Adjournment PUBLIC HEARING ON APPOINTMENT OF THE BERMUDA DISTRICT REPRESENTATIVE TO THE SCHOOL BOARD March 1, 1995 7:00 p.m. I. Opening Call meeting to order II. Public Hearing Announce that this is a public hearing, the purpose of which is: A. To identify those individuals who wish to be considered for appointment to the School Board from the Bermuda Magisterial District for the period from July 1, 1995 to December 31, 1995 and B. To accept public comment regarding the qualification of each person identified as a candidate for the School Board III. History This public hearing is a part of the School Board Appointment process outlined in the Chesterfield County Charter. The Charter was approved by County voters in a referendum in 1986 and became effective on January 1, 1988. In November, 1994, Chesterfield County voters by referendum approved replacing the existing appointment process with elected School Boards. All School Board positions will be elected in November, 1995, to serve four-year terms beginning January 1, 1996. Anyone appointed to serve the six-month term from July 1, 1995 to December 31, 1995 may also concurrently run for election as a School Board member. IV. Statement from Bermuda District Supervisor Solicit comment from the Bermuda District Supervisor SInce it IS a Bermuda District School Board appointment. V. Roll of Interested Persons Announce that any individual who wishes to be considered must identify himself or herself at this time if they have not already done so on the sign up sheet. Request all interested persons to come forward and give his/her name to the 0800:762.4 -1- - - Clerk. Advise that any person not present and identified at this meeting may not be considered for appointment. Appointment is for a six-month term beginning July 1, 1995. Any appointee must be a resident and qualified voter of the Bermuda District at the time of appointment. VI. Public Identification and Comment After all have done so, ask Clerk to call each one by name and ask that person to stand. As each person stands, Chairman asks each one to identify himself/herself and if he/she desires to be considered for appointment to the School Board. Chairman sets time limits for each candidate for personal statement and statements of supporters. A. If response is in the affirmative, Chairman then asks the person if he/she would like to make any comments about his/her qualifications. B. Chairman then opens floor for public comment regarding that individual's qualifications. VII. Questioning of Candidates After all candidates have presented themselves, Board members may ask two questions of the candidates alternating both the order of the Board questioning and the order of the applicants' responses. A random sequence of questioning is attached. VIII. Final Call After all persons have been publicly identified and after all public comment, Chairman asks if there is anyone else present who wishes to be considered. If so, Chairman allows that person to identify himself/herself and allows any citizen to comment on that person's qualifications. IX. Public Hearing Closed After all public comment, close the public hearing and indicate that no other names can be considered. Tell the public that the Board will make nominations and vote on the appointment to the School Board at the Board meeting. The Supervisor from Bermuda District must nominate a candidate and other Board members may make nominations. 0800:762.4 -2- - - X. [Mr. Warren] MANY OF THE CANDIDATES THIS EVENING TALKED ABOUT THE NEED TO SAVE TAX DOLLARS AND CONSOLIDATION OF SERVICES. IF YOU'RE THE PERSON WHO IS SELECTED FOR THE SCHOOL BOARD, WHAT ARE SOME OF THE SERVICES THAT YOU WOULD TAKE A HARD LOOK AT WITH THE SCHOOL ADMINISTRATOR IN ORDER TO SAVE TAX DOLLARS THROUGH CONSOLIDATING SERVICES? 2. [Mr. Daniel] IN YOUR JUDGMENT, WHAT CHANGES NEED TO BE MADE IN THE CHESTERFIELD COUNTY SCHOOL SYSTEM AND WHAT IS GOING TO BE DONE OR SHOWN BY YOU THAT LETS THE WORLD KNOW THAT THERE ARE CHANGES COMING OR DO YOU REPRESENT CHANGE ON THE SCHOOL BOARD? HOW WILL PEOPLE REALLY KNOW THAT YOU'RE THERE AS COMPARED TO THE STATUS QUO? 3. [Mr. Colbert] WE TALKED ABOUT PTR, PUPIL-TEACHER RATIO. I'D LIKE TO ASK A QUESTION OF EACH ONE. HOW WOULD YOU REDUCE THE PTR IF YOU CAN'T BUILD ANY MORE SCHOOLS, YOU CAN'T HAVE A SEVENTH PERIOD, AND YOU CAN'T HAVE A YEAR-ROUND SYSTEM? 4. [Mr. McHale] WHAT IS YOUR MAJOR CONCERN FOR OUR SCHOOLS TODAY, AND WHY IS THAT YOUR MAJOR CONCERN? IN THE TIME YOU HAVE, WHAT WOULD YOU DO ABOUT IT? 5. [Mr. Barber] (After discussion about Mr. Barber's published article regarding concurrent terms and the possibility of being nominated and voted into the position by people outside the Midlothian District, the following question was asked.) IF FOR SOME REASON YOU'RE NOMINATED BY SOMEONE OUTSIDE THE MIDLOTHIAN DISTRICT AND VOTED FOR BY PEOPLE OUTSIDE THE MIDLOTHIAN DISTRICT, I'D LIKE YOU TO TELL ME, FIRST OF ALL, IF YOU WOULD ACCEPT THAT APPOINTMENT. SECONDLY, HOW CAN YOU IN GOOD CONSCIENCE [KNOWING THAT THE VOTERS IN THE DISTRICT WERE NOT REPRESENTED IN THAT APPOINTMENT] SERVE IN THAT APPOINTMENT? 6. [Mr. Daniel] CAN THE HIGHEST LEVELS OF STANDARDS OF PERFORMANCE THAT ARE DEMONSTRATED AND ENJOYED IN PRIVATE SCHOOLS BE ACHIEVED IN OUR PUBLIC SCHOOLS AND, IF SO, HOW? 7. [Mr. Colbert] ONE OF THE THINGS THAT HAS CAUGHT MY ATTENTION IN MANY OF THE MEETINGS IN WHICH WE SIT IS THE PERCENTAGE OF HOW 0800:762.4 -5- - -- MUCH OF THE DOLLAR GOES TO THE VARIOUS FUNCTIONS. LET'S SAY 55 PERCENT GOES TO ADMINISTRATION, 45% GOES TO THE CLASSROOM. AS A BOARD MEMBER, HOW WOULD YOU REVERSE THESE FIGURES? 8. [Mr. McHale] WHAT IS THE STRONGEST ASSET YOU BRING TO THE JOB? 9. [Mr. Barber] AS A SCHOOL BOARD MEMBER YOU WILL BE FACED WITH THE UNENVIABLE POSITION OF HAVING PEOPLE TELL YOU THE THINGS THAT ARE WRONG WITH THE SCHOOLS. YET IT'S HARD FOR THEM TO BE SPECIFIC BECAUSE THEIR SCHOOLS ARE OKAY. IN MY OPINION, IT TRACES BACK TO THAT LINE WE NEED TO DRAW BETWEEN WHAT IS A FAMILY ISSUE AND WHAT IS A SCHOOL ISSUE. IF A CHILD COMES WITH FAMILY PROBLEMS, THEY BECOME A SCHOOL PROBLEM BUT IT'S VERY DIFFICULT TO DEAL WITH THEM IN A SCHOOL SETTING. OFTEN TIMES A CHILD MIGHT HAVE A SCHOOL PROBLEM, AND WE SAY, "WELL, IT'S THAT PARENT OR IT'S THAT FAMILY SITUATION," AND THAT'S NOT NECESSARILY THE CASE EITHER. I'D LIKE YOU TO ELABORATE BECAUSE THERE'S NO RIGHT OR WRONG ANSWER. JUST ELABORATE ON HOW YOU WOULD MAKE THAT DEFINITION BETWEEN FAMILY CONCERNS AND SCHOOL CONCERNS. THEN HOW YOU WOULD DEFEND YOURSELF AS A SCHOOL BOARD MEMBER WITH THE OUTCRY OF CRITICISMS THAT YOU SOMETIMES HEAR AND YET KNOWING THAT OUR SCHOOLS ON AN INDIVIDUAL BASIS ARE DOING A PRETTY GOOD JOB AS YOU'VE ALL ATTESTED TO TONIGHT. YOU'RE GOING TO HAVE TO FACE THE CRITICISM AND SUPPORT THAT GOES ON IN THE SYSTEM. SO IT'S PURELY HYPOTHETICAL, BUT I'D LIKE TO HEAR YOUR THOUGHTS ON WHERE THAT LINE COMES BETWEEN FAMILY AND SCHOOL AND HOW YOU MIGHT ADDRESS THOSE TYPES OF ISSUES. 1 O. [Mr. Warren] YOU WILL BE AS OF JULY 1 ON THE SCHOOL BOARD, AND YOU'LL HAVE TO HIT THE GROUND RUNNING BECAUSE RIGHT AWAY THE ADMINISTRATION WILL BE PRESENTING SOME PRIORITIES AND NAMELY AT $250 MILLION A YEAR BUDGET. THAT'S A TREMENDOUS RESPONSIBILITY IN DEALING WITH SEPARATING NEEDS FROM WANTS. HOW WOULD YOU AS A NEW SCHOOL BOARD MEMBER GO ABOUT THE PROCESS OF DISSECTING A $250 MILLION A YEAR BUDGET IN SUCH A WAY THAT YOU IN GOOD CONSCIENCE FEEL THAT THROUGH THAT PROCESS THAT IS A BUDGET THAT YOU CAN SUPPORT? SECONDLY, WITH THE REALIZATION THAT THERE'S NEVER ENOUGH MONEY TO MEET ALL OF THE NEEDS OF ALL OF THE PROJECTS THAT WE WOULD LIKE TO DO IN EITHER THE SCHOOL SYSTEM OR ANY OTHER DEPARTMENT WITHIN THE GOVERNMENT, HOW WOULD YOU IN YOUR OWN MIND DEAL WITH THE FACT THAT THE BOARD OF SUPERVISORS WILL GIVE YOU A FIGURE TO USE AS YOU STANDARD FOR THE SCHOOL SYSTEM VERSUS 0800:762.4 -6- -. ........ WHAT YOU'D LIKE TO DO ABOVE AND BEYOND THAT? HOW WOULD YOU HANDLE THAT POLITICALLY? 0800:762.4 -7- - - LIST OF QUESTIONS FROM PREVIOUS SCHOOL BOARD PUBLIC HEARINGS (Questions asked at Clover Hill Public Hearing on 4/21/93) 1. [Asked by Mr. Daniel] I LOOKED OVER SOME OF MY OLD QUESTIONS AND DECIDED TO THROW IN A BRAND NEW ONE TO START OFF AND I'M STARTING OFF ON A NON-CONTROVERSIAL ONE AND I'LL START IT THIS WAY. QUALITY EDUCATION MEANS DIFFERENT THINGS TO DIFFERENT PEOPLE. THIS IS THE SEVENTH OR EIGHTH TIME THAT I HAVE SET THROUGH THIS PROCESS ONLY TO HEAR SCHOOL BOARD CANDIDATES COME FORWARD AND TALK ABOUT THE GREATNESS OF QUALITY EDUCATION IN CHESTERFIELD COUNTY, BUT YET TEST SCORES IN SOME OF OUR SCHOOLS CONTINUE TO DECLINE AND IT IS THROUGH SOME OF THE TESTIMONY THAT WAS GIVEN TONIGHT THERE'S CONSIDERABLE CONCERN ABOUT DECLINING TEST SCORES. MY QUESTIONS TO EACH CANDIDATE IS THIS. CAN PUBLIC SCHOOL AND IN ARTICULAR, CHESTERFIELD COUNTY PUBLIC SCHOOLS, DEMAND AND SECURE THE HIGHEST LEVEL OF STANDARDS OF PERFORMANCE THAT IS DEMANDED AND SECURED BY OUR LEADING PRIVATE SCHOOLS? 2. [Mr. Warren] MY QUESTION IS WITH LIMITED TAX DOLLARS WE SEE THE NEED TO COOPERATE, BOTH LOCALLY AND REGIONALLY. LOCALLY, WE COULD SAVE TAX DOLLARS BY CONSOLIDATING OVERLAPPING SERVICES BETWEEN THE SCHOOL SYSTEM AND COUNTY GOVERNMENT. FOR EXAMPLE, THE SCHOOL SYSTEM HAS THEIR OWN PUBLIC RELATIONS STAFF AS DOES THE COUNTY. AND THE SCHOOL SYSTEM HIRES A LEGAL FIRM TO HANDLE LEGAL ISSUES, RATHER THAN USING COUNTY PAID ATTORNEYS. DO YOU VIEW THIS ISSUE AS IMPORTANT IN TERMS OF THE NEED TO CONSOLIDATE AND WHAT SERVICES WOULD YOU RECOMMEND THAT BE EVALUATED FOR CONSOLIDATION IN ORDER TO INCREASE PRODUCTIVITY? 3. [Mr. Barber] THERE HAS BEEN SOME MENTION OF DIFFERENT PROGRAMS. SOME PEOPLE HAVE TALKED IN SUPPORT OF PROGRAMS AND SOME HAVE TALKED ABOUT HOW WE SHOULDN'T BE GETTING INTO PROGRAMS AND SOME PEOPLE HAVE ALLUDED OR DANCED AROUND NAMING SPECIFIC PROGRAMS. I'M GOING TO NAME THREE AND I WOULD LIKE FOR YOU TO SUMMARIZE YOUR FEELINGS ON THE THREE PROGRAMS. IF YOU DON'T KNOW, YOU PROBABLY WILL HAVE SOME COMPANY AND FEEL FREE TO SAY YOU DON'T KNOW. THE THREE PROGRAMS THAT HAVE GOTTEN SOME PUBLIC SCRUTINY AND WILL PROBABLY BE ON YOUR PLATE AS THE NEXT SCHOOL BOARD REPRESENTATIVE FOR CLOVER HILL WOULD BE OUTCOME- BASED EDUCATION, FAMILY LIFE AND GUIDANCE PROGRAMS. 0800:762.4 -8- - - 4. [Mr. Colbert] IN A LOT OF MEETINGS WE HAVE BEEN SITTING IN WE HAVE HEARD A LOT OF STATEMENTS THROWN TO THE BOARD. ONE THAT CAUGHT MY ATTENTION WAS THE PERCENTAGE OF 52% OF A DOLLAR GOES TO ADMINISTRATION AND 48% GOES TO THE CLASSROOM. SO, I WOULD LIKE TO ASK YOU AS A BOARD MEMBER, HOW WOULD YOU REVERSE THESE FIGURES? 5. [Mr. Daniel] IF YOU WERE TO SECURE THE APPOINTMENT TO THE SCHOOL BOARD, WHAT WOULD BE YOUR IMMEDIATE AGENDA AND WHAT WOULD BE YOUR TIME TABLE TO ASSURE THAT THAT AGENDA WAS CARRIED OUT? AND, IF YOU FAILED ON YOUR AGENDA, WHAT WOULD BE YOUR ACTIONS? 6. [Mr. Warren] GIVEN OUR LIMITED TAX REVENUES AND NEEDS OF NOT ONLY OUR SCHOOL SYSTEM, BUT ALSO OTHER COUNTY SERVICES SUCH AS FIRE, POLICE, SOCIAL SERVICES, MENTAL HEALTH, ET CETERA, DO YOU FEEL THAT THE PRESENT BOARD'S POLICY OF SETTING A TARGET BUDGET FIGURE FOR EACH DEPARTMENT, INCLUDING THE SCHOOL SYSTEM, PRIOR TO SUBMISSION OF THE BUDGETS, IS A GOOD APPROACH TO HAVING EACH DEPARTMENT LIVE WITHIN A BUDGET FIGURE THAT IS PRESENTED EARLY IN THE BUDGET PROCESS? 7. [Mr. Barber] IN 1989 WE, THE COUNTY, CONTRACTED WITH A GENTLEMAN NAMED YOUNG TO DO A REPORT ON HOUSING OF OUR STUDENTS. SOME OF YOU MIGHT HAVE BEEN INVOLVED. THERE WERE FORMS AT THE MIDDLE SCHOOLS. INPUT WAS TAKEN. THAT INPUT WAS THEN TURNED AROUND AND PUBLISHED AND ESSENTIALLY, WHAT THE INPUT DICTATED WAS THAT PEOPLE WANTED SCHOOLS BUILT. THEY WANTED ADDITIONAL SCHEDULES. THEY WANTED THEIR BUILDINGS AND WANTED THEIR KIDS TO GO TO SCHOOL WITH WHAT THEY WERE FAMILIAR WITH. SECONDLY, THEY THOUGHT TRAILERS WERE ACCEPTABLE AND OTHER CHOICES I THINK ELEVEN ON THE LIST, WERE FAR BEYOND, FAR DOWN THE FIRST TWO. THOSE TWO WERE THE MOST ACCEPTABLE. TWO, WE STILL HAVE A HOUSING PROBLEM IN CHESTERFIELD AS I'M SURE YOU'RE AWARE AND I WONDER HOW WE CAN DEAL WITH THE HOUSING PROBLEM. IT IS THE METHOD OF LOWERING THE TEACHER-PUPIL RATIO. YOU CAN'T LOWER THE RATIO OF STUDENT BODIES AND THE TEACHERS. I WOULD LIKE FOR YOU TO ADDRESS THE RATIOS AND THE MEALS TAX AND HOW THAT MIGHT BE USED TO ADDRESS THE HOUSING ISSUE. 8. [Mr. Colbert] WE TALK ABOUT PTR. I'D LIKE TO ASK THE QUESTION OF EACH ONE. HOW WOULD YOU REDUCE THE PTR IF YOU CAN'T BUILD ANY SCHOOLS, YOU CAN'T HAVE A SEVENTH PERIOD AND YOU CAN'T HAVE A YEAR-ROUND SYSTEM? AND, ARE YOU IN FAVOR OF THE ELECTED SCHOOL BOARD MEMBERS? 0800:762.4 -9- - - LIST OF QUESTIONS FROM PREVIOUS SCHOOL BOARD PUBLIC HEARINGS 1. IF YOU HAD ONLY ONE AGENDA FOR THE NEXT SIX MONTHS WHICH YOU HAD TO DEVOTE YOUR FULL SCHOOL BOARD ENERGY TO , WHAT WOULD IT BE? 2. DO YOU THINK THAT THE MIDLOTHIAN DISTRICT SCHOOLS ARE RECEIVING THEIR EQUITABLE SHARE OF COUNTY RESOURCES? 3. WHAT IS THE MOST IMPORTANT CHARACTERISTIC THAT YOU THINK WE SHOULD LOOK FOR IN A SCHOOL BOARD MEMBER? 4. HOW DO YOU FEEL ABOUT THE USE OF SCHOOL FACILITIES FOR BEFORE AND AFTER SCHOOL DAY CARE? 5. IN YOUR JUDGMENT, HOW CAN THE EXPANSION OF THE SCHOOL SYSTEM BE MOST ECONOMICALLY SATISFIED AND STILL PROVIDE AN ADEQUATE EDUCATION FOR OUR SCHOOL POPULATION? 6. I BELIEVE THE PRESENT CURRICULUM IN OUR SCHOOLS HAVE SERVED THE INDUSTRIAL SOCIETY WHICH ENDED IN, I BELIEVE, ABOUT THE 60'S. WE ARE NOW WELL INTO AN INFORMATION SOCIETY. DO YOU THINK THAT THE CURRICULUM THAT WE NOW HAVE IN OUR SCHOOLS IS PREPARING OUR STUDENTS FOR THE INFORMATION SOCIETY? 7. GIVEN THE PRESENT OVERCROWDING CONDITION AND LACK OF FUNDING, HOW DO YOU FEEL ABOUT YEAR-ROUND SCHOOLS AND/OR SHIFTING AS AN ALTERNATE MEASURE TO USING TRAILERS? 8. THE CHARTER WAS APPROVED BY THE COUNTY VOTERS IN A REFERENDUM IN 1986 AND ADOPTED BY THE GENERAL ASSEMBLY IN 1987. IT BECAME EFFECTIVE ON JANUARY 1, 1988, GIVING THE BOARD OF SUPERVISORS AUTHORITY TO MAKE APPOINTMENTS TO THE SCHOOL BOARD. IF YOU ARE HAPPY WITH THAT PARTICULAR SYSTEM, I WOULD LIKE FOR YOU TO STATE SO. IF YOU ARE NOT, MAKE SOME COMMENTS AS TO THE PRESENT SYSTEM. 9. IN MANY POLITICAL SUBDIVISIONS IN OUR COUNTRY THE SCHOOL SYSTEM IS A SEPARATE ENTITY FROM THE LOCAL GOVERNMENT WITH THE MEMBERS OF THE SCHOOL BOARD BEING ELECTED DIRECTLY BY THE PEOPLE. DO YOU THINK CHESTERFIELD COUNTY SHOULD ELECT SCHOOL BOARD MEMBERS? 10. IF YOU WERE TO SECURE THE APPOINTMENT TO THE SCHOOL BOARD, WHAT WOULD BE YOUR IMMEDIATE AGENDA? 0800:762.4 -10- - - 11. THIS COUNTRY WAS MADE GREAT BY A FEW TECHNOLOGICAL EVENTS. COULD YOU TELL US WHICH ONES IN YOUR MIND HAVE MADE THIS COUNTRY THE GREATEST, RESPECTED COUNTRY IN THE WORLD? 12. WHAT DO YOU THINK IS THE NUMBER ONE PROBLEM FACING CHESTERFIELD COUNTY PUBLIC SYSTEM TODAY, AND WHAT CAN YOU DO TO SOLVE THE PROBLEM? 13. I WANT TO FOLLOW UP ON SOME OF THE ISSUES MENTIONED AND MAYBE THE ISSUE THAT WE DEAL WITH AND THE SCHOOL BOARD HAS TO DEAL WITH IS FINANCING THIS GROWTH. THERE HAVE BEEN SEVERAL MEASURES THAT HAVE BEEN DISCUSSED BY THE SCHOOL BOARD AND BY THE COMMUNITY HAVING TO DO WITH THE EXPANDED YEAR, THE EXPANDED HOURS AND DAYS AND YEAR-ROUND SCHOOL AND ALL THOSE KINDS OF THINGS. I'D LIKE TO KNOW HOW IN PARTICULAR YOU FEEL ABOUT THOSE ISSUES AND ANY OTHER ALTERNATIVES THAT YOU THINK MIGHT BE AN ALTERNATIVE TO THE CURRENT WAY WE'RE FINANCING THE SCHOOLS. 14. WE HAVE TWO SEPARATE PUBLIC RELATIONS DEPARTMENTS FOR INSTANCE. CHAIRMAN, OTHER BOARD MEMBERS, MR. RAMSEY, FELLOW CITIZENS: I STAND BEFORE YOU TONIGHT AS A CANDIDATE FOR REAPPOINTMENT TO THE BERMUDA DISTRICT SCHOOL BOARD SEAT. IT HAS BEEN ALMOST 4 YEARS SINCE I STOOD BEFORE A DIFFERENT BOARD TO STATE MY INTENTIONS AND REASONS FOR MY ORIGINAL APPOINTMENT. AT THAT HEARING, I STATED THAT MY GOALS WERE AS FOLLOWS: 1. FIND A WAY TO MAKE THE SCHOOL BOARD MORE RESPONSIVE TO THE GENERAL PUBLIC. 2. STRENGTHEN OUR CURRICULUM TO KEEP US COMPETITIVE IN THE STATE, NATIONAL AND WORLD MARKET ARENAS. 3. PROVIDE A MECHANISM FOR DIRECT INPUT TO THE DECISION MAKING PROCESS OF SCHOOLS BY PARENTS AND TEACHING STAFF. 4. WHERE FEASIBLE AND PRACTICAL, CONSOLIDATE SERVICES OF THE SCHOOL SYSTEM AND THE COUNTY. 5. TO WORK IN A NON-PARTISAN MANNER WITH THE BOARD OF SUPERVISORS; TRYING TO KEEP DISCUSSIONS FOCUSED ON ISSUES NOT ON POLITICS. IN ADDITION TO THE ABOVE GOALS, I STATED THAT I DID NOT BELIEVE IN NOR WOULD PARTICIPATE IN POLITICAL POSTURING BECAUSE IT ACTUALLY DEFLECTED ATTENTION FROM IMPORTANT MATTERS AT HAND. GENTLEMEN, WHILE ALL OF MY ORIGINAL GOALS HAVE NOT BEEN FULLY REALIZED, GOOD PROGRESS HAS BEEN MADE AND I FEEL I HAVE CONTRIBUTED TO THAT PROGRESS: FOR EXAMPLE: .- - 1. WE NOW HAVE STRONG SCHOOL COUNCILS, WITH DIRECT INPUT FROM TEACHERS, PARENTS, AND ADMINISTRATORS. 2. WE HAVE A CURRICULUM COUNCIL AND SEVERAL SUBCOMMITTEES THAT ACTUALLY OVERSEE THE DEVELOPMENT AND REVISION OF OUR VARIOUS CORE SUBJECTS; REVISIONS, WHEN MADE, ARE DONE SO BY OUR OWN TEACHING STAFF. 3 . THE SCHOOL SYSTEM HAS CONSOLIDATED SERVICES WITH THE COUNTY IN SEVERAL AREAS. SOME OF THESE ARE: A. POSTAL SERVICE B. FLEET MAINTENANCE, INCLUDING SCHOOL BUSES C. WAREHOUSE MANAGEMENT D. INFORMATION SYSTEMS E. EMPLOYEE HEALTH INSURANCE PLANS 4. THIS HAS BEEN ONE OF THE MOST PRODUCTIVE YEARS THAT I CAN REMEMBER FOR THE TWO BOARDS WORKING TOGETHER. ISSUES HAVE BEEN DISCUSSED AND RESOLVED IN A PROFESSIONAL, EFFICIENT MANNER. THIS IS BETTER FOR ALL THE CITIZENS OF CHESTERFIELD COUNTY. S. THE SCHOOL SYSTEM'S BUDGET PREPARATION PROCESS IS FULLY OPEN TO THE PUBLIC. IN FACT, PARENTS, TEACHERS, INDUSTRY REPRESENTATIVES AND ADMINISTRATORS ARE MEMBERS OF VARIOUS BUDGET ADVISORY COMMITTEES. AS AN EXAMPLE, THE CHESTERFIELD COUNTY BUSINESS COUNCIL REPRESENTATIVE HAS MADE ADDITIONAL, SPECIFIC SUGGESTIONS TO ME FOR SCRUTINIZING OUR BUDGET AS A WHOLE, AND OUR - - BASE BUDGET IN PARTICULAR. PARTICIPATORY. THIS KEEPS OUR PROCESS OPEN AND I AM STILL COMMITTED TO WORKING ON ALL OF MY ORIGINAL GOALS. IN ADDITION, I WOULD LIKE TO MAKE YOU AWARE OF SOME OF MY POSITIONS ON CURRENT ISSUES FACING THE SCHOOL SYSTEM: 1. OVERCROWDING. . . . THE EASY ANSWER IS TO TELL PEOPLE THAT WE WILL COMMIT TO BUILDING A NEW SCHOOL EACH TIME WE HAVE A PROBLEM. CONSTITUENTS IN MY DISTRICT, IN PARTICULAR, FEEL NEGLECTED OVER THE YEARS AND WORRY THAT STUDENTS WILL NOT BE RECEIVING A COMPARABLE EDUCATION AS STUDENTS IN OTHER DISTRICTS. THIS IS A VALID CONCERN. HAVING THE PROPER EQUIPMENT AND TECHNOLOGY FOR TEACHERS IS A CONCERN WE SHOULD ALL HAVE. I AM COMMITTED TO DOING WHAT IS RIGHT FOR THE STUDENTS. IF RENOVATION AND UPGRADE IS THE TRUE ANSWER TO THE PROBLEM, I WILL AND HAVE INSTRUCTED STAFF TO PROCEED ON THAT TRACK. IF NEW SCHOOLS ARE THE ANSWER, I ASK STAFF TO WORK WITH US AND YOU FOR THE MOST EFFECTIVE AND EFFICIENT WAY TO BUILD THE SCHOOLS. I WILL NOT STAND BEFORE YOU TONIGHT OR MY CONSTITUENTS LATER AND PROMISE TO BUILD NEW SCHOOLS WHEN I CANNOT DELIVER. BECAUSE, GENTLEMEN, I AM A PARENT AND A TAXPAYER. I CAN NOT DIVORCE MYSELF FROM EITHER ROLE, TO SIMPLY WIN FAVOR OR AN ELECTION. DO NOT GET ME WRONG, I WILL RUN FOR THE BERMUDA DISTRICT ELECTED SCHOOL BOARD SEAT. BUT I WILL NOT PROMISE THINGS I CAN NEITHER DELIVER ON NOR JUSTIFY. TO DO OTHERWISE MIGHT WIN TEMPORARY FAVOR, BUT WOULD, IN THE LONG RUN, HURT THE VERY PEOPLE WE "ARE SUPPOSED TO BE COMMITTED TO SERVING, OUR STUDENTS. - .-. 2. PRAYER IN THE SCHOOLS----I SUPPORT THE RIGHT OF EVERY STUDENT TO EITHER PRAY OR NOT TO PRAY. WE AS A SCHOOL SYSTEM DO NOT HAVE A RIGHT TO ABRIDGE THIS RIGHT TO PRAY, BUT WE ARE A NATION AND STATE OF LAWS AS WELL. WHAT WE CAN NOT DO IS ALLOW FOR OFFICIAL PLANNED, OR INSTRUCTED PRAYER. STUDENT SPONTANEOUS INITIATED PRAYER IS PERMITTED. I ALSO SUPPORT AND ENCOURAGE STUDENTS AND PARENTS TO DEVELOP AND HOLD BACCALAUREATE SERVICES OFF OF SCHOOL PROPERTY. I DO SUPPORT THE "MOMENT OF SILENCE" CONCEPT EACH DAY TO ALLOW STUDENTS THE TIME TO PRAY, OR GET THEIR THOUGHTS TOGETHER. THIS IS AN ISSUE FOR WHICH EVEN OUR LEGISLATORS CANNOT SEEM TO FIND AN EASY ANSWER. 3. OUTCOME BASED EDUCATION---LET ME EMPHATICALLY SAY THAT I AM NOT AND NEVER HAVE BEEN A SUPPORTER OF THE CONCEPT OF TRANSFORMATIONAL OUTCOME BASED EDUCATION; ANY CONCEPT THAT ESCHEWS RIGOROUS ACADEMIC PREPARATION FOR TOUCHY-FEELY CONCEPTS IS AN ANATHEMA. THE REAL DANGER, AS I SEE IT, IS TO ALLOW LEGITIMATE CURRICULUM CHANGE BE LABELED AS OBE IF IT MEETS SOMEONE'S NEBULOUS DEFINITION. IF WE DO THAT, WE LOSE ANY CHANCE OF MAKING REAL PROGRESS FOR MAKING OUR CURRICULUM MEANINGFUL. THE CHALLENGE IS TO ALLOW REAL INPUT, AND I EMPHASIZE REAL INPUT, BY PARENTS TO ENSURE THAT WHEN CHANGES ARE INCORPORATED, THEY ARE ACCOMPLISHED IN A MANNER THAT EMBRACES AND ENCOURAGES OUR DISTRICTS' VALUES. THIS IS TIME CONSUMING, AND TEDIOUS. BUT IT IS DOABLE. AS CURRICULUM ENHANCEMENTS PROCEED, THE SYSTEM NEEDS TO BE PREPARED TO MAKE ADJUSTMENTS WHERE PARENTS AND THE COMMUNITY AS A WHOLE FEEL WE HAVE GONE ASTRAY. I AM FULLY COMMITTED TO DOING THAT. HAVE BEEN, AND -- - WILL ALWAYS BE. 4. ELEMENTARY PLANING TIME---I HAVE STATED PUBLICLY SEVERAL TIMES THAT I AM TOTALLY UNAWARE OF ANY OTHER PROFESSION WHERE STAFF HAS AS LITTLE TIME FOR EATING LUNCH OR TAKING CARE OF DAILY PERSONAL NEEDS AS ELEMENTARY TEACHERS. THE EASY ANSWER IS TO HIRE SUFFICIENT ADDITIONAL STAFF TO ALLOW FOR A FULL, UNENCUMBERED PLANNING TIME EACH DAY. I AM COMMITTED TO WORKING FOR A PERMANENT SOLUTION, BUT UNTIL SUFFICIENT MONIES AND CLASSROOM SPACE ARE IDENTIFIED, WE ARE WORKING WITH THE ADMINISTRATION TO FIND WAYS TO REDUCE THE DAIL Y BURDEN ON ELEMENTARY TEACHERS. WE ARE MAKING PROGRESS, AND A REPORT WILL BE FORTHCOMING AT OUR WORK SESSION IN MARCH TO SEE HOW FAR WE HAVE ACTUALLY COME IN FIXING THIS VEXING PROBLEM. THIS IS A PROBLEM THAT WILL NOT SIMPLY GO AWAY BECAUSE WE DO NOT WANT TO SEE IT. 5. COMPENSATION---AS YOU PROBABLY HEARD, I RECENTLY ASKED THE SUPERINTENDENT TO COME BACK TO THE SCHOOL BOARD WITH A BUDGET THAT ESTABLISHES A COMPENSATION PLAN THAT WOULD BRING OUR STAFF TO MARKET LEVELS THROUGH 1996. I AM COMMITTED TO ESTABLISHING A COMPENSATION PLAN THAT WILL ATTRACT, KEEP, AND REWARD THE BEST STAFF WE CAN OFFER THE MENTORS OF OUR MOST PRECIOUS RESOURCE;....OUR CHILDREN. 6. STUDENT PERFORMANCE- - -CONTRARY TO WHAT SOME IN THIS STATE AND COUNTY WOULD LIKE YOU TO BELIEVE, THE STUDENTS IN CHESTERFIELD COUNTY PUBLIC SCHOOLS ARE NOT ONLY HOLDING THEIR OWN, THEY ARE ACTUALLY OUTPERFORMING THEIR PEERS IN MANY AREAS. I AM COMMITTED - TO WORKING WITH PARENTS AND STAFF TO CONTINUE MAKING CURRICULUM CHANGES THAT WILL PROVIDE OUR STUDENTS WITH THE NECESSARY TOOLS TO EXCEL IN THE ACADEMIC AND BUSINESS PLACE ONCE THEY LEAVE OUR PUBLIC SCHOOL SYSTEM. 7. COMMUNICATION....IF THERE IS ONE MAJOR WISH I WOULD HAVE FOR THE COMING YEAR, IT WOULD BE THE LAST TOPIC I WILL ADDRESS TONIGHT, . . . BETTER COMMUNICATION. WE ALL LIKE TO THINK THAT WE COMMUNICATE WELL WITH ALL OF OUR ASSOCIATES. THE FACT OF THE MATTER IS, ITS WHEN WE GET TO THINKING LIKE THIS THAT WE USUALLY HAVE A PROBLEM. I AM COMMITTED TO IMPROVING MY COMMUNICATION WITH ALL OF MY CONSTITUENTS, PARENTS, ADMINISTRATORS, AND BOARD MEMBERS. GOOD COMMUNICATION IS A DIFFICULT THING TO QUALIFY, BUT IT ESSENTIALLY MEANS THAT BOTH PARTIES NEED TO TAKE ALL MEASURES POSSIBLE TO INSURE THAT THE MESSAGE BEING COMMUNICATED IS THE ACTUAL MESSAGE THAT IS RECEIVED AND UNDERSTOOD BY THE PERSON BEING ADDRESSED. IT IS TWO WAY. AGAIN, I AM COMMITTED TO WORKING ON THIS EVEN MORE THAN I HAVE IN THE PAST. REVEREND WOODBURN: Shall we pray together. Father, we bow tonight behind and closed doors and ask, Father, knowing that we bow behind our hearts to a sovereign God. We thank you for each one here tonight. We thank you, Father, that we can bow before the King of Kings and Lord of Lords tonight and that in your wisdom you have ordained human government to care for the civil matters of our nation and our world and our community. Father, we thank you that human government is ordained by you and in your word you instruct us that the powers that be are ordained of God, and that we are here to give obedience to those areas of which you've given them power. McHALE: Thank you all for coming out tonight. As you know, this is a meeting to identify individuals who wish to be considered for appointment to the School Board for the Bermuda Magisterial District for a period of 1 July 1995 to 31 December 1995. As you know, there was a referendum during the last general CRANE-SNEAD , ASSOCIATES, INC. - 1 2 3 4 5 6 7 8 9 10 11 12 .- 13 14 15 16 17 18 19 20 21 22 23 24 25 - - 6 election, and the County has decided to go to an elected School Board. So the person who was appointed as a result of this process will serve a six-month term until the results of the election are known, and the new School Board will be impaneled the 1st of January, 1996. The hearing is part of the School Board public process outlined in the Chesterfield County Charter, and the Charter was approved by the County voters in a referendum in 1986 and became effective January 1st, 1988. In November, 1994, the County voted by referendum-approved replacement of the existing appointment process with an elected School Board. Also, all School Board positions will be elected in November, 1995 to serve a four-year term starting January 1st, 1996. Anyone appointed to serve as a result of this process will serve a six-month term from July 1st until the end of December, this year. Probably this is a historic moment in some sense because it is the end of one era and the beginning of a new era for School Board appointments. So without further ado, we go forward and hear from the candidates who have CRANE-SNEAD , ASSOCIATES, INC. - 7 - 1 2 3 4 5 6 7 8 9 10 11 12 - 13 14 15 16 17 18 19 20 21 22 23 24 25 signed up to stand for the School Board. Has anyone here besides Mr. Trammell signed up? Go ahead and identify yourself for the record. HR. TRAMMELL: I'm Marshall Trammell, 11200 Krag Court, Chester, Virginia. MR. McHALE: Let's go ahead with your opening, please, sir. MR. TRAMMELL: Mr. Chairman and other Board members, Mr. Ramsey, and fellow citizens. I stand before you tonight as a candidate for reappointment to the Bermuda District School Board seat. It has been almost four years since I stood before a different board to state my intentions and reasons for my original appointment. At that hearing I stated that my goals were as follows: Find a way to make the School Board more responsive to the general public; Strengthen our curriculum to keep us competitive in the state, national, and world market arenas; Provide a mechanism for direct input to the decision-making process of schools by parents and the teaching staff; CRANE-SNEAD , ASSOCIATES, INC. - 8 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 Where feasible and practical consolidate services of the School System antl the County; And five, to work in an nonpartisan manner with the Board of Supervisors and try to keep discussions focused on issues and not on pOlitics. In addition to the above goals, I stated that I did not believe in nor would I participate in political posturing because I felt it actually deflected from the important matters at hand. While all of my original goals have not been fully realized, good progress has been made, and I feel that I have contributed to that progress. For example, we now have strong school councils with direct input from teachers, parents, and administrators. We have a curriculum council and several subcommittees that actually oversee the development and revision of our various corps subjects. Revisions when made are mostly done by our own teaching staff. The School System has consolidated services, some services with the County. Some of those areas are postal service, fleet mapping, maintenance CRANE-SNEAD & ASSOCIATES, INC. - 9 - 1 2 3 4 5 6 7 8 9 10 11 12 - 13 14 15 16 17 18 19 20 21 22 23 24 25 including school buses, warehouse management, information systems, and employee health insurance plans. This has been one of the most productive years that I can remember with the two Boards working together. Issues have been discussed and resolved in a professional and efficient manner, and this is better for all the citizens of Chesterfield County. The School System's budget preparation process is fully open to the public and, in fact, the parents, teachers, and industry representatives and administrators are members of various budget advisory committees. As an example, the Chesterfield County Business Council representative made additional comments to me personally as well as the rest of the Board for scrutinizing our budget as a whole and the base budget in particular. I believe this keeps our process open and participatory. I'm still committed to working on my goals and, in addition, I would like to make you aware of some of my positions on current issues facing the School System, some quite controversial, and we can't escape them however. The easy answer is to tell people that we will commit to building new schools each time we have a problem. Constituents in my district in particular feel neglected over the last several years and worried that students will not be receiving a comparable education to students in other districts. This is a valid concern, having the proper equipment and technology for teachers is a concern we should all have and committing to doing what is right for the students. If renovation and upgrade is the true answer to the problem, I will and have instructed staff to proceed on that track. If new schools are the answer, I ask the staff to work with us and you for the most effective and efficient way to build the schools. I can't stand before you tonight nor my constituents later and promise to build new schools when I cannot deliver because, gentlemen, I am a parent as well as a taxpayer, and I cannot divorce myself from either role to simply win favors or an election. Do not get me wrong, I will run for the Bermuda District elected School Board seat, but I will not promise things I CRANE-SNEAD , ASSOCIATES, INC. - 11 - 1 2 3 4 5 6 7 8 9 10 11 12 - 13 14 15 16 17 18 19 20 21 22 23 24 25 cannot deliver on or justify. To do otherwise might win temporary favors but would in the long run threaten the very people we are supposed to be committed to serving, our students. Number two, prayer in the schools. I support the right of every student to either pray or not to pray whereas the School System does not have a right to abridge this right to pray. Because we are a nation in a state of laws as well. What we cannot do is allow for official planned or instructed prayer. I also support and encourage students and parents to develop and hold Baccalaureate services off of school property. I do support the moment of silence concept each day to allow students the time to pray or get their thoughts together. This is an issue which even our legislators seem to find, cannot find an easy answer. Number three, outcome-based education. This is an issue that seems to go on and on and on and on. Let me emphatically say that I am not and never have been a supporter of the concept of transformational outcome-based education. Any concept that uses vigorous academic preparation CRANE-SNEAD , ASSOCIATES, INC. -. 12 - 1 2 3 4 5 6 7 8 9 10 11 12 - 13 14 15 16 17 18 19 20 21 22 23 24 25 for concepts The real danger, as I see it, is to allow legitimate curriculum changes to be labeled as OBEs if it meets someone's nebulous definition. If we do that, we lose any chance of making real progress for making our curriculum meaningful. The challenge is to allow real input, and I emphasize real input, by parents to insure that when changes are incorporated, they're accomplished in a manner that embraces and encourages our District's values. This is time- consuming and tedious, but it is doable. As curriculum enhancement proceeds, the system needs to be prepared to make adjustments where parents and the community as a whole feel we've gone astray and we do. I'm fully committed to do with that and have been and always will be. Elementary planning time. I've stated publicly several times that I am totally unaware of any other profession where staff has as little time for eating lunch or taking care of daily personal needs as elementary teachers. The easy answer for planning time is to hire sufficient additional staff to allow for full, uncovered planning time each day. I'm committed to working CRANE-SNEAD , ASSOCIATES, INC. - 13 - 1 2 3 4 5 6 7 8 9 10 11 12 .- 13 14 15 16 17 18 19 20 21 22 23 24 25 for a permanent solution, but until sufficient money and classroom space are identified we are working with the administration to find ways to reduce the daily burden on our elementary teachers. We're making progress, and the report will be forthcoming in our work session in March to see how far we've actually come in fixing this vexing problem. This is a problem that will not simply go away because we don't want to see it, and it's there for all of us. Compensation. As you probably heard, I recently asked the Superintendent to come back to the School Board with a budget that establishes a compensation plan that will bring our staff to market levels through 1996. I am committed to establishing a compensation plan that will attract, keep, and reward the best staff we can offer the mentors of our most precious resource, our children. Student performance. Contrary to what some in the State and County would like you to believe is that students in Chesterfield County Public Schools are not only holding their own but they're actually outperforming their peers in CRANE-SNEAD , ASSOCIATES, INC. - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 -. -.. 14 many areas. I'm committed to working with the parents and staff to continue making curriculum changes that will provide our students the necessary tools to excel in the academic and business place once they leave the public school system. Seven, communications. There's one major wish I would have the coming year, it would be the last topic I will address tonight, better communications. We all like to think that we can communicate well with all of our associates. The fact of the matter is that when we get to thinking like this is usually when we begin to have a problem. I'm committed to improving my communications with all my constituents, parents, administrators, and Board members. Good communications is a difficult thing to qualify but essentially means both parties need to take all measures possible to insure that the message being communicated is the actual message being received and understood by the person being addressed, it's two ways. Again, I'm committed to working on this even more than we have in the past. After moving to Chesterfield County and the area three years ago, I was fortunate enough to be hired by the Chesterfield County School Board to teach social studies and coach soccer at the George W. Carver Middle School. Before deciding to reside in Chesterfield County, I surveyed all the local school systems and decided that Chesterfield County would fulfill the educational needs of my two daughters. Since our arrival, my husband and I have been extremely pleased with the quality of the educational system here. I feel Mr. Trammell has been a part of the learning and educational process in this system. Mr. Trammell is honest and sincere, and he displays a great deal of personal integrity. He is totally dedicated to the education of the - 1 2 3 4 5 6 7 8 9 10 11 12 ,- 13 14 15 16 17 18 19 20 21 22 23 24 25 - - 17 children of Chesterfield County, not only in the Bermuda District but in all of Chesterfield County. In addition to being a strong advocate for children, Mr. Trammell believes in a low teacher-pupil ratio for all classes. He feels students need as much interaction with and individualization from teachers as possible as do I. As you are aware, Mr. Trammell has been instrumental in the construction of the new Marguerite Christian Elementary School and in seeing that it is fully functional. I might add it is way ahead of construction. Mr. Trammell understands that technology is no longer a luxury but a necessity in the classroom. He is aware that technology enhances the students' education, broadens the curriculum and enables and encourages students to use critical thinking skills as well as analytical reasoning skills in the education process. He feels that all students in Chesterfield County should have access to the latest available technology. He is keenly aware of the overcrowded conditions in some of our schools, and he is constantly laboring to help remedy some of these problems. He also sees the need to build a new school and keep up with the ever growing problems of Chesterfield County and especially in the schools. Mr. Trammell knows of the valuable role that the teacher plays in the classroom and their effect they have on young children. He supports a fair and equitable salary scale for staff and also a salary scale that attracts, keeps, and rewards competent and dedicated teachers. Mr. Trammell also supports teacher administrative initiative in developing the best curriculum possible for our young people. He is a strong advocate and strong proponent of the proper discipline in the total school program. He was instrumental in getting the Zero Tolerance Program passed. He has visions for our students and he realizes what is needed to live and survive in the 21st century. The citizens of the Bermuda District are very fortunate to have such a fine gentleman who is willing to give his time and talents to our School System. Parents I know that have called him with concerns have always had their phone calls returned in a very timely manner, which is very important to parents with children in school. Mr. Trammell has demonstrated that he is willing to commit the time it takes to be an effective School Board member. Mr. Trammell has also worked very hard to make and promote a friendly and cooperative atmosphere between the School Board and Board of Supervisors. Instead of the us versus them mentality that prevailed in the past, Mr. Trammell as chairman has operated under the assumption that both Boards want the best for Chesterfield County and that both Boards are in agreement that education is a priority, but that police and fire protection are also essential to - CRANE-SNEAD , ASSOCIATES, INC. - ~- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 - - - 21 the well-being of the community. He's also represented parents very well by supporting disciplinary measures that have been recommended by the Superintendent to the School Board and continuously advocates high academic standards as a top priority in Chesterfield. I also want to say that Marshall has not let special interest pressure his decisions. He's in this for the kids and has the ability to look at the whole picture and make the best decisions for the long-term benefit for the students of Chesterfield County. Lastly, I have to mention that Mr. Trammell would be the first to tell you that there have been several issues on which we have strong disagreement. I've always felt very comfortable disagreeing with Marshall and never felt he took it personally or held a grudge. Mr. McHale and members of the Board, I'm a parent with two children at the Enon Elementary School, and over the past five years I'm working with the PTA and the School Council and been associated with Marshall Trammell in his position on the Board. I have found that he is dedicated and a very honorable man, his integrity is always shining through, he avails himself to anyone who has questions and concerns about the situation with the schools. He strongly believes in participation by the parents in our children's educational process. He more than anything else that I find notable is that he empowers the people in the process through the school councils and in the budget process. For that I do applaud him for that belief. Mr. Chairman and members of the Board, as an active parent in the Bermuda District of Chesterfield County, I would like to take this opportunity to note some of the reasons I'd like to see Marshall Trammell reappointed to the Chesterfield County School Board. First of all, I'm been very impressed with the budget process this year and how well the School Board and Board of Supervisors have worked together to try to fund the schools' budget. I felt Mr. Trammell has been a leader in this process. Mr. Trammell believes in the importance of providing technology and the CRANE-SNEAD & ASSOCIATES, INC. - 1 2 3 4 5 6 7 8 9 10 11 12 - 13 14 15 16 17 18 19 20 21 22 23 24 25 - - 24 training that goes with it not only for students but also for teachers. Of course, one of the most important problems that we've had recently is the overcrowding in our schools here in the Bermuda District. He has addressed this problem with commitment and perseverance to arrive at the best solution for the students, teachers, parents, and the community. I feel his leadership in addressing this problem is very evident because Mr. Trammell has been so knowledgeable regarding our overcrowding problem. I feel it's necessary and crucial for him to continue to serve the Bermuda District as a member of the School Board. In closing, I will tell you that during his tenure on the School Board, Mr. Trammell and I have not always agreed on solutions to problems that come up, but he's always made me feel comfortable in calling at home or his office. Also, he has never failed to return my calls and discuss any concerns that I might have. Thank you. My two children attended the County schools from kindergarten, and they graduated from Meadowbrook High School. Before then, their father attended the County schools from first grade and graduated from Thomas Dale High School. I presently have two grandchildren in o. B. Gates and two at Enon Elementary. To say the least, I'm very interested in our school system. I'm just elated to be here tonight to talk to you about one of the finest gentlemen that I've ever met. I've known Marshall Trammell for about 20 years. I met him through our church and one of our church leaders and has been active in the church. As a leader in the church is when I began to understand that he had superior qualities in taking a situation out and looking at all points of view and making wise decisions. As soon as I finished, Marshall said to me was Sandy, stop for one minute and let's stop and think about what's best for this situation for the students. I did that and listened to Marshall for about a minute and realized that the decision made was certainly in the best interest and was for the best of that young person involved. I share his beliefs in regard to the School System and he is a very strong advocate for all the children. He believes each child should be able to go as far in school as his effort will take him. He has specific plans to alleviate the overcrowding in our schools. He believes in fair and adequate salaries for our teachers is very important. Our teaCher-pupil ratio is too high in most cases, and Marshall has spent much time in the last four years trying to CRANE-SNEAD , ASSOCIATES, INC. - 27 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 implement strategies that will lower that PTR. For the past four years, he's worked very hard to bring Bermuda's needs to the top of the capital improvements list. He has a good relationship with his constituents. He's made himself available in person or by phone to talk about issues and get people involved to get solutions to the problems. I believe we need Marshall Trammell's past experience, superior wisdom, knowledge, and leadership to represent us on the Bermuda District on the School Board. Thank you. MR. McHALE: Thank you, ma'am. Next, please. HR. THOMPSON: I'm Edward Thompson, and I reside at 12808 River Bend Road in Chester. Mr. Chairman and members of the School Board and fellow citizens, I'm here tonight speaking on behalf of Marshall Trammell and his return to the School Board. He is a superior leader in all aspects of the situation, study all possible solutions, and then make the best decision. Marshall Trammell is the epitome of just that. Marshall W. Trammell is in a top leadership position in the School Board in CRANE-SNEAD & ASSOCIATES, INC. - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 - - 28 Chesterfield County and with his every move and decision at the scrutiny of all the residents, teachers, and media. Marshall realizes that a student's education must prepare him for the job market in the 21st century. He's aware that the average pupil leaving school after year 2000 will have multiple job changes and careers yet to be identified and retrained for these changes. So he must project the courses, the technology, and the environment to meet the needs of each of these students. He's dedicated to the utilization of technology and the total education of all students. But technology comes with a price tag, and money can only be spent once. I feel Marshall can make the best decisions for all concerned. Marshall wants all students to learn in a physical environment conducive to learning and safe from violence. He's attempting to make the best decisions for a unique situation in all CRANE-SNEAD , ASSOCIATES, INC. - 29 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 areas of the county. He has met with individual residents and listened to their requests, met with professional planners, and listened to recommendations, he has met educators and listened to their concerns. Marshall is not just sitting in some cushy chair in a secluded board room unaffected by present conditions. He has a wife that knows how it is to be a quality teacher in a trailer for a classroom and a son that travels the halls of a crowded Chesterfield County High School daily. Marshall realizes that the smaller the pupil-teacher ratio the better the education, and he's been looking for a feasible solution to this situation. Different strategies have been implemented at several schools to help eliminate the high pupil-teacher ratio. These range from actually hiring additional teachers to providing funds for alternative class teachers to providing funds for alternative class schedules such as those here at Thomas Dale and Bird High School. Marshall's concern for attracting and keeping and rewarding superior quality staff is evidenced in his attempt to secure adequate salaries for teachers and fair and equitable CRANE-SNEAD , ASSOCIATES, INC. - 1 2 3 4 5 6 7 8 9 10 11 12 - 13 14 15 16 17 18 19 20 21 22 23 24 25 - - 30 salary scales. As a parent of sChool-aged children and a resident of this district, I selfishly would like for my children to attend a new high school built here in the Enon area, but on the other hand I as a taxpayer in Chesterfield County also want the best return on my tax dollar. with Marshall Trammell on the School Board, I know that our tax dollars will be invested wisely and give us the best return possible on our tax assessment. A sound education for all of our children. With this in mind, I urge you to return Marshall Trammell to the Chesterfield County School Board. Thank you very much for your time. MR. I've had one child graduate from Lloyd C. Bird High School and currently have another child at Ukrop Elementary. It goes without saying that I have a vested interest in our school system. As many residents have done, I made a conscious decision to live and work in Chesterfield. The reason for my decision is the quality of our school system. Not only am I proud to teach in Chesterfield, but more grateful that my children can be educated in the best school system in the State. My interest in speaking to you tonight in support of Mr. Trammell is to do what I can to insure quality education in this county. In order to accomplish this task, the School System must have strong leaders who can make tough decisions while being responsive to their constituents. They must be knowledgeable of the system's operations and supportive of its goals. Most of all, they must also have the best interest of all children at heart. During his term on the Board, Mr. Trammell has repeatedly demonstrated these qualities. He has shown himself to be a man of integrity and honor. Growth and the resulting overcrowding continue to plague our schools. I know this very well since I am one of those that happens to be currently housed in one of the mobile educational suites commonly known as a trailer. To define this solution, this problem seems to move from one area of the county to another. Mr. Trammell has again shown his commitment to all students in Chesterfield aggressively pursuing capital funds to address the needs. From his support for additional funds to manage the overcrowding at Barrett and Thomas Dale to the construction of a new elementary school in the Enon area opening in the fall of CRANE-SNEAD , ASSOCIATES, INC. ,- 1 2 3 4 5 6 7 8 9 10 11 12 - 13 14 15 16 17 18 19 20 21 22 23 24 25 ....., - 33 1995. A commitment to the children of this county is there. Addressing growth has been a necessity in our county for many years and as a result the needs of the older schools in many cases have not been addressed. In selecting Mr. Trammell, we have a Board member who is strongly committed to the upgrade of all of our schools to new standards including access to technology to insure all of our students have equal learning opportunity. Speaking of technology, Mr. Trammell understands that technology is no longer a luxury for use in today's classroom, technology is an essential component of the educational experience for high school graduates. We strongly support the County standards that will insure this component in the curriculum provided for every school and every student in the county and not just new schools or those that can sell the most wrapping paper or collect the most receipts through individual fund-raisers. Fundamental to the success of any school system is the management and control of students. Unfortunately, we are faced with a situation and circumstances in the schools that I CRANE-SNEAD , ASSOCIATES, INC. 1 2 3 4 5 6 7 8 9 10 11 12 - 13 14 15 16 17 18 19 20 21 22 23 24 25 - - 34 never dreamed of when I started teaching 26 years ago. Mr. Trammell is to be commended for the stand he's taken on violence in our schools. The zero tolerance concept related to violence and weapons that he has promoted as Chairman and Vice Chairman has sent a strong message to students and parents in our community. Finally, gentlemen, I am not certain as to who credit should go to, but I'd like to commend both Boards for what appears to be a mutually cooperative working relationship in reaching agreement on school funding. I must admit it's a little exciting that I have learned to expect this time of year has gone. I can only hope that in the new era of cooperation and understanding that exists between the Boards continues. Mr. McHale, Board members, and Mr. Trammell, thank you. MR. Last call. Seeing none, members of the Board, we'll close this part of the meeting and public hearing portion, but before we do that, I don't have any questions of Mr. Trammell, but I would suggest that we forego questions unless members of the Board have any questions you'd like to ask him. MR. DANIEL: I can only say that I did have the privilege of going through this process four years ago, and I supported Mr. Trammell to the School Board at that time. I think he has served admirably from the Bermuda area and has represented the constituency and has done an outstanding job. At the appropriate time, I have no problem in seconding the vote for reappointment for Mr. Trammell. I think the people that really benefitted from that is the citizenry of Bermuda District as well as Chesterfield County at large. MR. McHALE: Any other comments or questions from Board members? MR. WARREN: I would echo those comments on Mr. Trammell. I've had the pleasure of being on the Board of Supervisors for the CRANE-SNEAD , ASSOCIATES, INC. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 ~ .-.. 36 first time plus four years, and during that period of time I've come to appreciate the awesome responsibility of not only being an elected official but being an appointed official and being a member of the body that has to deal with the situation that surrounds a limited budget. I think the School Board has done an outstanding job with the limited resources. with a $250 million a year budget, it's just mind- boggling that a budget is that big and still the resources are very limited and what's been done. I applaud Mr. Trammell on his leadership and the fact that the School Board collectively and the Board of Supervisors have worked very well together. The consolidation issues that were very important to me when I was running for office as efficiency in government that I stressed and the importance of returning more dollars to the classroom, all these are moving forward and have moved forward because the philosophy that has merged and the marriage between the Board of Supervisors and the School Board and working for the benefit of Chesterfield County. HR. BARBER: Mr. Chairman, I came CRANE-SNEAD , ASSOCIATES, INC. 1 2 3 4 5 6 7 8 9 10 11 12 - 13 14 15 16 17 18 19 20 21 22 23 24 25 - -, 37 tonight fully ready to support Marshall and, of course, he had so many come up and say they disagreed with him over the years, so I had to stop and wonder if we were on the right track. I understand the message that reasonable people can disagree on issues and still remain reasonable people. I want to commend Marshall for instilling that in people. I know this is redundant, but I think it's important to say it. In our short time on the Board we've lived through some budget hearing processes that were terrible. This year has been a real relief and a breath of fresh air. I give Jack and Marshall a yeoman's amount of credit for that. I think the two of them have found a way to work together and in the process bring our Boards together. There's been no teacher sitting around wondering if they were going to be fired this year and no one sitting around wondering which program was going to be slashed and cut. In other years, that was part of the process. I want to tell Marshall that even though it doesn't make a difference to him in his quest for the elected School Board seat, that I do take the time when I travel through Midlothian and talk to CRANE-SNEAD , ASSOCIATES, INC. - 1 2 3 4 5 6 7 8 9 10 11 12 .- 13 14 15 16 17 18 19 20 21 22 23 24 25 - - 38 groups and I give the two of you yeoman's credit for that. I think it's important that people realize that the Boards are made up of people, people work the way you two have done in your leadership roles, the County government is far more efficient. I want to thank you for that and say that publicly. DR. NICHOLAS: Mr. Chairman, I've only gotten to know Mr. Trammell in the last four months and since I've been on this Board. Please pardon my voice, but I'm terribly hoarse. I have been very favorably impressed with Mr. Trammell's leadership and his capabilities and certainly the cohesive effect in keeping the Board and School Board together. I ask the representative from the Matoaca District, Dr. Harry Thompson, what did he attribute to the smooth functioning of the Chesterfield County School Board, and he said Mr. Trammell. So I would say that I have been very favorably impressed. I would hope that Mr. Trammell would continue to serve the citizens of his district and Chesterfield County. I've had the privilege in 40 years to work in public education prior to retirement. So, Mr. Trammell, I look forward to working with you the rest of the year prior to my stepping down December 31. MR. McHALE: Thank you, sir. Even though there is only one candidate and because we advertised that no appointments would be made at this public hearing, we will not be able to nominate or appoint tonight, but I will tell you that it is my intention at the next regular meeting, which is the second Wednesday in March, a week from today, I intend to ask the Board to suspend the rules so we can nominate Mr. Trammell as the Bermuda District representative on the School Board for the balance of this calendar year. I'll be delighted to do that, and I hope that Marshall has more success in finishing out his term. If there's no other business before the Board, then I'll entertain a motion that we adjourn until tomorrow night to the Board of Supervisors room for another public hearing for a School Board appointment.
