to the attention of theBoard. Upon consideration and on motion of H. T.Goyne, this matter is referred to the Light Committee for investigation. i I -_.__....".._l_.c..._._._._.___~_.__. This day the Executive Secretary made a report of the Zoning Commission. Upon consideration whereof and on motion of H.T.Goyne, the whole Board is appoint~d as a Commit t ee to ma ke study of th i s lll!llt ter . 'l'Mre having been appointed at a previous meeting a Committee of Vi .A.Horner, I and T. D.Vlatkins, to make a study of the arrangements for the reassessment of rea~ estate in Chesterfield County for the year 1942 as prescribed by law, this Committee made its report through its Chairman, Mr. W. A.Horner, that the Committ e felt that the best method of obtaining an equitable assessment was to have an appraisal ~ade of all the properties in Chesterfield County in order that the pebcentage of assessments might be as near equal as possible in all cases. Upon consideration whereof and on motion of W. A.Horner, it is resolved that the Court be requested to appoint two men to aot 8B appraisers and assessors for such appraisal and assessment. ~ld be it further resolved that cards for such an appraisal and assessment system be inaugurated in the office of the Commissioner of Revenue as may be worked out by the Commissioner of Revenue, the Executive Secretary and the State Department of Taxation; and that the otate Uepartment of Taxation be requested to fUrnish such cards and work sheets as may be necessary for this system. And be. it further resolved that this Committee report its findings at the next meeting of this Board. -. This day, P. W.Covington, ~upervisor, brought to the attention of theBoard the fact that there was being constructed in the Village of Ettrick a new depot by the Atlantic Coast Line Railway, and that they had requested that the sewer line be extended to their property in order that theymake a connection. Upon consideration whereof and on motion of P.W. Covington, it is resolved that this sewer line be extended to the property of the At~antic Coast Line Railway Compaau, a distance of approximately 250 feet, sO thatthey may make a connection thereto.
