Upon consideration whereof and on motion of hr. Martin, seconded by Mr.Browning, it is resolved that the following OrdiLance be and it hereby is adopted: AN ORDINaNCE to amend the Code of the County of Chesterfield; Virginia, by adding a new section thereof to be known as Section 17-9-T, to provide for, the parking of travel, utility and boat trailers as an accessory use in all districts under certain conditions. BE IT ORDAINED by the Board of Supervisors of the County of Chesterfield, Virginia: 1. That The Code of the County of Chesterfield, Virginia, be amended by adding a new section to be known as Section 17-9-T, as follows: Sec. 17-9-T. Travel, utility and boat trailers. For the purposes of this section the following words shall have the meanings ascribed to them as follows: (a) Travel Trailer. A travel trailer is a vehicular, portable structure built on a chassis and designed to be used as a temporary, dwelling for travel, recreational and vacation uses, with an overall length, including hitch, of not more than twenty~ feet. -Fout' (b) Utility Trailer. A utility trailer is a vehicular structure built on a chassis and designed to be used by the individual for personal hauling, ~dth an overall length, including hitch, of not more than twelve feet. (c) Boat T~ler. A boat trailer is a vehicular structure built on a chassis and-designed for transporting boats, with an overall length, including hitch, of not more than twenty _ feet. One '" - - In all districts travel, utility and boat trailers as an accessory use may be parked or stored in the rear yard of the same lot with the principal use, provided they shall not be occupied for living or business purposes; however, only two of such trailers, or any combination thereof, may be parkeJ or stored thereon. The wheels or other transporting devices shall not be removed, except for repairs nor shall a trailer be connected to any utility service or to the ground or other structure in any manner that would prevent its ready removal. Upon consideration whereof, and on motion of lYir.Britton, seconded by ?vir . Goyne , ii is resolved that copies of this petition be sent to the Planning Corcnission for study and report of possible action. JI..r. J .A.Chall:ley comes before the Board requesting relief i3rom the necessity of constructing a fence of 5c:J% solidarity on the boundaries of his properties lying at the southeast corner of the intersection of TerminaL~vErnue and Route #lO. After considerable discussion of this problem, it is on motion of Ivlr.Goyne, seconded by IVlr.Browning, it is resol~,'ed that IVlr.Britton, Supervisor of this area be requested to confer w: t h IvJ.I'. H.B.Walker, Commissioner of the Revenue, advises by letter that a review of the ordinance on trash collection should be considered. Upon consideration whereof, and on motion of Mr.Goyne, sefonded by !>!r. Britton, it is resolved that the Commonwealthfs J-ittorney be and he hereby is requested to prepare an ordinance amendment to require an adequate bond, business offlice and telephone by all trash collectors in the County of Chesterfield. On motion of I~Jr. 1 artin, seconded by Ivir.Browning, it is resolved that the petition signed by 102 people in the Cherokee Estates Subdivision reque-iting control of gnats in thi s area be filed 1t'Jith the Board's paper s. On motion of ~~.Goyne, seconded by Mr. Browning , it is resolved that the Electora_ Board be requested to study and recommend policies on paying for til e maintenance of Precinct voting stat ions and the handling of voting bOJths and ballot boxes. On motion of Iv,r.Goyne, seconded by l'lr.Brmming, it is resolved that the Engineerlng Department be requested to acquire IO feet on the north line of Sale.TI Road, from Allerton Road to Strathmore Road, so that an additional outlet can be given to the Palling Creek Hills Subdi.gision. On motion of Mr. Goyne, seconded by Iv,r.Browning, it is resolved that this Board requests the Highway Department to improve Daniel Street from Petersburg Street to 'nnfree Street, at a cost not to exceed $900.00 and charge same to the 3~ Road Fund of the County. It was generall y agreed that the Executive 3ecretary VJouid have stenciled the letter from Mr. R.V.Lancaster dated June 20, 1966 and send same to the citizens petitioning for road improvements in the Elkhardt l:.ome Sites and Brookhaven Farms. On motion of Mr.Britton, seconded by Mr. Browning, it is resolved that the audit of the office of the Sheriff performed by the State Auditor, be and it he~eby is received. On motion of IvIr.Goyne, seconded by i'ir.Britton, it is resolved that the request .,)f the Chester FireDepartment for a rrotecti ve pan to be installed unier the Dodge power wagon be referred to the Fire Committee. There arose a brief discussion concerning the Regional Park Authority and it was g8nerally concluded that the officials of the County would discuss thi s matt er further. -4- - - On motion o.f I\.r.Britton, seconded by l\ir.Goyne, it is resolved that the sum of ~1693.39 be added to the bill of the Nationwide Insurance Company for the fleet insurance for the County of Chesterfield, the same being an error on the part of the Company which was corrected by the Insurance Bureau. It is here noted that this amount being added to the bill originally, the Company would still be the lowest bidder. On motion of l\fJr.Browning, seconded by I'..r.Britton, it is resolved that this Board expresses its discontent with the bid of the Nationwide Insurance Company on its fleet insurance for the year 1966, which bid was submitted in December, 1965 and hopes that such a mistake will not re-occur in 0he future. ~ATHE,REa.s, Col, Hora ce I-.ann has brought to light the unique or~g1n and history of the term "Yellow Jacket" in his letter dated May 24, 1966, to I'.r.Ben BOl.en, Commissioner of Virginia State Parks, and WHEREaS, it would seem wise to preserve this part of Chesterfieldfs heritage as an example of the courageous citizens, who formed a large part of our County at one time, NOT,i, ThERBf'OrtE, B.G IT RESOLVED, on motion of lilr.Browning, seconded by ~'~. Goyne, that this Board of Supervisors of Chesterfield County requests the Commissioner of State Parks, the Honorable Ben H.Bolen to name the proposed State Park in I\',atoaca Distri ct the YELLOVJ JaCKET ST.aTL PARK with suitable plaques to explain the origin and history of this term. Browning, it is resolved that the County Engineer and the Executive ~ecretary be authorized to meet with officials of the City of Colonial' Heights to discuss the water rates currently being charged the County by the City. On motion of Iv,T.Britton, seconded by I'Jr.Martin, it is resolved that the Highway Departm('nt be authori zed to condemn a widening strip for Bells Road on the property of the Brandon Silo Corporation. The County hereby agrees to pay the cost of this condemnation. Mr. Ralph Page states that Terminal Avehue is a throuph road, the traffic is hazardous to the school children of the area. Mr.Atlas Vaughan, who is President of the Hickory Hill Civic Association opposes the request. Mrs. Lipscomb who lives next door opposes the rezoning. Mr.G.F.Simms, who lives a short diatance from Hopkins Road is in favor of the request. hr. Lowe presents pictures of the adjacent areas. Horner, it is resolved th8t the parcel of land fronting 150 feet on the e~st line of Rt. 10 be zoned to a depth of 200 feet for General Business, provided the owners will agree there will be no body and fender work on cars, no major repairs, and that there be installed a fence running 200 feet east of Rt. 10 and thence 150 feet to Terminal Avenue, which fence shall be at least 50% solidity and constructed before addi tional improvements on the land are made. Box 8887 Richmond, Virginia Board of Supervisors, Chesterfield County Chesterfield, Virginia Gentlemen: I wish to acknowledge receipt of a petition from citizens in the Elkhardt Home Sites and Brookhaven Farms dated May 26, 1966 and forwarded to me under Mr. Burnett.s letter of June 13, 1966. This is a relatively small area and is fed by two entrances from route 360, in so far as state maintained roads are concerned, and both roads are posted at 25 miles per hour. It is a well developed residential area and I do not see the need for additional signs. The resolution suggest the installation of dips or bumps at several locations within the subdivision. As you know these are considered traffic hazards and the State does not construct such "traffic control devicesll. There is adjoining this development a commercial lake and recreation center which can be entered through this development or an entrance off of route 360, which is privately owned. The roads within the commercial development are not a part of the State system and we have no control over them. I might add that I am a resident of the area and in the past, I think that the lake traffic has been somewhat of a nuisance. I would say that within the last couple of years, for the main, it has been reasonably orderly and I certainly do not consider it a nuisance in so far as this section of Brookhaven road where I reside is concerned. SHERIFF of the COUNTY OF CHESTERFIELD for the calendar year 1965, and present our report in the form of the statements immediately following this communication. The audit included verification of fees and other collections handled by the Sheriff which were made a matter of record in his office. We examined court and other records relating to the Sheriff's office to determine fees and other public funds for which he was accountable. The office of the Attorney General has advised us that we have no respon- sibility for determining that a process-serving officer has accounted for funds collected by him which are not public funds. Therefore, our verification of the funds handled by the Sheriff was limited to those which were a matter of record in his accounts. The examination disclosed that proper accounting had been made for all ) funds of record coming into the custody of the Sheriff. The records revealed that the Sheriff was bonded in the amount of $5,000 with the National Surety Corporation as surety. Hanuel, We do hereby request of Chesterfield County a protective pan or skid to be installed on our Dodge power wagon, unit # 8. As you know this unit is' used primarily off the highway and is subject to damage from stumps, large rocks and other obstructions. We feel that the cost of this protective device will be of'fset by savings' of' repair costs during the life of the vehicle. Several minor repair~ have already been occasioned by damage resulting from str:i.kibg an ob- struction and we hope that this protective device can be obtained at an early date. We reccomend that this device run from just beneath the radiator of the truck to the rear of the gas tank wich is located at the rear of the vehicle. . Prior to last renewal, the Automobile Rate Administrative Bureau published the ex- perience modification, a 21% credit for basic limits. We were about to make the bid when we realized that there should also be an Increased Limits experienee modification. 'We were pressed for time so did our own calculation (subject to atreau approval later). We calculated a 4'2% increased l:lmits credit and sub- mitted our bid. We had made an error am the Bureau caught it an:! pub- lished the correct Increased Limits credit of 11%. The basic limits credit (21%) had not changed. The Increased Limits credit was corrected from 42% to 11%. That's 'Why the policy was so much higher than our bid. Burnett Executive Secretary Chesterfield County Chesterfield, Virginia Dear Mr. Burnett: On reviewing ordinance dated December 22, 1959 approving a contract between the City of Colonial Heights and Chesterfield County, I find that the ordinance provides for the negotiation of new rates if the cost to the city to supply said water is greater than at the time the agreement was made. The original rate was set at 1O~ per 100 cu. ft. or approximately 13~ per 1000 gallons. We are presently purchasing water from the City of Petersburg at the rate of l5t~ per 1000 gallons in order to supply this demand. In view of this fact and the increase in cost of production resulting from higher costs of labor and chemicals we feel that the rates set forth in the original agreement should be adjusted upward.
