The Executive Secretary reported that several days ago the Chairman of the !
Zoning Commission, Commonwealth's Attorrey, and the Executive Seoretary were 'I
requested to meet at the office of the State Planning Board with representatives
of Henrico County, City of RiChmond, State and Federal Offices of the Federal
Housing Administration, RiobmoDd Housing Authority, and the State Planning I
Board, in 'the oftioe of the State Planning Board, Richmond, Virginig. Mr.
Pomeroy stated that it was really just a matter of a short time before this '
area would be considered a defense area, and as such would require considerable
additional housing fac Uities, and from the various groups represented the
opinion came that the government hoped to provide the necessary housing by the
aid of private developers rather than a Federal Housing Project, but that in
order to do so certain restriotions and sanitation facilities would have to be
worked out for this area in order that F.H.A. cculd approve a SUbdivision.
There appeared before tpe Board Mr. E.5. Swineford and Mr.X.A.Swineford,
requesting an outlet road for inhabitants at Drewry's Bluff to replace those
olosed by the government at the Riohmond Gene~al Depot, who were informed that
a preliminary survey ,had' been made and tha t the final survey was being made,

The Comnonwealth's Attorney reported that he had drafted a tentative ordinance
and he presented same to the Board as follows:

.AN ORDmANCE
Es~ablishing zoning distriots and zones in the County of
Chesterfield, Virginia, and regulating the use of lands,
therein; providing for the enforcement of said regulations
and compliance with ter.ms of said ordinanoe; providing
for issuanoe of pennits for the construction, oonversion,
erection, or placement of buildings in said zoning districts;
providing a method whereby violation of this ordinance may be
enjoined and providing a penalty for violation of the ter.ms
of this ordinance.

Section 1. That the County' of Chesterfield be, and it hereby is, divided into I
zones or districts, to be known as A and B. Residence and Agrioultural Districts I
and Non-residence zones or distriots, to be ~own as Local Business Districts, !
General Business Districts, Light Industrial Districts, Heavy Industrial Districtjs,
as shown on the map prepared by the Chesterfield County Zoning aommission. I

Under and by virtue of the authority conferred upon the Board
of Supervisors of Chesterfield County, Virginia, by an Act
of theGeneral ASsembly of Virginia. of 1927, thisBoard of
Supervisors having carefully considered the matter, doth
ordain as follows;
Section 2. In any Residence District no dwelling or group of dwellings shall
hereat.ter be erected or altered to provide less than 15,000 square feet of lot
area and not less than 75 feet of lot width at its front for each dwelling,
provided, however, this shall not apply where the ownership of any lot makes
it impractical to have an araa and a width as provided above and which lot
shall have been plotted and duly recorded in a plat or deed prior to the passage
of this ordinance. 'And provided further, that in any community, section,
subdivision, lot, piece or parcel of land where a public or community water supp
or sewer is available to and used in connection with s.l ch a lot, piece or parcel
of land no building shall be erected on a lot having a square foot area of less
than 9,000 feet and a width of less than 60 feet at its front. And provided
further ,on any lot, piece or parce 1 of land where there is prov1QQd a publiv
or oommuni ty V'fflater supply and a public sewer, no building shall be erected on 1
any lot, piece or parcel of land with the lot square area of less than 7,000 fee
and a lot width of less than 50 feet at its front. All such lotw or plots
shall front on or have ingress and egress, by means of a public right of way.

Seotion 3. In any Re~idential, Business or Industrial District where anyone
family dwelling, duplex, double dwelling, multiple dwelling, apartment house,
bungalow,~ourt or any other single or multiple family use of a lot or plot,

Section 10. An emergency is dec"Iared to exist. this ordinance is in force from
its passage.
It is ordered that this ordinance be published onoe in some newspaper having
a general oirculation in Chesterfield County; and posted at the front door of the
Courthouse of said County.
There appeared before the Boarc Police Chief C.W.Smith, who reported that the
Committee, consisting of himself and the ExeDutive Secretary had made a tentative
appointment of D. ~i. Murphey, and requested the Board. s approval of thi s action.
Upon consideration whereof, and on motion of vi.A.Horner. it is resolved that the
said D. 'vi. Murphey, be, and he hereby is appointed to fill one of the vaoancies
of the Police Department.

The Executive Secretary calle d the Board's attention to the fact that F .H.A. will
require a oentra~ water system of same kind for any developments by them as a
new F.H.A. development, Upon consideration whereof and on motion of H. T.Goyn ,
the Chair.man is requested to appoint a Committee to investi~a~e the situation
and report back to the Board at a later meeting.Vhereupon theChairman appointed a
this Committee: H. T.Goyne and J.G.Hening. .
Chief of police, C.W.Smith, reported thct he had made a survey of the oost
of operation at police cars by the State Police Syste~ and reported that their
average cost, including depreciation was.2.7cts. per mile. Since this is
oonsiderably less than the cost of opera+lon of the Chesterfield County Police
cars the Executive Secretary was requested to get further information and report
back to this Board at a later time.
Mr. J .G.Hening stated that the ladies of Camp Baker Auxiliary had been informed
that probably the Board would not support the operation of Camp Baker this year
and requested that the attention of the Boardbe called to this matter.
iihile no record 'Yes made, it was the opinion of all present that they support
the operation of Camp Baker for 1942.
Mr. J.G.Hening also reported that the door on the matron's cottage at Camp
Baker was warped and would have to be weather-stripped and requested that the
Executive Secretary be instruoted to have the door weather-stripped, and if
the Board did not see fit to have this done, to send the bill to him.
Ordered that the meeting be adjourned until Thursday, March 12, 1942, at
10100 o'clook a.m.
