The natter of recording restrictions on subdivisions and the indication on the
recorded plat of the place of such recordation was brought to the attention of
the Board; and upon consideration whereof and on motion of J. G. Hening, it is
resolved that the Comrlonwealth's Attorney, be, and he hereby is instructed
to draw up proper amendments to the present ordinance requiring that all
restrictions for subdivisions be recorded and the place of recordation be so
stat.ed on the recorded plat.
There appeared before the Board 1~. R. C. Lloyd, representing the Forest View
Land 60mpany, who requested that streets in Forest View Heights be acceptBd
as a part of the County Road System of Chesterfield County, stating that the
streets had been brought up to the proper specifications and that sufficient
money had been withheld from the contractor to guarantee that all of the streets
would be reworked af6mTtthe winter of 1941-'42. The County Road Engineer statedl
he had viewed these streets and felt that they had been built in conformity
with the requirements of the County before taking them into the system. Upon I
considerat!bn whereof, and on motion of W. A. Horner, it is resolved that these
streets be taken into the County System with the understanding that they be
reworked after the winter of 1941-'42.

The matter of the objection of curb service on pUblic highways in various sections
of Chesterfield was brought to the attention of the Board. Upon consideration
whereof and on motion of H.T. Goyne , this matter is referred to the Ordinance
Committee. And be it further resolved that the Commonwealth's Attorney be and
it hereby is requested to draft such an ordinance as would be in keeping with
the policy of the State Highway Department in prohibiting parking on the hard-
surface on the highway.
The matter of appointing the Budget Committee was brought to the atten~ion of
the Board. by the Executive Secretary, and it was decided ,twi thout motion, to hold
this matter Quer until the January ~eeting of this Board.
The matter of additional lichts in the Clerk's office was brought to the Board's
attention by the Executive Secretary, who reported that the lights which had been
placed in the (;lerl,' s Office as a trial had proven entirely satisfactory. Upon
motion of H. T. Goyne, the matter is referred to the Buildings and Grounds
Committee.
The CQIrI!!1onwealth' s .dttorne~T brought to the attention of the Board a request
from the Chairman of the Richmond-Petersburg-Hopev~ll Area that an ordinance
be passed in Chesterfield County providing for the appointment of a Coordinator
for defense emergencies, blackouts, etc. Upon consideration whereof and on I
motion of J.G.Hening, the Commonwealth's Attorney is requested to draft an '
ordinance to comply with this requett. .dnd be it further resolved that the
Executive Secretnry he and he hereby is named as Coordinator for Chesterfield I
County. I

the letter is receivod and filed.
This day, Mr.C.\i,S!'lith, Chief of Police, app8c1red before the Board regarding the

and on notion of H. T. Goyne, the Chief of Police, l.1r.C.W.Smith, is instructed to
secure estimates on the necessary eqp.ipment Emd to purchase the same not to
exceed the sum of ~330.CO.

On flotion of "I. .n..Horner, the appropriation of $330.00 be and it hereby is rlade
from the unexpended balance of tb0 Generul Fund, to be used for spec;ial equipment
on police cars.
Tre Executive Secretary presented to the Basre. a bill ror tile dues of the Lea€,ue
of Vireinia Counties in the amount of ~5C.OO. On motion of H.T.Goyne, this bill
is ordere d to be paid.

The matter of water in CheEtorfield County was &gain brought to the attention I
of the Board, particularly that portion of the w:iter system affecting the I
development of "Hoodstock", and the \iater COJ.Tlllii ttee reported tha t so far they I
had been unable to reach any satisfactory arrancement with the City of Riclunond
for the purchase of water and that they recommended the County of Chesterfield I
installing their own WL.ter system and supply WElter by drilling a well to take carel
of this local situation. Upon consideration whereof and on motion of \i .A.Horner!,
it is resolved that the Executive Secretary be and he hereby is instructed to I
secure neces~ary competitive prices on the installation of such a system, and to II
secure any necessary engin eerine services and to proceed in the most ecpnomical
method to have a well drilled, and install the water lines necessary to serve the I
development of "Woodstock". I
The Executive Secretary pre santed to the Board t. bill from the Virginia State
Chamber of Coar:J.erce in the illllount of $125.00 as dues. On motion of H. T.Goyne,
the Executive Secretary is authorized to pay this bill in the amount mentioned.

The Execut ive Secretary brought to the Board's attention the fact that the I
\'oodstook Home and Land Company had verbally offered to furnish to Chesterfield
County a lot on which to drill a well and erect the necessary building and I
equipment for water system within the subdivision on "Woodstock". Upon I
consideration whereof and on motion of Vi.A.Horner, the Executive Secretary is
instructed to secure an agreement of sale and a deed to such a lot. !
~he m tter of a water system in Bellwood l1anor which had been discussed at a I
previous meeting of the Board of Supervisors and whioh had been under consideratior
was again brought to the attention of the Board and thoroughly discussed. A
resolution was offered by H.T.Goyne that a water system be installed to supply
the necessary water for Bellwood Manor Subdivision, which motion received no I
second and the matter ofa water system for furnishing the subdivision by
cCijesterfield County was necessarily dropped. I

~he Committee which had been appointed at a previous meeting of this Board to mak~
recommendations of land assessors for the assessment of real estate in Chesterfie~d
County for the year 1942, reported that after a thorough investigation they I
1'ecommenl1ied that the Board reque st the Judge:,of Circuit Court to appoint as !
land assessors for the year 1942: Mr. Geo. Ii. Moore; Mr. Robt. N. Winfree; andj
Mr. RoSS M. Eike. Upon consideration whereof and on motion of T. D. \Jatkins, I
the Executive Sefretary is requested to communicate with Judge J.Garland Jefferso~
and request that he appoint as land assessors for Chesterfield County for the I
i"ear 1942, Mr.Geo. W. Moore; Mr. Robt. N.Winfree and Mr. Ross M.Eike. I
The matter of compensation for the assessors of land was discussed, and upon I
consideration whereof and on motion of Vi.A.Horner, it is resolved that should !
the Judge of Circui t Court appoint the assessors as suggested by the Board, they I
would receive the following compensation: I
Mr. Moore as Commissioner of Revenue would receive no extra compenstion; Mr. I
Finfree and Mr. Eike would receive the sum of $2,000.00 each for completing the I
~ssesgment, regardless of the length of time it might take them tomake the I
assessment.

fhe matter of the improvement of Spruce Street, near Enon School, was again
brought to the attention of the Board.. On motion of 'vi.A.Horner, Supervisor
H. T. Goyne, and the ~xecutive Secretary Ii. H. Caldwell are instruoted to
pave made such improvements from th3ct. levy, provided there is sufficient
~eft in the allocation to Bermuda Distrlct for such improvements.
