The Special Committee appointed to confer with the government officials of the
Richmond General Depot concerning roads that the government requested permission
to close, made the following report: That the government requested permission
to close Rt. 60g, from a point where their line intersects the right of way of
tt6g0, westwardly tu a distanoe of approximate ly .2 of a mile. then northwardly
a distance approocimately .5 of a mile across Rt. 1602, oontinuing northwardly.
a di stance of .35 of a mile. crossin, g Rt. 631 and then northwardly a distance of!
approximatelY .1 of a mile to the intersection of the first street in the
Subdivision "Sherbourne Heifhts". Rt. 1602. from a point near the Junction
of 1602 and 1606, westwardly a distance of approximately .37 of a mile to the
Atlantic Coast Line RR. Rt. 641 from the Atlantic Coast Line RR. inoluding
the overhead bridge, easterly to a point at the intersection of the first
proposed avenue in Sherbourne Heie:hts, a di stance of approximately .35 miles.
The Committee further reported that where outlet roads were olosed the
government felt obligated to supply adequate replacements and after a careful
survey at this point the representatives of the government of the Richmond
General Depot had agreed to pay for the construction of a road from Drewry's
Bluff Station northwardly to Rt. 638 81' Stop 17 Road. The improvement of
Rt.640. southwardly to its intersection of Rt. 637 and certain improvements
on Rt. 611. between Rt. 637 and 145. at Stop 26. Since it is impossible for
the Board of Supervisors to close roads without the application from some person
or persons to have such roads closed, no action could be taken by theBoard on
this matter.

.he matter of fire f ghting equipment was brought to the attention of the Board
by Mr.TI.A.Horner. who suggested that a survey of the needs of the County be
made, and some action be takenas soon as possihle to improve the present
situation. Upon consideration whereof and on motion of VI.A.Horner, it is
resolved that this matter be referred to a Committee previously appointed and
urged that this Committee oomplete the survey and get prices on suitable
equipment as soon as possible.
The Executi ve Secretary reported that certain i tern s in the budget did not have
sufficient funds to meet the needs. and upon consideration whereof and on motion
of W. A. Horner. it is resolved that the following amounts be appropriated from
the unappropriated surplus of the General Fund to the Fundsas stated~

The Executive Secretary reported there appeared to be an excessive amount of
oil being used for heating purposes at Camp Baker. Upon consideration
whereof and on motion of H. A.Horner. it is re solved that the Executive
Secretary, be, and he hereby .is instructed to secure information on the
installation of a clock that rrdeht aid in deoreasing the u:"e of oil, and if
found practical ,to have the clock installed at once.
The attention of the Board was called by Mr.J.G.Hening , to the matter of
$90,000.00 which had been paid to the County of Chesterfield for certain
properties taken in by annexation and suggested that the County of Chesterfield
was losing approximately $10.00 per day by not investing this amount.
Upon consideration whereof and on motion of W.A.Horner, it is resolved th<it a
Committee of four be appointed to make a study of the sitoo t ion and report
back to this Board at an adjourned meeting of the Board on Wednesday. February
18,1942. at 8:00 o'clock p.m.. Whereupon the Chairman appointed J.G.Hening
T.D.\latkins. "'.A.Horner. and P.II.Covington, as this Committee. ·
Ordered that the meeting be now adjourned until llednesday, February 18., 1942.
