PUBLIC HEARING ON APPOINTMENT OF THE DALE DISTRICT REPRESENTATIVE TO THE SCHOOL BOARD March 2, 1995 7:00 p.m. I. Opening Call meeting to order II. Public Hearing Announce that this is a public hearing, the purpose of which is: A. To identify those individuals who wish to be considered for appointment to the School Board from the Dale Magisterial District for the period from July 1, 1995 to December 31, 1995 and B. To accept public comment regarding the qualification of each person identified as a candidate for the School Board III. History This public hearing is a part of the School Board Appointment process outlined in the Chesterfield County Charter. The Charter was approved by County voters in a referendum in 1986 and became effective on January 1, 1988. In November, 1994, Chesterfield County voters by referendum approved replacing the existing appointment process with elected School Boards. All School Board positions will be elected in November, 1995, to serve four-year terms beginning January 1, 1996. Anyone appointed to serve the six-month term from July 1, 1995 to December 31, 1995 may also concurrently run for election as a School Board member. IV. Statement from Dale District Supervisor Solicit comment from the Dale District Supervisor smce it 1S a Dale District School Board appointment. V. Roll of Interested Persons Announce that any individual who wishes to be considered must identify himself or herself at this time if they have not already done so on the sign up sheet. Request all interested persons to come forward and give his/her name to the 0800:762.5 -1- - Clerk. Advise that any person not present and identified at this meeting may not be considered for appointment. Appointment is for a six-month term beginning July 1, 1995. Any appointee must be a resident and qualified voter of the Dale District at the time of appointment. VI. Public Identification and Comment After all have done so, ask Clerk to call each one by name and ask that person to stand. As each person stands, Chairman asks each one to identify himself/herself and if he/she desires to be considered for appointment to the School Board. Chairman sets time limits for each candidate for personal statement and statements of supporters. A. If response is in the affirmative, Chairman then asks the person if he/she would like to make any comments about his/her qualifications. B. Chairman then opens floor for public comment regarding that individual's qualifications. VII. Questioning of Candidates After all candidates have presented themselves, Board members may ask two questions of the candidates alternating both the order of the Board questioning and the order of the applicants' responses. A random sequence of questioning is attached. VIII. Final Call After all persons have been publicly identified and after all public comment, Chairman asks if there is anyone else present who wishes to be considered. If so, Chairman allows that person to identify himself/herself and allows any citizen to comment on that person's qualifications. IX. Public Hearing Closed After all public comment, close the public hearing and indicate that no other names can be considered. Tell the public that the Board will make nominations and vote on the appointment to the School Board at the Board meeting. [Mr. Warren] MANY OF THE CANDIDATES THIS EVENING TALKED ABOUT THE NEED TO SAVE TAX DOLLARS AND CONSOLIDATION OF SERVICES. IF YOU'RE THE PERSON WHO IS SELECTED FOR THE SCHOOL BOARD, WHAT ARE SOME OF THE SERVICES THAT YOU WOULD TAKE A HARD LOOK AT WITH THE SCHOOL ADMINISTRATOR IN ORDER TO SAVE TAX DOLLARS THROUGH CONSOLIDATING SERVICES? 2. [Mr. Daniel] IN YOUR JUDGMENT, WHAT CHANGES NEED TO BE MADE IN THE CHESTERFIELD COUNTY SCHOOL SYSTEM AND WHAT IS GOING TO BE DONE OR SHOWN BY YOU THAT LETS THE WORLD KNOW THAT THERE ARE CHANGES COMING OR DO YOU REPRESENT CHANGE ON THE SCHOOL BOARD? HOW WILL PEOPLE REALLY KNOW THAT YOU'RE THERE AS COMPARED TO THE STATUS QUO? 3. [Mr. Colbert] WE TALKED ABOUT PTR, PUPIL-TEACHER RATIO. I'D LIKE TO ASK A QUESTION OF EACH ONE. HOW WOULD YOU REDUCE THE PTR IF YOU CAN'T BUILD ANY MORE SCHOOLS, YOU CAN'T HAVE A SEVENTH PERIOD, AND YOU CAN'T HAVE A YEAR-ROUND SYSTEM? 4. [Mr. McHale] WHAT IS YOUR MAJOR CONCERN FOR OUR SCHOOLS TODAY, AND WHY IS THAT YOUR MAJOR CONCERN? IN THE TIME YOU HAVE, WHAT WOULD YOU DO ABOUT IT? 5. [Mr. Barber] (After discussion about Mr. Barber's published article regarding concurrent terms and the possibility of being nominated and voted into the position by people outside the Midlothian District, the following question was asked.) SECONDLY, HOW CAN YOU IN GOOD CONSCIENCE [KNOWING THAT THE VOTERS IN THE DISTRICT WERE NOT REPRESENTED IN THAT APPOINTMENT] SERVE IN THAT APPOINTMENT? 6. [Mr. Daniel] CAN THE HIGHEST LEVELS OF STANDARDS OF PERFORMANCE THAT ARE DEMONSTRATED AND ENJOYED IN PRIVATE SCHOOLS BE ACHIEVED IN OUR PUBLIC SCHOOLS AND, IF SO, HOW? 7. [Mr. Colbert] ONE OF THE THINGS THAT HAS CAUGHT MY ATTENTION IN MANY OF THE MEETINGS IN WHICH WE SIT IS THE PERCENTAGE OF HOW 0800:762.5 -5- - MUCH OF THE DOLLAR GOES TO THE VARIOUS FUNCTIONS. LET'S SAY 55 PERCENT GOES TO ADMINISTRATION, 45% GOES TO THE CLASSROOM. AS A BOARD MEMBER, HOW WOULD YOU REVERSE THESE FIGURES? 8. [Mr. McHale] WHAT IS THE STRONGEST ASSET YOU BRING TO THE JOB? 9. [Mr. Barber] AS A SCHOOL BOARD MEMBER YOU WILL BE FACED WITH THE UNENVIABLE POSITION OF HAVING PEOPLE TELL YOU THE THINGS THAT ARE WRONG WITH THE SCHOOLS. YET IT'S HARD FOR THEM TO BE SPECIFIC BECAUSE THEIR SCHOOLS ARE OKAY. IN MY OPINION, IT TRACES BACK TO THAT LINE WE NEED TO DRAW BETWEEN WHAT IS A FAMILY ISSUE AND WHAT IS A SCHOOL ISSUE. IF A CHILD COMES WITH FAMILY PROBLEMS, THEY BECOME A SCHOOL PROBLEM BUT IT'S VERY DIFFICULT TO DEAL WITH THEM IN A SCHOOL SETTING. OFTEN TIMES A CHILD MIGHT HAVE A SCHOOL PROBLEM, AND WE SAY, "WELL, IT'S THAT PARENT OR IT'S THAT FAMILY SITUATION," AND THAT'S NOT NECESSARILY THE CASE EITHER. I'D LIKE YOU TO ELABORATE BECAUSE THERE'S NO RIGHT OR WRONG ANSWER. JUST ELABORATE ON HOW YOU WOULD MAKE THAT DEFINITION BETWEEN FAMILY CONCERNS AND SCHOOL CONCERNS. THEN HOW YOU WOULD DEFEND YOURSELF AS A SCHOOL BOARD MEMBER WITH THE OUTCRY OF CRITICISMS THAT YOU SOMETIMES HEAR AND YET KNOWING THAT OUR SCHOOLS ON AN INDIVIDUAL BASIS ARE DOING A PRETTY GOOD JOB AS YOU'VE ALL ATTESTED TO TONIGHT. YOU'RE GOING TO HAVE TO FACE THE CRITICISM AND SUPPORT THAT GOES ON IN THE SYSTEM. SO IT'S PURELY HYPOTHETICAL, BUT 1'0 LIKE TO HEAR YOUR THOUGHTS ON WHERE THAT LINE COMES BETWEEN FAMILY AND SCHOOL AND HOW YOU MIGHT ADDRESS THOSE TYPES OF ISSUES. 1 O. [Mr. Warren] YOU WILL BE AS OF JULY 1 ON THE SCHOOL BOARD, AND YOU'LL HAVE TO HIT THE GROUND RUNNING BECAUSE RIGHT AWAY THE ADMINISTRATION WILL BE PRESENTING SOME PRIORITIES AND NAMELY AT $250 MILLION A YEAR BUDGET. THAT'S A TREMENDOUS RESPONSIBILITY IN DEALING WITH SEPARATING NEEDS FROM WANTS. HOW WOULD YOU AS A NEW SCHOOL BOARD MEMBER GO ABOUT THE PROCESS OF DISSECTING A $250 MILLION A YEAR BUDGET IN SUCH A WAY THAT YOU IN GOOD CONSCIENCE FEEL THAT THROUGH THAT PROCESS THAT IS A BUDGET THAT YOU CAN SUPPORT? SECONDLY, WITH THE REALIZATION THAT THERE'S NEVER ENOUGH MONEY TO MEET ALL OF THE NEEDS OF ALL OF THE PROJECTS THAT WE WOULD LIKE TO DO IN EITHER THE SCHOOL SYSTEM OR ANY OTHER DEPARTMENT WITHIN THE GOVERNMENT, HOW WOULD YOU IN YOUR OWN MIND DEAL WITH THE FACT THAT THE BOARD OF SUPERVISORS WILL GIVE YOU A FIGURE TO USE AS YOU STANDARD FOR THE SCHOOL SYSTEM VERSUS 0800:762.5 -6- .- WHAT YOU'D LIKE TO DO ABOVE AND BEYOND THAT? HOW WOULD YOU HANDLE THAT POLITICALLY? 0800:762.5 -7- - LIST OF QUESTIONS FROM PREVIOUS SCHOOL BOARD PUBLIC HEARINGS (Questions asked at Clover Hill Public Hearing on 4/21/93) 1. [Asked by Mr. Daniel] I LOOKED OVER SOME OF MY OLD QUESTIONS AND DECIDED TO THROW IN A BRAND NEW ONE TO START OFF AND I'M STARTING OFF ON A NON-CONTROVERSIAL ONE AND I'LL START IT THIS WAY. QUALITY EDUCATION MEANS DIFFERENT THINGS TO DIFFERENT PEOPLE. THIS IS THE SEVENTH OR EIGHTH TIME THAT I HAVE SET THROUGH THIS PROCESS ONLY TO HEAR SCHOOL BOARD CANDIDATES COME FORWARD AND TALK ABOUT THE GREATNESS OF QUALITY EDUCATION IN CHESTERFIELD COUNTY, BUT YET TEST SCORES IN SOME OF OUR SCHOOLS CONTINUE TO DECLINE AND IT IS THROUGH SOME OF THE TESTIMONY THAT WAS GIVEN TONIGHT THERE'S CONSIDERABLE CONCERN ABOUT DECLINING TEST SCORES. MY QUESTIONS TO EACH CANDIDATE IS THIS. CAN PUBLIC SCHOOL AND IN ARTICULAR, CHESTERFIELD COUNTY PUBLIC SCHOOLS, DEMAND AND SECURE THE HIGHEST LEVEL OF STANDARDS OF PERFORMANCE THAT IS DEMANDED AND SECURED BY OUR LEADING PRIVATE SCHOOLS? 2. [Mr. Warren] MY QUESTION IS WITH LIMITED TAX DOLLARS WE SEE THE NEED TO COOPERATE, BOTH LOCALLY AND REGIONALLY. LOCALLY, WE COULD SAVE TAX DOLLARS BY CONSOLIDATING OVERLAPPING SERVICES BETWEEN THE SCHOOL SYSTEM AND COUNTY GOVERNMENT. FOR EXAMPLE, THE SCHOOL SYSTEM HAS THEIR OWN PUBLIC RELATIONS STAFF AS DOES THE COUNTY. AND THE SCHOOL SYSTEM HIRES A LEGAL FIRM TO HANDLE LEGAL ISSUES, RATHER THAN USING COUNTY PAID ATTORNEYS. DO YOU VIEW THIS ISSUE AS IMPORTANT IN TERMS OF THE NEED TO CONSOLIDATE AND WHAT SERVICES WOULD YOU RECOMMEND THAT BE EVALUATED FOR CONSOLIDATION IN ORDER TO INCREASE PRODUCTIVITY? 3. [Mr. Barber] THERE HAS BEEN SOME MENTION OF DIFFERENT PROGRAMS. SOME PEOPLE HAVE TALKED IN SUPPORT OF PROGRAMS AND SOME HAVE TALKED ABOUT HOW WE SHOULDN'T BE GETTING INTO PROGRAMS AND SOME PEOPLE HAVE ALLUDED OR DANCED AROUND NAMING SPECIFIC PROGRAMS. I'M GOING TO NAME THREE AND I WOULD LIKE FOR YOU TO SUMMARIZE YOUR FEELINGS ON THE THREE PROGRAMS. IF YOU DON'T KNOW, YOU PROBABLY WILL HAVE SOME COMPANY AND FEEL FREE TO SAY YOU DON'T KNOW. THE THREE PROGRAMS THAT HAVE GOTTEN SOME PUBLIC SCRUTINY AND WILL PROBABLY BE ON YOUR PLATE AS THE NEXT SCHOOL BOARD REPRESENTATIVE FOR CLOVER HILL WOULD BE OUTCOME- BASED EDUCATION, FAMILY LIFE AND GUIDANCE PROGRAMS. 0800:762.5 -8- - 4. [Mr. Colbert] IN A LOT OF MEETINGS WE HAVE BEEN SITTING IN WE HAVE HEARD A LOT OF STATEMENTS THROWN TO THE BOARD. ONE THAT CAUGHT MY ATTENTION WAS THE PERCENTAGE OF 52% OF A DOLLAR GOES TO ADMINISTRATION AND 48% GOES TO THE CLASSROOM. SO, I WOULD LIKE TO ASK YOU AS A BOARD MEMBER, HOW WOULD YOU REVERSE THESE FIGURES? 5. [Mr. Daniel] IF YOU WERE TO SECURE THE APPOINTMENT TO THE SCHOOL BOARD, WHAT WOULD BE YOUR IMMEDIATE AGENDA AND WHAT WOULD BE YOUR TIME TABLE TO ASSURE THAT THAT AGENDA WAS CARRIED OUT? AND, IF YOU FAILED ON YOUR AGENDA, WHAT WOULD BE YOUR ACTIONS? 6. [Mr. Warren] GIVEN OUR LIMITED TAX REVENUES AND NEEDS OF NOT ONLY OUR SCHOOL SYSTEM, BUT ALSO OTHER COUNTY SERVICES SUCH AS FIRE, POLICE, SOCIAL SERVICES, MENTAL HEALTH, ET CETERA, DO YOU FEEL THAT THE PRESENT BOARD'S POLICY OF SETTING A TARGET BUDGET FIGURE FOR EACH DEPARTMENT, INCLUDING THE SCHOOL SYSTEM, PRIOR TO SUBMISSION OF THE BUDGETS, IS A GOOD APPROACH TO HAVING EACH DEPARTMENT LIVE WITHIN A BUDGET FIGURE THAT IS PRESENTED EARLY IN THE BUDGET PROCESS? 7. [Mr. Barber] IN 1989 WE, THE COUNTY, CONTRACTED WITH A GENTLEMAN NAMED YOUNG TO DO A REPORT ON HOUSING OF OUR STUDENTS. SOME OF YOU MIGHT HAVE BEEN INVOLVED. THERE WERE FORMS AT THE MIDDLE SCHOOLS. INPUT WAS TAKEN. THAT INPUT WAS THEN TURNED AROUND AND PUBLISHED AND ESSENTIALLY, WHAT THE INPUT DICTATED WAS THAT PEOPLE WANTED SCHOOLS BUILT. THEY WANTED ADDITIONAL SCHEDULES. THEY WANTED THEIR BUILDINGS AND WANTED THEIR KIDS TO GO TO SCHOOL WITH WHAT THEY WERE FAMILIAR WITH. SECONDLY, THEY THOUGHT TRAILERS WERE ACCEPTABLE AND OTHER CHOICES I THINK ELEVEN ON THE LIST, WERE FAR BEYOND, FAR DOWN THE FIRST TWO. THOSE TWO WERE THE MOST ACCEPTABLE. TWO, WE STILL HAVE A HOUSING PROBLEM IN CHESTERFIELD AS I'M SURE YOU'RE AWARE AND I WONDER HOW WE CAN DEAL WITH THE HOUSING PROBLEM. IT IS THE METHOD OF LOWERING THE TEACHER-PUPIL RATIO. YOU CAN'T LOWER THE RATIO OF STUDENT BODIES AND THE TEACHERS. I WOULD LIKE FOR YOU TO ADDRESS THE RATIOS AND THE MEALS TAX AND HOW THAT MIGHT BE USED TO ADDRESS THE HOUSING ISSUE. 8. [Mr. Colbert] WE TALK ABOUT PTR. I'D LIKE TO ASK THE QUESTION OF EACH ONE. HOW WOULD YOU REDUCE THE PTR IF YOU CAN'T BUILD ANY SCHOOLS, YOU CAN'T HAVE A SEVENTH PERIOD AND YOU CAN'T HAVE A YEAR-ROUND SYSTEM? AND, ARE YOU IN FAVOR OF THE ELECTED SCHOOL BOARD MEMBERS? 0800:762.5 -9- - LIST OF QUESTIONS FROM PREVIOUS SCHOOL BOARD PUBLIC HEARINGS 1. IF YOU HAD ONLY ONE AGENDA FOR THE NEXT SIX MONTHS WHICH YOU HAD TO DEVOTE YOUR FULL SCHOOL BOARD ENERGY TO, WHAT WOULD IT BE? 2. DO YOU THINK THAT THE MIDLOTHIAN DISTRICT SCHOOLS ARE RECEIVING THEIR EQUITABLE SHARE OF COUNTY RESOURCES? 3. WHAT IS THE MOST IMPORTANT CHARACTERISTIC THAT YOU THINK WE SHOULD LOOK FOR IN A SCHOOL BOARD MEMBER? 4. HOW DO YOU FEEL ABOUT THE USE OF SCHOOL FACILITIES FOR BEFORE AND AFTER SCHOOL DAY CARE? 5. IN YOUR JUDGMENT, HOW CAN THE EXPANSION OF THE SCHOOL SYSTEM BE MOST ECONOMICALLY SATISFIED AND STILL PROVIDE AN ADEQUATE EDUCATION FOR OUR SCHOOL POPULATION? 6. I BELIEVE THE PRESENT CURRICULUM IN OUR SCHOOLS HAVE SERVED THE INDUSTRIAL SOCIETY WHICH ENDED IN, I BELIEVE, ABOUT THE 60'S. WE ARE NOW WELL INTO AN INFORMATION SOCIETY. DO YOU THINK THAT THE CURRICULUM THAT WE NOW HAVE IN OUR SCHOOLS IS PREPARING OUR STUDENTS FOR THE INFORMATION SOCIETY? 7. GIVEN THE PRESENT OVERCROWDING CONDITION AND LACK OF FUNDING, HOW DO YOU FEEL ABOUT YEAR-ROUND SCHOOLS AND/OR SHIFTING AS AN ALTERNATE MEASURE TO USING TRAILERS? 8. THE CHARTER WAS APPROVED BY THE COUNTY VOTERS IN A REFERENDUM IN 1986 AND ADOPTED BY THE GENERAL ASSEMBLY IN 1987. IT BECAME EFFECTIVE ON JANUARY 1, 1988, GIVING THE BOARD OF SUPERVISORS AUTHORITY TO MAKE APPOINTMENTS TO THE SCHOOL BOARD. IF YOU ARE HAPPY WITH THAT PARTICULAR SYSTEM, I WOULD LIKE FOR YOU TO STATE SO. IF YOU ARE NOT, MAKE SOME COMMENTS AS TO THE PRESENT SYSTEM. 9. IN MANY POLITICAL SUBDIVISIONS IN OUR COUNTRY THE SCHOOL SYSTEM IS A SEPARATE ENTITY FROM THE LOCAL GOVERNMENT WITH THE MEMBERS OF THE SCHOOL BOARD BEING ELECTED DIRECTLY BY THE PEOPLE. DO YOU THINK CHESTERFIELD COUNTY SHOULD ELECT SCHOOL BOARD MEMBERS? 10. IF YOU WERE TO SECURE THE APPOINTMENT TO THE SCHOOL BOARD, WHAT WOULD BE YOUR IMMEDIATE AGENDA? 0800:762.5 -10- _. 11. THIS COUNTRY WAS MADE GREAT BY A FEW TECHNOLOGICAL EVENTS. COULD YOU TELL US WHICH ONES IN YOUR MIND HAVE MADE THIS COUNTRY THE GREATEST, RESPECTED COUNTRY IN THE WORLD? 12. WHAT DO YOU THINK IS THE NUMBER ONE PROBLEM FACING CHESTERFIELD COUNTY PUBLIC SYSTEM TODAY, AND WHAT CAN YOU DO TO SOLVE THE PROBLEM? 13. I WANT TO FOLLOW UP ON SOME OF THE ISSUES MENTIONED AND MAYBE THE ISSUE THAT WE DEAL WITH AND THE SCHOOL BOARD HAS TO DEAL WITH IS FINANCING THIS GROWTH. THERE HAVE BEEN SEVERAL MEASURES THAT HAVE BEEN DISCUSSED BY THE SCHOOL BOARD AND BY THE COMMUNITY HAVING TO DO WITH THE EXPANDED YEAR, THE EXPANDED HOURS AND DAYS AND YEAR-ROUND SCHOOL AND ALL THOSE KINDS OF THINGS. I'D LIKE TO KNOW HOW IN PARTICULAR YOU FEEL ABOUT THOSE ISSUES AND ANY OTHER ALTERNATIVES THAT YOU THINK MIGHT BE AN ALTERNATIVE TO THE CURRENT WAY WE'RE FINANCING THE SCHOOLS. 14. MY QUESTION IS, WOULD YOU SUPPORT A TEACHER PAY SYSTEM BASED ON MERIT OR PERFORMANCE VERSUS THE CURRENT STEP SYSTEM. WE HAVE TWO SEPARATE PUBLIC RELATIONS DEPARTMENTS FOR INSTANCE. THE SCHOOL BOARD HAS CHOSEN TO HAVE A SEPARATE COMPANY COME IN AS A CONSULTANT TO HELP WITH CONSTRUCTION; THE BUILDING THAT 0800:762.5 -12- - - WE'RE IN, FOR INSTANCE, WAS DONE WITH A COMPANY OUTSIDE OF THE COUNTY. DAVIS DURING A PUBLIC HEARING ON MARCH 2, 1995 Mr. McHale, Members of the Board, and Mr. Ramsey, My name is Beth Davis and I reside in the Dale District. I stand before you tonight to place my name in nomination tor the Dale district seat on the Chesterfield County School Board. I was first appointed to the School Board ill the fall of 1990 to complete the term of Mr. Grif Burton. I was then re-appointed in the spring of 1991 to begin my own four years on the Board. I served as vice-chairman during the 1992-93 school year and chairman in 1993-94. I have also served on the Health Insurance Committee, the Budge Liaison Committee. and the Supervisor/School Board Liaison Committee. I am currently representing our school system on the Math Science Center Board and the Governing Board of the Regional Governor's School for Government and International Studies. During lhis time I have pwticipated in many training events carried out by the Virginia School Board Association and currently represent the Seventh Congressional District on the National School Board Legislation Committee. I am also a member of the Chesterfield Business Council and chaired their Focus on the Future Education Committee. I am a former kindergarten teacher and have managed to keep my teaching certificate active and have held many positions in PTA on the local and district level. All this in addition to working a fuB time job and maintaining a home for my husband and two sons. Super woman I am not, but a dedicated and committed public servant I am. When I review these last four and one half years it is with a sense of pride mingled with frustration that I am sure you share as well. Ours is a large, growing, diverse county with many resources and many needs. I have worked hard trying to fit our needs and resources together and believe have obtained a measure of success. OUf school system continues to grow, our test scores remain high, our program offerings continue to increase, and our students do well in college. All this is done with the lowest per pupil expenditure in the area. These accomplishments could not be achieved without the dedication of our teachers, parents and administration who are constantly looking for better ways to serve our students and help them maintain high level s of success. During my tenure the School Board has replaced a superintendent, administered a major budget cut, begun holding public forums on major issues such as boundary and curriculum changes, opened up the Family Life curriculum and made it easier for parents to choose what they feel is best for their child, expanded our school business partnerships county wide, brought in special programs for the gifted and at risk students and had many of our teachers win nationwide acclaim for their abilities and teaching strategies. McHALE: Ladies and gentlemen, this is a public hearing to choose the Dale District member of the School Board, and I'm going to turn over this part of the meeting over to Mr. Daniel. Mr. Daniel. MR. DANIEL: Thank you, Mr. Chairman. As a matter of background for the record, this public hearing is part of the School Board appointment process which is outlined in the Chesterfield County Charter. The Charter was approved by the County voters in a referendum in 1986 and became effective January 1, 1988. Prior to that date, members of the CRANE-SNEAD & ASSOCIATES, INC. - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 .- - 6 School Board had been appointed by the School Board Selection Committee which was in turn appointed by the circuit Court. This was the first time under County policy that the public had an opportunity to participate in the selection process. In November, 1994, the Chesterfield County voters now because of a change in the State law which allowed a referendum and the voters approved replacing the existing appointment process with that of an elected School Board. All School Board positions will be elected in November of '95 to serve out a four- year term beginning January 1, 1996. One appointed to serve now will be in essence finishing the six-month term from July 1, 1995 to December 31, 1995. And then after that, those elected to the School Board then will assume those responsibilities. Tonight brings a close to that Charter process. This will be the last time that we will utilize this process for appointing School Board members. It is the third time that a Dale District person has actually offered themselves for consideration in this format. NOBLE: Mr. McHale, Mr. Daniel, and members of the Board of supervisors. I've stood here on many occasions to address the School Board. This is the first time I have addressed you all in a while. My name is Pat Noble. I'm a resident of the Dale District. I'm the parent of two middle schoolers, Manchester Middle School. I am many things, but I'm a wife and a mother, and currently am Chairman of the Advisory Committee for Gifted and Talented in the schools. I have known Ms. Davis for a number of years. We first met at Radford College when we were fresh out of high school and studying for life's goals, I guess you'd say. She went on to be a kindergarten teacher, and I went on to be a special educator. We kind of lost track with another after a number of years, and I moved back to Chesterfield County where I had grown up and gone to public schools here and started raising our kids here, and I got reacquainted with Beth through our PTA involvement. And it was, we kind of looked at each other one day and said we know CRANE-SNEAD' ASSOCIATES, INC. - 13 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 each other, and then we kind of put all the pieces together and realized that we had met many years ago at Radford and enjoyed our company then and we renewed that friendship over the last few years. Beth has always been a real special person to me, and I supported her stand when she first showed an interest in being on the School Board a number of years ago. We've worked on many projects together and committees, and she has appointed me to work on committees through the public schools, the curriculum council, and several other activities that she wanted me involved with. I've always been so impressed with her focus on public schools, public education, and the children who are products of that public education here in Chesterfield. Beth, to me, is a real leader. I've never seen her shy away from any situation. But we have had our discussions. We've had our disagreements. But we always seem to find a common ground in, in our discussions and time together. I've been involved in the Superintendent's Budget Committee for about three CRANE-SNEAD , ASSOCIATES, INC. ....... 14 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 years now, serving as Chairman of the Advisory Committee. And I know what a hard and arduous task it is. I've learned a lot through that process, but I think what I've learned the most is the tenacity of those people who sit on the School Board and their willingness to listen to meet hard questions head-on and to come to decisions that are not always the most popular with a lot of people but I feel have always been what the school system needed and what the children needed. Her ability to listen, to visit schools, and she has such a schedule that she divides that time and visits every school numerous times during the year. I've often met her walking the halls in an elementary school or a middle school. She shares her time. She always works for compromise. And I think the one thing about Beth, and I've watched this over the years and I know it's meant a lot to me, to my husband and my boys, she's always been a wonderful example of service to her family, to her church, to her community. And it's for that reason that I would hope to see her reappointed to the School Board. I'm a life-long resident of Chesterfield County and Dale District. I graduated from Thomas Dale High School. I have two daughters graduated from Meadowbrook High School. I have a daughter who is in the tenth grade at Clover Hill High School in the Renaissance Program out there. And if I could, I'd like to take this opportunity to thank the Board for their support of that program. I hope you can see with this background, our family and I are quite interested in education, quality education in Chesterfield County. For that reason, I'm here tonight to ask you to reappoint Beth Davis as School Board member from Dale District. As a parent, I've known Beth for a number of years and met her originally through her involvement with the youth in our church. Beth has worked tirelessly over the years in unofficial and official capacities, working with the spiritual and moral needs of our children. She's been a Sunday School teacher, youth CRANE-SNEAD & ASSOCIATES, INC. .(:- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 - - 16 counselor, director of Christian education, and simply a parent who's interested in the well- being of children. As a friend, I found Beth to be a person of honesty and integrity who has a real concern for her community. She seems to, she is devoted to her family but seems to always be able to find time to serve when called upon. As a businessman, I appreciate Beth's interest in the business community and her efforts to involve business with education in Chesterfield. She's been an active member of the Chesterfield Business Council, Retail Merchants Association, and she's also been instrumental in establishing the Chesterfield Compact which is a partnership between businesses and schools. As a citizen of Chesterfield, I believe I speak for many others when I say that I appreciate the job Beth has done as our School Board representative from Dale District for the last five years. She has worked hard to maintain Chesterfield's reputation for quality education. She's served in a leadership capacity as vice Chairman and then Chairman of the School Board. I believe we are fortunate to have Beth CRANE-SNEAD & ASSOCIATES, INC. - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 - - 17 working for our schools and our children. And our youngest son, Peter, is playing volleyball with the church league tonight, so it's a double header, the last game of the season. (Laughter) Priorities, you understand, you've all had children, you understand. But, yes, and with lots of friends, lots of support. My church has been wonderful. And the people in the community have just stood behind me and worked with me, and it's been a very gratifying experience to do what I've been doing. MR. She offered herself again and within one year, she had overwhelming support and stood alone as the sole candidate for that appointment in 1991. And history repeats itself again tonight. Things like that don't happen by accident. They happen when the individual who happens to hold that office has the support and confidence of the constituents from which they serve. So if we had not had an advertisement for a public hearing tonight and said that we would not appoint, nominate or appoint tonight, it would have been my pleasure to go ahead and make a motion to suspend the rules so that we could complete the nomination and appointment process tonight. But since it's not, I would like for it to be an agenda item for Wednesday's meeting, I think it already is, that we nominate and appoint Beth to fill the remaining term for this year. But I've always thought a great deal of her, and when she's in the room there's a certain warmth that just generates and it's the kind of warmth that children in particular really recognize and that's really a good asset to have along with a professionalism and all the other qualities that she portrays in her position.
