Chewning and others, relative to o,btaining a water supply for the Village of Bon Air, the Virginia Industrial School for Girls and possibly the Bethany Home for BoYS, near Bon Air. With Mr. Chewning came Mr. Saunders, representing the dtate Department, who stated that the need of an adequate water supply at the Virginia Industrial School f~r Girls was very pressing and that he felt sure certain monies Which ware propos~d tn the coming budget for water I supplies m.ight be available as a subsidy to the County should such a water system I be put in by the County. Upon consideration whereof and on motion of W. A.Horne~, the matter is referred to the 'iater Comlllittee as it now exists. i And be it further resolved tho t the Supervisor from whose district a request is I made, be added to the ~iaterCommittee during the consideration of such request. I This day came Mr.G.C Chewning before the Board and requested for the citizens of I Bon Air, that three t3) additional street lights be placed at the proper locations in the vicinity of Jahnke Road. Upon con siderat ion. whereof and on motion of T. D. Viatkins, the mtter is referred to the Light Committee for Bonsideration. This day appeared before the Board. Mr. Lovering In'the interest of a road near Enon School in Bermuda District known as Spruce Street, and requested that this road be improved either by the County or State according to whose responsibility it might be. Upon considerution whereof and on motion of W. A. Horner, the ~xecutive Secretary and Supervisor H. T. Goyne afe requested to view this road, ~nd also Madison Avenue, near Bellwood Depot, and to expend the necessary sum out of the 3ct. road levy to put these roads in shape. ,'his day the Executive Secre tary read certain resolutions to the Board adopted by the bssociated ~lubs of Virginia for Roadside Development, who requested thet particular attention be paid to their resolution Number 11. Upon considerution whereof and on motion of '1' .u. iiatkins, the Board concurs in Resolution No. 11 of the ....ssociated Club s of Virginia for Roadside Development, and the Executive tlecretary is instruc ted to comply with the request of the Club as to this resolution. On this matter Mr.H.T.Goyne voted ltNo" and asked that his vote be so recorded. The :b:xecutive Secretary presented to the Boerd a bill from the Auditor of Public .n.ccounts for the examination of records of the l;lerk of the Circuit Court, for the period from August 8,1940 to December 31,1941, and on motion of VI.A.Eorner, the I bill is hereby ordered paid. I This day a report setting forth the final allocation of ~15,OOO,OOO for 1942-'43 ot the State Highway Department was subm.itted to the Boaro, and on motion of T.n.natktns, the same is received and. ordex.ed filed. I I ~ .': -~,'.%- The Bxecutive Secretary reuu to the Board a letter from the Chairmc'n of the. Board of Supervisors of Pitt sylvania County, settin€; forth the fuct that Ii large portion of the cost of operating the schools in the County was incurred in the tranpportat of children to and from. schools and roquested this Board 'to contact repre?entative of this County in the Generul ....ssembly with a view to gaining their support for a bill to provide State aid for transportation of school children. Upon consider whereof and on motion of T.D.\'atkins, this Board endorses the action of the Pit~sylvania County Board of Supervisors and instructed the Executive Secretary to send a copy of this resolution to our representative in Legislature. This day the bill from S.B.}I'ranklin for work done in the Manchester Sanitary Distr'ct during the recent installation of water lines and making numerous connections end meter settinr s in the amount of $995.85 was pre sented. On motion of \i .A.. Horner, this bill is ordered paid and charged to the Manchester Sanitary District Construction Fund. ......... This day a letter from Q,uinnford Home,~, Inc. relative to the propo'Sed water system at Bellmeade Manor was presented to the Board and was discussed very thoroughly; on motion of T. D. \Watkins, the :Executive Secretary is instructed i to communicate with Quinnford Homes, Inc. and advise them that this matter is unde consideration and a definite decision will be reached at the next meeting of this Board on December 19, 1941, and that they will be advised immediately thereafter. ~ain the matter of the Waber situation in Chasterfield County was brought to the I attention of the Board and discussed very freely. It appeared to tr~ Board thetl further contacts with the City of Richmond should be made in order that a definite I decision mil: ht be reached in the matter of purchasing water from the City of Richmond by the next meeting of the Board on December 19, 1941, if possible. Upon considerhtion whereof, and on motion of Vi .A.Horner, it is resolved that the \Jater Committee be and it hereby is authorized to work out a proposed contrac:b with the City of Richmond at the best obtainable rate and conditions, and report back to this Board at its adjourned meeting on December 19, 1941. ~ The matter of the transfer of the 1940 model Chevrolet truck from the Bellmeade Sanitary District to the County was brought to the attention of the Board,and upon consideration whereof and on motion of T.D.vlatkins, it is resolved that the truck remain the property of the Bellmeade Sanitary District. The Executive Secretary again requested that a supply of copper tubing be transferred from the Manchester Sanitary District to the Ettrick Sanitary District Upon consideration whereof and on motion of T. This day came Mr. R. Pinkney Sowers, requesting the Board of Supervisors to communicate with Mr. Allen C. Perkinson, Director of Aviation. asking for any assistance that might be granted for the development of airport or airports in Chesterfield County and particularly the one owned by Sowers and Parnell, at the Junction of Rt. 1 and Rt. 10. Upon consideration whereof and on motion of J .G.Hening, it is resolved that the Executive Secretary be and he hereby is direct$d to communicate with Mr. Perkinson, Director of Aviation and request any assistance that might be granted from the State Department in the development of airports in Chesterfield County. This day a petition from negro residents of Mid10thian was presented by Levi Johnson, requesting this Board to open certain roads which would give certain negro relllidents access to public roads or highways. On motion of T.D.'\latkins, the petition is ordered received and filed until such time as the Road Committee will consider roads to be taken into the County System. I I This day a letter was read by the Executive Secretary from the S~dnor Pump and \ieil Company, relative to certain conditions that have existed and are existing in the Bellmeade Sanitary District. I This day the personnel of the Assessing Board for the 1942 general assessment was afain considered and sice there was not a recommendation by the Special Committee as to the personnel of this Board, on motion of P.W.Covington, it is resolved that the Committee be and it hereby is instructed to make further consideration and recommendation of assessors at the next meeting of this Board, December 19, 1941.
