This d&y the matter of auditing the re~ords of the County of Chesterfield was again brought to the attention of the Board, ani a letter from A.M. Toler and Companlr was read of/ering their sjtvlces in the auditing of the County's recoras, inclusive of t.he vvelfare Department. for the sum of $675.00. Upon consideration whereof, ard on motion of \/. A. Horner, it is resolved that the A. M. Toler and CompanY' be and it hereby is employed to make such audit for the County as soon as ~ractical after the close of the fiscal year. , The Executive Secretary read to the Board a lettert:hrom the State Board of Education showing the correct appropriation made by the State7Superintendent of Schom1s which is to be matched by the County. Upon consideration whereof and on motion of J. G. Hening. the letter is received and filed. The Executive Secretary submitted to the Board the final allocation of the State HighWlifY funds for the Secondary Hi~thway ::3ystem in Chesterfield County for the year 1942- 43. Upon consideration wnereof and on motion of H. r~ Goyne, the report is reaeived and filed. The Executive Secretary read to the Board a letter from the Virginia Department of Hi~hyJays regarding a section of'Rt. 653, Section "eff. Upon consideration whereof and on motion of T .D. \iatkins, the following . resolution was adopted: Whereas, the Commonwealth of llirginia through the Department of Highways has prepared and submitted plans to this Board for the improvement of a section of the State Secondary System of Road f653, Section "C" Bridge and Approaches to Falling Creek, approved Maroh 30, 1942, and Whereas, it is the desire of this Board that said road be improved in acoordance with said plans.Now, Therefore~ Be, it Resolved; That this Board hereby approves the plans and requests of the ~epartment of Highways to proceed with the construction in accordance with these plans, and the Board further hereby agrees to and does quarantee a 40 foot unrestricted right of way, 20 feet lying on either side of and adjacent to the centerline as shown on plans, ~ogether with such additional right of way as may be required for the proper execution of the work as indicated bn the above referred to plans. - It is further understood, however. that the Department of Hifhways, at its expense will move and relocate any existing fences or buildings on said right of way, or fence the right of way on any new location through property which may now be under fence. T.Goyne it is resolved that the Ordinance be and it hereby is approved and adopted: ' \ I ! , flas I I I AN ORDINANCE Regulating the oocupancy, establishment, maintenance, lease or rental of reoreational or construction camps, camping pJa ce or site, location for trailers and the location where persons congregate or live without permanent construction; requiring certain sanitar,y facilities, permits, inspections and providing for a penalty for the violation of such ordinance. Under and by virtue of the authority conferred upon the Board of Supervisors of Chesterfield County, Virginia. by an Act of the General Assembly of Virginia of 1942, known as Chapter 389, approved April 2, 1942, this Board of Supervisors having oonsidered the matter, doth o~d8a~~ as follows: SECTION 1. Before any person. firm or corporation shall occupy, establish, maintain, lease or rent, or permit the occupation thereof, of any recreation or construction camp or campln g place or site. or location for trailers, or any location where persons aball oongregate or live without permanent construction, I whether hereafter established or now in existenoe, said person, firm or oorporatiop shall apply to and secure from the health officer of the County of Chesterfield, I Virginia, a pel1ll1t so to do; and before any such pennit shall be issued, there I shall be established to the satisfaotion of said health officer that the place, i locat ion or site for which said permit is asked will, in no wise, oonsti tute I any hazard, to the general health of said county; and, as a condition preoedent I to the issuance of said permit, shall have the following facilities: , (a) A safe, approved and adequBte water supply (b) d.dequate toilet faciH ties and if privies, a minimum of not less than one for each fi~teen persons, and construc~ed in accordanoe with the specifications provided by other ordinances of the County of Che sterfield, Virginia, relat ive thereto. (0) Sink-water disposal by sub-surface drainage or in any other mann~r approved by tlwiJ health offioer i I (d) Fly-tight containers for garbage and trash and regular and I sanitary disposition thereof ! , , ( (e) A general sanitary and clean condition of the entire camp, I oamping place and location or site : I (r) Compliance with all other ordinances of the County of Chesterfiel~, and laws of the State of Virginia with reference to sanitQt~on ! and the control of communicable diseases. Upon the production before said health offioer of satisfactory I' evidence that said location. site or camping place meets with the hereinbefore requirements, said health officer shall issue a permit stating that this ordinanfe has been complied with. ! i SECTION 2. The health officer of the County of Chesterfield shall be empoweredi to inspect the premises of such persons, firms or corporations, from time to t1mt, holding any permit hereunder and revoke the same where there is found, upon J suoh investigation, any failture, neglect or refusal to camply with the require-: ments hereinbefore set forth. i SECTION 3. All cases of comm\inicable diseases of any nature whatsoever shall immediately reported to the health officer by any oocupant, owner, lessor, or lessee having knowledge of notice thereof. bel I i SECTION 4. Any person. firm or corporation establishing, maintaining. leasing I or renting or ocoupying any such camp or site as herein defined, without first . se6uring the permit herein required, or violating any of the provisions of this I ordinanoe, or after securing the required permit, fails. negleots or refuses i to thereafter maintain said camp or site in aooordance i1etewith shall be deemed I guilty of a misdemeanor. and upon conviction thereof, shall be fined not less I than five dollars, nor more than one hundred dollars, and eaoh succeeding ! day in which a violation occurs. or continues, shall be deemed a separate offen~ under this ordinance. I i SECTION 5. Nothing herein contained shall be construed as repealing in whole or in part othe existing ordinances relative to sanitation or the oontrol of communicable diseases, nor the right of any person thereunder, or under the general laws of the State of Virginia. SECTION 6. This ordinance shall be in force from its passage. i I I I I __.,__ J This day the Executive Secretary p~sented to the BoaDd a petition from residents of Roslyn Avenue in Glbve Park, near Colonial Heights, requesting the Board to take suoh steps as nece ssary to have the State Highway to 011 or sur:tace treat this Avenue. Upon consideration whereof, and on motion of P. W.Covington, it is resolved that the Virginia Department of Highways be and it hereby is requested to improve that section of Roslyn Avenue in an easterly direction fram the Town Limits of COlonial Heights to the bridge over the .ACL RH. and to make oharge for same to the County's 30 road levy. The Executive Secretary read a letter from Mr. J. E. Lipscombe regarding the crossing Of the AOL RR.on Rt. 611. Upon consideration whereof and on motion of P. W. Covington, the matter is referred to the Virginia Department of Highways for their oonsideration. I I I I I I The matter of bus service in certain sections of Chesterfield County was discussedl and tte 1'8 being an emergency existing it was felt that some action should be I taken by the Board to secure ~ecessary transportation. Upon consideration I whereof J and on motion of il. A. Horner, certain school bus operators are I requested to attend the meeting of this Board on May 22, 1942 so that a further i discussion of this matter may be made. ; ;. A pe ti tion from residen ts of "Warwick Gardens". cbntai ning nineteen signers, requesting the Board to furnish that Subdivision with an adequate supply of water was ready by the Executive Secretary. Upon consideration whereof and on motion of H. T. Goyne, the matter is referred to the Water Committee. The matter of the improvement of the entrance to the Red Cross Chapter BUilding I at Chester was brought before the Board by Mr. H. T. Goyne, Supervisor, and it I' was deemed advisable to make thi s entrance a part of the County Road System. Upon consideration whereofl and on motion of H. T. Goyne, it is resolved that this; entrance be and it hereby s taken into the County Road System. And be it further resolved that the Virginia Depar~ment of Highways be and it hereby is requested to expend a sum not to exceed t50 .00 on this road and charge same to the 38troad levy. I I I I i I I T ,. i he matter of a flagpole for use at the Courthouse was discussed, and it being I deemed adv~sable to erect a flagpole as soon as possible, it is resolved, on I motion of 'f.D. ijatkins, that the Executive Secretary ae and he hereby is requested to procure prices on ~ 'lar and flagpole adequate for this purpose. ! I ! This day Judge John H. Snead, Chairman of the Commodity Rationing Board, requestedi the Board to secure the necessary office space for the COmL10dlty Rationing Board, I and after due consideration and consultation with the County AgriCUltural Agent, Mr.P.Rixey Jones, Mr. Jones very graciously consented to lend to the Rationing I Board his office in the .~ministration Building for the duration or such time I as needed by the Rationing Board, provided that suitable office space for him might be provided in another building. Upon consideration whereof and on I' motion of W.A. Horner. it is resolved that the Executive Secretary be and he hereby is authorized to make the necessary arrangements for setting up the office of the County Agent in the new storage building and provide the same with I necessary improvements and facilities to make it serviceable to too Agricultural I Department. I There being set up in the budget for 1942- '43 a sum of money for the purchase of l' car to be used by the Executive Secretary and. with the rationing of automobiles i process, it seemed expedient that such action be taken as deemed necessary to obtain. the desired car at this time. Upon considera tion whereof, and on motio~ of T. D.'i1atkins, it is resolved that the Executive Secretary be and he hreby I is instructed and authorized to secure the necessary rationing certificate and purchase the make car desired by'h~ from the bids SUbmitted. I This day Mr. Fred Shepherd. Mayor of the Town of Colonial Heights, appeared befor the Board and stated that the Fire Department of the Town of Colonial Heights had been called on numerous forest fires and field fires in recent months, and that the fire fighting equipment owned by the Town of Colonial Hei€:hts was too heavy and not the proper" equipment for such serviee. and suggested that a certain tank truck be purohased by the County and the necessary equipment added by the Town of Colonial Heights to make a more practical piece of equipment for this type of work. Upon consideration whereof and onmotion of H. T! Goyne, the Chairman is requested to appoint a Committee to make a study of this matter and report to this Board at a meeti ng to be held on May 22, 1942. Whereupon the Chairman appointed as this Committee: Mr. H. T. Goyne, and Mr. P. w.Covington. A bill was presented by the ~xecutive Secretary from the Virginia Department of Highways in the amount of $350.00 for work on a survey of the continuation of Rt. 640 to the interseotion of Rt. 538. Upon consideration whereof and on motion of W. A. Horner, it is resolved that this bill is ordered to be paid. And be it further resolved that the sum of $350.00 be and it hereby is appropriated from the unappropriated surplus of the General Fund to 18-602. -, The Executive Secretary read to the Board a letter from the Ele ctric al Equipment Co.mpany advising that they had a number of various fluoresoent fixtures available which 'WOuld be suitable far the Clerk's Office according to a survey made and su~gested that if it was desirable to obtain the fixtures by placing an order before the stook on fixtures were "frozen" on May 31. vVhereupon, the Chairman requested the Buildings and Grounds Committee to make an investigation and report to this Board, whioh was follows: That the roans in the Clerk's office which -- appeared to be insuffioiently lighted be painted in keeping wi th t~ t part of the Clerk's Offioe which had been previously lighted, feeling that additional light would be obtained in that way. Upon consideration whereof, and on motion of H. T.Goyne, the Executive Secretary is hereby instructed to make this impr OVEIll en t. The matter of certain unused steel bridl as in the County was brought to the attention of the Board, and on motion of ii.A. Horner, the Exeou tlve Secretary is authorized and direoted to make a survey of all obsolete and unused steel bridges in the County that might be salvaged. and report to this Board at a later meeting.
