95SR0107 & 95SR0126 - - MOBILE HOME REPORT The Board of Supervisors of the County of Chesterfield, on Wednesday August 24. 1994, beginning at 7:00 p.m. in the Public Meeting Room at Chesterfield County Administration Building, Chesterfield, Virginia, will take under consideration the granting of Mobile Home Permits on the parcels of land described herein. It shall be the policy of the Board of Supervisors that approval of a mobile home permit to park a mobile home on a parcel of land shall be subject to compliance with the following Standard Conditions: CONDITIONS 1. The applicant shall be the owner and occupant of the mobile home. 2. No lot or parcel may be rented or leased for use as a mobile home site, nor shall any mobile home be used for rental property. Only one (1) mobile home shall be permitted to be parked on an individual lot or parcel. 3. The minimum lot size, yard setbacks, required front yard, and other zoning requirements of the applicable zoning district shall be complied with, except that no mobile home shall be located closer than 20 feet to any existing residence. 4. No additional permanent-type living space may be added onto a mobile home. All mobile homes shall be skirted but shall not be placed on a permanent foundation. 5. Where public (County) water and/or sewer are available, they shall be used. 6. Upon being granted a Mobile Home Permit, the applicant shall then obtain the necessary permits from the Office of the Building Official. This shall be done prior to the installation or relocation of the mobile home. 7. Any violation of the above conditions shall be grounds for revocation of the Mobile Home Permit. - - 958R0107*: In Dale Magisterial District, CHARLES E. AND JUDy G. AlSPAUGH request renewal of Mobile Home Permit 87SR0111 to park a mobile home in a Residential (R-7) District. The density of this proposal is approximately 0.96 units per acre. The Comprehensive Plan designates the property for residential use of 1.51 to 4.00 units/acre. This property fronts the west line of South Beulah Road at Bellbluff Drive and is better known as 6680 South Beulah Road. Tax Map 67-1 (1) Parcel 33 (Sheet 23). The first permit was issued on January 24, 1979. The mobile home is located on property belonging to the applicants. The Health Department reports no environmental health hazard in existence. They recommend that the trailer be connected to public water if it is occupied. Staff notes the mobile home is not occupied and the yard is in need of maintenance. Staff fmds there is one (1) mobile home located within one-quarter (1/4) mile of this property. This request, which is for seven (7) years, appears to be out of character with the neighborhood at the present time. The mobile home is located in an area designated by the Central Area Land Use and Transportation Plan for medium density residential use. Adjacent property is zoned Residential (R - 7). Development in this area has started and gives the neighborhood a stable residential character. Idle Bluff Manor Subdivision is located to the east, Meadowdale Subdivision is to the northwest, and Oakview Subdivision is to the southwest of this parcel. Because of the present development in this area, staff believes that the Board should advise the applicant to look upon this request as a temporary dwelling and, if approved, it mayor may not necessarily be renewed. If this were a new request, staff would recommend denial because it is unoccupied and out of character with the area. However, because this mobile home has been on-site for approximately fifteen (15) years, STAFF RECOMMENDS APPROVAL OF THIS REQUEST FOR SEVEN (7) YEARS, subject to Conditions 1 through 7, as noted herein. The mobile home is located in an area designated by the Central Area Land Use and Transportation Plan for residential use. Adjacent property is zoned Agricultural (A) and Residential (R-7). Development in this area gives the neighborhood a stable residential character. Bellwood, a U. S. Government Depot is located to the north and west of subject property. Staff finds there are five (5) mobile homes located within one-quarter (1/4) mile of this property. The Health Department reports no environmental health hazard in existence. The property is served by public water and a septic system. The mobile home is located on property belonging to the applicant. The first permit was issued on September 4, 1963. 95SR0126: In Bermuda Magisterial District, HELEN WILLIAMS requests renewal of Mobile Home Permit 87SR127 to park a mobile home in a Residential (R-7) District. The density of this proposal is approximately 1.85 units per acre. The Comprehensive Plan designates the property for residential use of 1.51 to 4.00 units/acre. This property fronts the south line of Alcott Road at Senate Street, and is better known as 3025 Alcott Road. Tax Map 67-11 (2) Rayon Park, Block 6, Lots 13 through 20 (Sheet 23).
