Item II: Report on Sewer Projects Requested by the Board
Attached are the cost estimates for the sewer projects as
requested by the individual Board Members. These estimates, in
most cases, were prepared without benefit of construction plans or
soil information. The total estimated cost for all the projects is
approximately $5.7 million. .
'Some of the projects are dependent on development of
adjacent proposed subdivisions to bring sewer lines within a reason-
able distance to the proJect and the cost of these extensions are
not included in the cost estimate except for Clifton Farms and
Wood-Dale.
Based on the current available funds, we feel that between
1 and 1.2 mill~on dollars could be allocated tp these project~.
After the Board has selected the projects, we will rework
these estimates to make the estimates as accurate as possible.

Recommended procedure for the distribution of the proceeds
from the Sewer Revenue Fund.
At the present time, there is no standard procedure for the
distribution of the revenue received from sewer service charges.
This makes it very difficult to determine the exact status of the
Revenue Fund, the Operating Fund and the Debt Fund. Although the
Sewer Bond Issues are General Obligation Bonds, we recommend that
a procedure similar to the one used for our Water Revenue Bonds
be followed. We feel that this would give the Treasurer definite
guidance and procedure to follow in the collection and distribution
of the Revenue Fund,
It is recommended that the following procedures be established
in the sewer funds:
1. Establish a Sewer Debt Reserve in the amount of one year
debt service, including interest and principal, which
amounffito $2,172,075 for 1979-80 Budget.
2. As of the first day of each month, but not later than the
tenth day, transfer into the Sewer Operating Fund, such
sum, if any, as may be needed to increase the amount
in the fund so that it equals the sum of the amount of
the operating expenses for the current month and for the
next succeeding two months as prov~ded for in the
annual budget for the fiscal year. (1979-80 amount -
$477,549.99)
3. Transfer into the Debt Fund, the amount, if any required,
to increase the amount in said fund so that it equals
the County's liability of unpaid interest on the out-
standing bonds which has or will become due and payable
on the due date, plus the amount of all unpaid principal
of outstanding bonds which has or will become due and
payable on the due dates.
4. Transfer into the Improvement, Replacement and Extension
Fund, moneys, if any, remaining in the Revenue Fund.
5. Transfer the amount in the Sewer Bond Fund, shown as
reserve for interest payable, to Debt Fund.

Mr. Bookman advised that the estimate for providing sewer service

There are 26 homes in lrvindale and 7 homes on parcels along
Elkhardt Road-that could be served by a sewer extension from Stonemill
at an estimated cost of $117,000 or $3,545.45 per connection.
This brings the total of the Clover Hill projects to $4,607,400.00,
and the total for all projects to $5,836,950.00.

a private pump and force main to provide sewer service to existing
house at 21000 James Street.
According to the Health Department, Mr. Whirley has a privy
and there is no suitable soil for septic tank drainfields. The
existing public sewer line at the intersection of Chesterfield
Avenue and James Street is not deep enough to extend a gravity sewer
line to Mr. Whirley's house.
We recommend approval of Mr. Whirley's request provided the
pump be abandoned when gravity sewer is available.

Request approval of Change Orders 2 and 3 on Project
6511-22, Garland Heights as follows:
Change Order No.2 - $355.00 for furnishing and installing
a 12" x 6" cast iron tee required by a plan change TAlhich reduced
the overall cost and to install 8' of 24" culvert pipe to extend the
culvert to prevent washing out of the sewer line.
Change Order No.3 - $626.76 for pavement to replace paved
ditches where nine (9) sewer service laterals were installed.
No additional appropriation required.

AN ORDINANCE to vacate a thirty (30) foot right
of way in Cedar Heights Subdivision, Dale .
Magisterial District, Chesterfield County? VIr-
ginia, which portion is thirty (30) feet In
width and nine hundred and fifty three (953)
feet in length, as shown on a plat thereof duly
recorded in the Clerk's Office of the Circuit
Court of Chesterfield County in Plat Book 4 at
page 204.
WHEREAS, James T. Stansbury has petitioned the Board of Super-
visors of Chesterfield County, Virginia to vacate a thirty (30) foot
right of way in Cedar Heights, Dale Magisterial District, Chesterfield
County, Virginia more particularly shown on a plat of record in the
Clerk's Office of the Circuit Court of said County in Plat Book 4,
at page 204, made by W. W. LaPrade and Brothers, Civil Engineers and
Surveyors, dated June 12, 1930. The right of way petitioned to be
vacated is more fully described as follows:
A right of way thirty (30) feet in width begin-
ning on the east line of Hopkins Road (formerly
Beulah Road), and running in an easterly direc-
tion for a distance of nine hundred and fifty
three (953) feet, to the west line of Brookshire
Drive (formerly Winfree Avenue), the location
of which is more fully shown shaded in red on a
plat made by W. W. LaPrade and Brothers, Civil
Engineers and Surveyors, dated June 12, 1930, a
copy of which is attached hereto and made a part
of this ordinance.
WHEREAS, notice has been given pursuant to Section 15.1-431 of
the Code of Virginia, 1950, as amended, by advertising; and,
WHEREAS, no public necessity exists for the continuance of the
right of way sought to be vacated.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF
CHESTERFIELD COUNTY, VIRGINIA:
That pursuant to Section 15.1-482(b) of the Code of Virginia,
1950, as amended, the aforesaid right of way be and is hereby vacated

and no longer necessary for public use. This Ordinance shall be in
full force and effect in accordance with Section 15.1-482(b) of the
Code of Virginia, 1950, as amended, and a certified copy of this
Ordinance, together with the plat attached hereto shall be recorded
no sooner than thirty days hereafter in the Clerk's Office of the
Circuit Court of Chesterfield, Virginia pursuant to Section 15.1-485
of the Code of Virginia, 1950, as amended.
The effect of this Ordinance pursuant to Section 15.1-483 is
to destroy the force and effect of the recording of the portion of
the plat vacated. This Ordinance shall vest fee simple title of
the aforementioned right of way in the property owners of the abutting
lots free and clear of any rights of public use.
Accordingly, this Ordinance shall be indexed in the names of
the County of Chesterfield as grantor and James T. Stansbury and
Linda G. Stansbury, (husband and wife) William L. Richardson and
Linda Richardson, (husband and wife) and John E. Belcher III and
Juanita Ruth Belcher, (husband and wife), and Young Suk Kim and
Young Jo Kim, (husband and wife) and Chesterfield County School Board
or their successors in title, as grantees

SUBJECT: Vacation of a 101 strip along Sandy Ford Road,
Matoaca District.
We have received a request from certain owners along
Sandy Ford Road to vacate a 10' strip dedicated to the
County prior to their purchase of the property. In return
they will dedicate a 15' water easement to the County with
temporary construction easement, ingress and egress from
Sandy Ford Road and the right to install service laterals
to properties on the opposite side of the road.
We are requesting a Resolution authorizing E. Merlin
O'Neill, Sr. and Nicholas M. Meiszer to execute the neces-
sary Quit-Claim Deeds.

Consideration of request from Mr. W. S~ Carnes concerning
Water Contract S79-98CD/6(7)9982, Irongate Subdivision.
The County proposes to install a l6-inch water line through
Irongate Subdivision from U.S. Route 10 (Point A) to the west
boundary of Irongate Subdivision (Point B) which will consist of
approximately 5,150' of l6-inch water main. The County ~econ~ends
that we reimburse the developer the difference between an 8-inch
water line and the proposed l6-inch water line, which amounts to
approximately $61,800 and the difference between the 620' of l2-inch
water line proposed to extend to Beulah Road and an 8-inch water lint
which amoun~ to approximately $3,100.00. The total estimated re-
imbursement is $64,900. The reimbursement would be made as follows:
$13,500 - through connections based on 90 lots at $150 each
$51,400 - cash reimbursement
The additional 1200 feet of l6-inch water line from Irongate
(Point B) to the existing l6-inch water line in Orchard Hills (point
C) will be constructed at Couhty cost.

SUMMARY OF INFORMATION: - There are considerable number of off-system roads
which the Board has identified for improvement to State standards and
acceptance into the State road system, as the attached list indicates.
The County is responsible for right of way, easements, utility relocation,
and one half of the construction costs for Rural Addition projects.
In the past, the County's costs have been paid from the 39 Road Fund.
Rural Addition Funds may also be transferred to the Secondary Road
Construction funds for use on a particular project by Board resolution,
as was done last year for improvements to the Turner RoadjElkhardt Road
intersection.
RECOMMENDATION:
Staff recommends the adoption of the attached resolution specifying
five Rural Addition projects for this fiscal year. These projects
have received considerable interest from individual Board members.
If additional funds are available, Staff will return to the Board
with additional projects.

BE IT RESOLVED That the Board of Supervisors of Chesterfield
County hereby requests the Virginia Department of Highways
and Transportation to take into the state system as Rural
Addition projects the following roads by priority as listed:
1. Satinwood Road
2. Access off of Point of Rocks Road
3. Oak Lawn Road
4. Lake Dale Road
5. Oakdale Avenue
AND FURTHER, BE IT RESOLVED That the Board of Supervisors of
Chesterfield County does guarantee an unrestricted 50' right-
of-way, necessary easements, the cost of utility relocations
necessitated by these projects, and one half of construction
costs.

Save Harmless Agreement--
Shady Creek Subdivision, Dale District

Please note the attached since this matter may be resolved
without Board action.
SUMMARY OF INFORMATION: -
As requested by Mr. Apperson, we are placing on the
Board Agenda a Save Harmless Agreement for Shady Creek
subdivision for work performed on Seaboard Coastline
Railroad property. This office strongly recommends
against the County entering into a Save Harmless Agree-
ment in this area because physical improvements were
made on the property in violation of the approved plan.
The approved plans called for the new pipe on Castlewood
to tie into an existing watercourse. When the pipe was
in the process of being installed in Castlewood Road,
they encountered some problems and an on-the-site decision
was made by the developer's consulting engineering firm
to lower the pipe five to six feet. In order to get the
pipe to drain at this elevation, they were forced to dig
an outfall ditch on the railroad property, therefore
man-made improvements were done necessitating an off-site
easement. It has always been the consistently applied
policy of this department that when man-made improvements
were anticipated or physically constructed that an easement
would be required.

Granting a save harmless agreement in this instance
would directly violate the following preconditions to
granting a save harmless:
1. No man-made improvements.
2. Any potential liability to the County
would be minimal.
3. The need for the drainage improvement is
generated by a community-wide problem
rather than solely for the benefit of a
private developer. For that reason alone,
it is unlikely that the County has the
legal authority to condemn for the ease-
ment.
In this particular case, the improvements are man-made
on private property and it is almost certain that the
County would have to attempt to acquire the easement.
In addition, the County Attorney has apparently worked out
a compromise that is acceptable to the County, the devel-
oper and the Railroad. Prior to taking any further action,
the Board should await the outcome of the compromise
agreement.

Re: Drainage Easement for Shady Creek Subdivision
Dear Bill:
'Thi.s letter will surmnarize the proposal that we discussed
last week in our conversation concerning the attempts of the
County, Realty Industries and Seaboard to resolve the convey-
ance of a 275 foot drainage easement to the County. Rather
than enter into an agreement that provides for a large
number of future contingencies and defers the question of
the true value of the easement, it was felt that it would be
to the best interests of all parties to resolve that question
at the time of the conveyance of a drainage easement to the
County.
All three parties agree to resolve the impasse ln the
following manner:
1. Seaboard Coast Line will pick an appraiser from a
list of four independent appraisers chosen by the County
Assessor. 'The fee appraiser will perform an appraisal to
determine the current fair market value of the easement.
Jim Falconer, the County Assessor, has chosen the following
list of appraisers:

Jim has assured me that all of the appiaisers are familiar
with the value of industrial property in the area and methods
of appraising rights of way and easements. As soon as the

appraiser is chosen by Seaboard, the County will hire the
appraiser and any of the parties may offer to the appraiser
whatever evidence it considers relevant in determining fair
market value.
2. All the parties agree to abide by the determination
of fair market value by the appraiser and Realty agrees to
pay the cost of the appraisal to the appraiser and the value
of the easement to Seaboard. Seaboard will then convey a
standard drainage easement to the County.
3. Since there is some advantage to having the roads
taken into the state system prior to the winter season, all
parties agree to expedite completion of the appraisal and
conveyance of the easement.
At your earliest convenience, please notify me of Sea-
board's choice of appraisers and the County will arrange a
written appraisal. Additionally, please send me a signed
copy of this letter evidencing Seaboard's agreement to abide
by its terms.

SUMMARY OF INFORMATION: -
1. Attached is a resolution from the School Board requesting the
appropriation of $61,346 revenue and expense for a Special Education
In-Service grant.
*2. A change order for $16,067 has been approved by the County
Administrator for the Administration Building. A transfer should be
made from the contingency account since additional Revenue Sharing
funds cannot be used for construction purposes. (Copy attached.)
3. The Recreation Department received $7,208 in June as fees for various
courses in the summer program. The instructors were paid after the
completion of the programs. These funds should be reappropriated to
the 1979-80 budget since the expense was actually incurred in a
different fiscal year.
4. The Fire Department did not spend or encumber the $15,000 appropriated
on April 20, 1979 for a volunteer firefighter recruitment program
before June 30, 1979. The Fire Chief has requested that these funds
be reappropriated to the 1979-80 budget.

We have had nearly 40 applicants for this position and the
screening committee selected five finalists and of that
number, the best qualified applicant has experience and
education which clearly justifies hiring above the entrance
level. If you would like more information, I would welcome
the opportunity to discuss the applicant in Executive Session
and go over his work experience and other qualifications. The

SUMMARY Of INFORMATION: -
The Parks and Recreation Department has for the last two (2) summers
received monies to fund a Youth Conservation Corp grant. The grant would
allow the department to hire 14 enrollees which includes 2 youth leaders.
The camp would operate for 7 weeks ~ June 23, 1980 to August 8, 1980. The
project staff funded under the grant would include a work project coordinator,
environmental awareness coordinator, 3 crew leaders. Projects would include
trail construction and stairway construction at Point of Rocks, bridge
construction at Point of Rocks, 2 observation towers at Point of Rocks and
landscaping of park entrances at Matoaca, Ettrick and Ecoff Parks. The total
grant is for $21,600 of which $17,146 is federal and $4,454 is local. The
local will come from $2000 cash money and $2,454 in kind match.

Planned Units of Production: 1 mile
Description of Project: Hiking trail construction through a mature forest
and over fairly level terrain.
E.A.: Soils studies as necessary to detennine potential erosion, compaction
problems which lead to trail depreciation (also management practices).
Trail will run through a nature timber stand which can lead to forest
ecology studies. Study of trail construction including types of trails,
location of trails, use and misuse by park visitors, maintenance of
trails.

Planned Units of Production: Approximately 150 feet
Description of Project: Approximately 150 feet of steps down a steep slope
to be constructed of railroad ties and stone. Also
proposed is the construction of a handrail on both
sides of steps.

Description of Project: A bridge over a creek intended for foot traffic.
Design similar to marsh boardwalk supported by
telephone pole uprights and 2" X 6" stringers.
Handrails on both sides of bridge.
E.A.: Stream ecology. Reasons for building selected design. Impact of
bridge construction on stream eco-system.
Major Project: Observation Towers (2) .
Planned Units of Production: 2 observation towers approximately 8 feet high
with a 20' X 20' deck.
Description of Projects: Elevated towers at two points along nature trail and
looated near river bank to be used for marsh wildlife
observation.
E.A.: Marsh ecology: comparison of marsh and Appomattox River environments,
importance of preserving and improving marsh habitat. Influences on
marsh aquisition from Continental Can Co. Marsh wildlife, energy webs.
Major Project: Archaeological Investigation
Planned Units of Investigation: 2-3 days of "digging" .
Description of Project: Tentatively' planned to work under an archaeologlcal
field supervisor investigating earthworks at Point of
Rocks Park.
E.A.: Discussion of history of earthworks. Visitor impact on historic sites.
Discussion of past and present cultural demands and effects on environ-
ment.
Major Project: Landscaping of Park Entrances
Planned Units of Production: Entrances of Matoaca, Ettrick, Ecoff Parks as
designed by Superintendent of Parks.
Description of Project: After park signs are erected, enrol less will plant trees,
shrubs, flowers, and grass. Throughout summer enrollees
will be responsible for care of plants.
E.A.: During preparation of soils for planting, conduct a soils analysis includ-
ing Ph, compaction, moisture, etc. Presentation by nursery on planting
and care of new plants to aid survival. Discussion of types ,of plants
chosen for landscaping, why they wer~ selected.
13. Enrollee Day: $3.00 /hour x 6 hours/day = $18/day
14. Description of Health and Safety'Plan
A health and safety plan that is not carried out by staff and enrollees is wOl~th-
1 ess. Therefore the importance of constant "safety" supervisi on including
proper clothing, use of safety equipment provided, and. theiden1Jtficatio[l of
the potential accident situation will be stressed to the staff during their orien-
ta t i on .
For the enrollees, the h & s plan will get underway with a first aid presentation
by a local emergency medical technician on the first or second day of the project.
In order to emphasize safe and correct tool use, the enrollees will be responsible
for keeping the tools in good condition. Before any tool, not previously utilized
by the YCCers is used a staff member or possibly a knowledgable enrollee (Youth
Leader?) will demonstrate its use.
All YCCers will work.together to identify potentially hazardous situations before
beginning a new work project.

The most important point in the health and safety plan is the fact that
it takes time to implement and that it is just as important as a good
work/learning program.
15. Description of Enrollee Recruiting and Selection
Selection of enrollees from the Chesterfield County applicants will be per-
formed by the Virginia Commission of Outdoor Recreation.
During the winter of 1980, when many school classroom nature programs are
requested, the County naturalist will incorporate YCC recruiting into appro-
priate presentations.

16. Staff Recruiting and Selection System
During January 1980, all upcoming summer positions with the Parks and
Recreation Department including the YCC positions are listed. These notices
are sent to all local public schools 'and college and U.Qiversities statewide.
To insure minority notification, the Department will personally contact local
colleges with a large minority population such as Virginia Union University
and Virginia State College. Also an advertisement will be placed in the NAACP
newsletter.
17. Chesterfield County agrees to conduct any and all testing that is deemed
necessary and essential for YCC enrollees by the funding agency.
18. Chesterfield County agrees to comply with the regulations, policies, guidelines,
and requirements including OMB Circulars A-87, A-95 and A-102 as they relate .
to the application, acceptance and use of federal funds for this federally
funded project.
19. Chesterfield County agrees to comply with Title VI of the Civil Rights Act
of 1964 (P.L. 88~352)and in accordance with Title VI of the Civil Rights Act
of 1964 (42-USC 2000d).

PART IV
ASSURANCES
The Applicant hereby assures and certifies that he \~ill comply with the
regulations, policies, guidelines, and requirements including OMB Circular
No. A-95, A-102 & FNC 74-4 as they relate to the application, acceptance
and use of Federal funds for this Federally assisted project. Also the
Applicant assures and certifies with reppect to the grant that:
1. It. possesses legal authority to apply for the grant; that a resolution,
motion or similar action has been duly adopted or passed as an official
act of the applicant's governing body, authorizing the filing of the
application, including all understandings and assurances contained therein,
and directing and authorizing the person identified as the official
representative of the applicant to act in connection with the application
and to provide such additional information as may be required.
2. It will comply with Title VI of the Civil Rights Act of 1964 (PL 88-352)
and in accordance with Title VI of that Act~ no person in the United
States shall, on the ground of race~ color, or national origin, be
excluded from participation in, be denied the benefits of, or be otherwise
subjec~ed to discrimination under any program or activity for which the
applicant receives Federal financial assistance and will immediately
take any measures necessary to effectuate this agree~~nt.

3. It will comply with Title VI of the Civil Rights Act of 1964 (42 USC
2000d) prohibitiqg employment discrimination where (1) the primary purpose
of a grant is to provide employment or (2) discriminatory employment

not listed on the Environmental Protection Agency's (EPA) list of
Violating Facilities and that it will notify the Federal grantor agency
of the receipt of any communication from the Director of the EPA Office
of Federal Activities indicating that a facility to be used in the
project is under consideration for listing by the EPA.
11. It will comply with the flood insurance purchase requirements of Section
102(a) of the Flood Disaster Protection Act of 1973, Public Law 93-234,
87 Stat. 975, approved December 31, 1976. Section 102(a) requires, on
and after Harch 2, 1975, the purchase of flood insurance in communities
where such insurance is available as a condition for the receipt of any
Federal financial assistance for construction or acquisition purposes
for use in any area that has been identified by the Secretary of the
Department of Housing ,and Urban De\: ~lopment as an area having special

necessary, to identify properties listed in or eligible for inclusion
in the National Register of Historic Places that are subject to adverse
effects (see 36 CFR Part 800.8) by the activity, and notifying the Federal
grantor agency of the existence of any such properties, and by (b)
complying with all requirements established by the Federal grantor agency
to avoid or mitigate adverse effects upon such properties.

111is project has as its goal the cOIwersion of the library's C(!vI catalog data base from
its current non-standard fonnat to standardized MARC fOTInat. This \rill be done through
the services of Auto-graphics, Inc.
Auto-graphics will search the Chesterfield County Library data base against the n\RC
data base uslng a search key. Each record found in the HARC data base will be extract-
ed and will be listed in a print out. Each original libTary TecoI'd will also be listed
in a print out, so that the library can compare the two records for making changes to
the ~V\RC record. Corrections will be made to the rvtARC extracts and the print out !,vi] 1.
be returned to Auto-graphics for keying.
The remaining records v,rill be reached on a SOLINET teminal and'-hits will be extracted
from the SOLINET data bnsc. 111e tape of hits will be sellt to Auto-graphics so that the
SOLlt\'ET records can replace the original CCPL records for those items.
The tags for the records not found in SOLlNET will be dlanged by hand on the pI'int out
and returned to Auto-graphics for keying. Auto-graphics will then produce the upgracied
Chesterfield Count),. C{};l catalog.
1he data base conversion project will serve to upgrade the Chesterfield COlmty Library
COl.! catalog to iv~'\.RC fonnat. .As the library's data base is now formualtec1, it is not COTTl-
patible with machine-readable data bases found in other libraries in the state. Tn order
to enter into cooperative ventuTes \vith other libraries, including entering the library's
holdings in the Union catalog flIDded by the State Library, the data base must be upgraded
to H\RC fonnat.
Since the goal of the library is to provide the most comprehensive service to the largest
mnrtber of citizens, the accomplishment of this proj ect will enable the libr:uy to rea li:e
its goal through cooperative ventures whidl will serve to extend the resources of the li-
brary.

Chesterfield County Mental Health/Mental Retardation Services Board is interested
in pursuing the development of two additional group homes for mentally retarded adults.
The method under consideration is through Virginia Housing Development Authority
construction funds and Mental Health/Mental Retardation Services Board operational
funds.
The Mental Health/Mental Retardation Services Board has been encouraged by
Virginia Housing Development Authority and Department of Mental Health and Mental
Retardation to pursue the development of these two homes. The houses would be built
with 100% Virginia Housing Development Authority money with program operations cost
funded through the Mental Health/Mental Retardation Services Board in the same manner
as other programs.

Virginia Housing Development Authority Residential programs
In the summer of 1975, Virginia initiated a pilot project for developing
community living arrangements for adults who were mentally retarded. This was
a result of the realization that the state and local governments were going to
have trouble affording the number of group homes that the need was dictating.
With this awareness, the State Department of Mental Health and Mental
Retardation contacted Virginia Housing Development Authority about their interest
in the federally sponsored mortgage money for construction or rennovation. After
further exploration, rennovations proved non-feasible because of restrictive
building codes. But Virginia Housing Development Authority had mortgage money
available and was willing to work with the State Department of Mental Health and
Mental Retardation to develop a program to provide housing for mentally retarded
adults. Very simply, the plan that was worked out provided 100% mortgage loans
through Virginia Housing Development Authority to eligible non-profit sponsors
and Department of Mental Health/Mental Retardation would assist locales with
program operation funds.
The mortgage would be paid with the rent subsidies paid to the residents
of the house. The cost of the house (i.e. the mortgage) must be tailored to
equal the total money available through the rent subsidies. The amount of the
rent subsidies is determined through HUD by locality, unit type and unit size.
So, in underwriting the financial feasibility of these projects, it is necessary
for Virginia Housing Development Authority to balance the income generated from
the units with expenses of operation and debit service necessary to amortize the
total development cost. Once this is done, the real estate component becomes
self-supporting and the non-profit sponsor is not required to expend any funds for
its operation.

Chesterfield Mental Health/Mental Retardation Services Board
Group Home Project
Chesterfield Mental Health/Mental Retardation Services Board submitted a
proposal to Virginia Housing Development Authority to be considered as a
sponsor on November 15, 1976. In December of 1976, the Board became an approved
applicant. No further action was taken on our application until March of 1978,
due to unavailability of Section 8 funds for the approved applicants. At that
time, the State Department of Mental Health and Mental Retardation informed us
that the set aside would be available within the next several months and to re-
activate over planning in this area, which was done.
Since the time of initial application over two years ago, Mental Retardation
Services have grown and the philosophy of service delivery has become more solid.
The clients needs should dictate the program design and in keeping with sound
program practices, a handicapped person should receive services in the most
intergrated, non-segregated fashion. With this as the basis for our program
development, we are proposing the construction of two four-five person houses.
This type of house allows us to establish community living programs in a
neighborhood, that are congruent with the existing character of that neighborhood.
By building "normal" residences, the goal of providing the best quality program
in the most intergrated fashion would be accomplished.
The Boards proposal to Virginia Housing Development Authority for these two
small group homes are accepted.
The Mental Health/Mental Retardation Services Board must now seek appropriate
approval to further pursue the development of these projects.

The 1979-80 budget allocates $40,000 to the four rescue squads in the County.
The budget did not specify the method of allocation. The Fire Chief has met with
the representatives of the rescue squads and this group recommended that the funds
be distributed $10,000 to each squad. Half of the funds have already been distributed.
One of the Board members has asked that the distribution method be reconsidered
by the Board of Supervisors. The following are alternatives that might be considered:
1. Allocate $10,000 to each of the four rescue squads.
2. Allocate the $40,000 to the four rescue squads based on the number of
responses by each squad.
3. Allocate $10,000 to each rescue squad as matching funds for donations
the squads can produce.

BACKGROUND
The original jail facility was constructed for the prime function
of maximum security. Later additions and modifications addressed
the same functions and operations.
As new programs developed to deal with the rehabilitation of
convicted offender's, the physical jail building has been unable
to adapt to these new needs and varied functions. Space normally
reserved for maximum security began to house minimum security
offenders, reduci:1g the net housing capacity. With the inter-
jection of this new form of security, new and old procedures
had to be compromised, while maintaining the essential operations
of a joint maximum/minimum security facility, increased usage of
the work release program has necessitated the addition of a
separate minimum security, work release facility.

SPACE NEEDS
Minimum security risk inmates and work release is projected at
15 minimum. with a maximum of 40. Based on Virginia State
Department of Corrections Design Criteria and input from the
Sheriff's Department, and the County Administration, it was
felt several small dormatories rather than one large area would
afford the best control of inmates, with a minimum operating
staff. Support facilities such as dining, activity area,
and security control could then be centralized.

DESIGN CONCEPT
SITE & BUILDING FORH
The site selected for the new minimum security work release facility
is immediately adjacent to the rear of the existing jail, in the
area presently occupied by the inmate exercise area. The site is
cle2r of vegetation, with a flat topography, affording minimum
site work excavation. All necessary util~ties are available,
most within a short range. The site is enclosed by an existing
security fence with a controlled access gate.
The design acknowledges the different functions of the minimum
security facility, while retaining a necessary close proximity
to shared functions within the existing jail, i.e., food services,
(this is addressed later), health facilities, library, operational
staff, etc. Primarily, however, the physical arrangement has
been planned to accomodate the unique intErrelationship functions
of the new facility, the existing jail and the schedule of
its participants in an orderly and efficient manner, and to produce
an environment conducive to maximum benefits both to the staff
and inmates.
A particular problem of a new building adjacent to the existing
jail was to refrain from an "add on" appearance, yet relate in
scale with the mass of the jail. To accomplish this, the new
facility was set at an angle to the jail, with a single story
connecting corridor. This provided a visual and functional

unity, while simultaneously creating an inmate exercise area,
screened from public view.
The brick used for the exterior will be selected to be compatable
~"ith the existing jail and nearby administrative buildings.
Security screens are the full size of the windows which they
cover providing a pleasing visual appearance, ending the
threat of contraband entry, and providing a means for fresh air
through the ~.,indows beyond.

CIRCULATION
General access to the new facility is gained thru the existing
remotely controlled gate. Upon entering the security fenced
lot, approach and entry is monitored from the control room
which has sole electronic operation of all doors.
The existing road servicing the kitchen and trash receptacle
will be relocated due to the placement of the new facility.
This will be addressed under a separate section.
Handicapped access has been considered. Finished floor grade
will be such as to allow dirpct access without ramps. All doors
and corridors will accomodate the handicapped.

BlITLDING DESCRIPTION
The Minimum Security Work-Release Facility is composed of
two distinct functions. The first floor contains an entrance
lobby, serving both an outside door and the corridor from
the existing jail. A waiting area, search and detention room,
envelope the control room; all can be viewed from the control
room. Food trayed from the existing kitchen is served in
the room immediately to the rear. This room also serves as
a multipurpose activity room. One dormitory is located on
this floor with accommodations for the handicapped. The
remaining areas are support areas for the major spaces:
janitor closet, electrical room, storage, stairwells and corridors.
The second floor has two separate dormitories. All three dorms
have interior toilet and shower facilities, with the dormitory
capacity based on a minimum of 75 square feet per person. An
exterior deck is provided on this floor allowing for staff
observation of the exercise area.

CONSTRUCTION
The Minimum Security Work-Release Facility structure will
consist of masonry bearing walls and concealed beams and
joists. Open web steel joists will support the roof and
second floor. All floors will be steel trowel finish cast
in place concrete. The steel joist will be sloped to
provide positive roof drainage and covered with steel decking.
Rigid insulation on the steel deck will vary in depth to
supplement the roof drainage system and provide thermal
insulation. Gravel surfaced built up roofing will be applied
to the insulation to provide moisture protection.
Foundations will be reinforced concrete spread footings.
The first floor is mesh reinforced concrete slab on grade.
The typical exterior wall will consist of 4 inch nominal
thickness face brick on the exterior, a one inch air space,
one inch rigid insulation boards attached to 6 inch
nominal thickness lightweight aggregate hollow load bearing
concrete block.
Interior bearing walls will be constructed of 8" lightweight
concrete block. Interior non-bearing partitions will be 6
inch nominal lightweight concrete block.

All ceilings will be suspended drywall. With an approximate
finished height of 8 feet, 9 inches. All piping, conduits,
and ducts will be concealed.
All interior finishes will be painted concrete block, painted
ceilings and exposed concrete floors, finished with a sealer.

KITCHEN STORAGE
Storage for the existing kitchen is not only limited but split.
Food stuffs are stored in a room designated as an inmate
activity room or the second floor above the existing kitchen.
This food must be carried thru unsecure corridors, out of
doors to the kitchen.
A new 15' x 32' food storage room is planned adjacent to the
kitchen. This will aleviate the existing problem, plus
address the question of storage for the increased food prep-
aration requirenents when the work-release facility comes
on line. This addition will be of similar appearance and
construction of the surrounding conditions.
As the existing delivery service route to the kitchen would
be disrupted by the placement of the work-release facility,
a new gate is planned adjacc:nt to the kitchen, serving only
the kitchen and waste removal.

o%'ation and juvenile delinquency.
ARTICLE III
MEMBERSHIP
A. Mfl. Stamie E. LyttZe~ as the founde%' of the ABsociation~ shall be a
life-time honopa~y Board Membe%'.
B. Pa%'ents or guardians of child%'en participating in pflog%'am8~ and pe%'sons
over twenty-one (21) years of age~ of good characte%' and l'esiding in
the community~ will be eligible for membership in the co%'poration.
Coache8~ 8ponsors~ manaqers and past members need not fleside in the
immediate community except when 8upeflseded by existing league %'ules.
Each member is to suppo%'t the association and abide by its by-laws.

Coaches~ CheerZea.ding Sponsors and their families shall be granted

PRESIDENT: The President shall be Chairman of the Board of Directors
and shall proside at all meetings of the Association and of the Board
of Directors. The Presiient shall preserve ordor and shall decide on
all points of order that may arise subject to an appeal, a majority of
all members voting shall be required to reverse his decision. He shalZ
have the general po~er$ and duties of supervision usually vested in
the President of a Corpopation. He shall sign all contracts and other
documents authorized by the Za~s of the State of Virginia. He shatl
serve as the Corporation's registered agent. He shall make an annuaZ
report to the AS80ctation and the Board of Directors.
FIRST VICE-PRESIDZNT: The .first ~'ice-pl"esident shall preside at any
meeting of the Association or Board of Directors in the absence of
the President. He shall assist the President in his duties if the
need arises. He shall bc responsible for the ac~ivitie8 of all
committees appoi11ted by the Board and nake reports of same to the
Board at theip monthly meetings. He s7'tall sepvc as Parliamentarian.

SECOND VICE-PRESIDENT: The 3econd Vice-president shall preside at .

President- and the first Vice-President. The second Vice-President

all committ;es appointed by the Board, and make repopts of same to
the Boapd at their monthly meetings.
SECRETARY: The secpetary shall keep an accurate and legible record
of al I mee tings and proceedings and of sucT't corzeespondence as may be
authorized by the Association or the Board of Directops and shalt
send out ~ritten notices of all meetings at l,east .five (6) days pri.op
to such meetings. He shall keep an accurate up-to-date fite of
membepship; parents a~d childrcna names, addresses, phone numbep8,
and the child's date of birth. He ahall be custodian of all pape~8
documents incident to the p~cper and effective management of the
AS80ciation and shall turn seme over in complete form to his SuoceBSO~.

Terms of Offioe: Offioers shall be elected at laet quarterly member-
ship meeting of the fiscal year and take offiae as of that date. No
offiaer shalt sucaeed himself for more than t~o (2) conseautive terms.
The four (4) members at large on the Board shall be elected for
staggered terms of t~o (2) years, i e, this first year, t~o members
'",ill be eleated for tMO (2) years and tOll' (2) members for one (1) year.
Committees: Committees 1l,ill be appointed by the Boar-d and numbers and
aommittees ~ill be determined by the need, other- than standing
aommittees. The Board shall deaide on poliaies and prooedure's"]
affeating the gene pal management of the /1ssoaiation. Commi ttees shat l
be aomposed of a variety of the membership inaluding ne~ members.
Athletia Direator: The athletia director is to be appointed by the
Board. He shalt be kno~ledqeable of all spopts and phases thereof.
His dutie s 1JJi II be to oOQrd~nate al l. sports and aat as an intermediary
bet~een the coaches and the Board (aontacting aoaches 'Prior to eaah
monthly Board meeting). He shall be authorized to purahase miscel.l-
aneous supplies and equipment as neaessary, the amount to be set by
each Board.

Any coach~ manager, or sponsor ~ho is not performing his duties or
maintaining proper deaorum, aan and Mill be replaced by a majo~ity
vote of the Board.
1. He will be suspended or put on probation, but shall have a right
of appeal to the Board.

tors willing to serve Chesterfield County as mem-
bers of the Plumbing Examining Board. Messrs,
Charles Dedian and Ronald C. Puckett are well qual-
ified to perform all the duties required of such
an office.

capable of assisting in protecting the health of
the citizens of Chesterfield County.

Concern
Chesterfield elected representatives are concerned about the
alternate issue primarily because of its potential for limit-
ing the voting strength, namely, if two elected representatives
are absent from a PDC meeting, only one of the two could be
represented by an alternate.
Situation
Chesterfield County has five representatives to the RRPDC;
three (3) elected officials, one (1) planning commission
member and one (1) citizen member.
The Virginia Area Development Act does not provide for al-
ternates for non-elected people. Therefore, even if the
County could send alternates for each elected official,
there is still a potential problem with two of the five
votes.
The Act does not specify that non-elected representatives
cannot be local government employees nor does it specify
that a representative be appointed from the Planning Com-
mission. The only requirement is that the person appointed
is to be a resident of the district, qualified to vote and
hold no elected office by the voters.
However, the Charter and the Bylaws of the RRPDC do specify
that representation from Chesterfield shall include a local
planning commission member and a citizen member. Charter
and bylaws may be changed to delete requirement for a
citizen and a planning commission member to be appointed.
I do not recommend that this be done.
John Kidd's perspective, as Executive Director of the RRPDC,
is that actions taken by the Planning District Commission
need to reflect the desires of a substantial number of area
elected officials. The provision in the enabling legislation
regarding alternates embodies the same philosophy as Mr. Kidd's.
Attendance of Chesterfield's elected officials at the PDC has
been excellent. The problem of voting strength, if any, has
been with the attendance of the Planning Commission appointee,
which seems to have been resolved with the appointment of Mr.
Howard.
Recommendation
That the Board of Supervisors appoint an alternate to serve
in the absence of anyone of Chesterfield's elected officials
and that the elected representatives coordinate the use of
the alternate no later than the day preceding a meeting

Background
The enabling legislation for Planning District Commissions,
The Virginia Area Development Act, has the following direction
for composition of membership for PDC's and alternate thereto:
The composition of the membership of the planning
district commission; provided, however, that at
least a majority, but not substantially more than
a majority, of its members shall be elected officials
of the governing bodies of the governmental sub-
divisions within the district with each county, city
and town of more than three thousand five hundred
population having at least one representative,
and the other members being qualified voters and
residents of the district, who hold no office
elected by the people; and provides further, how-
ever, should the charter agreement, as adopted,
so provide, an alternate may serve in lieu of one
of the elected officials of each of the governing
bodies of the participating governmental subdivisions.
Conversation with Steve Micas confirms my opinion that the
Act limits each jurisdiction to one alternate, which alter-
nate has one vote and can serve only in the absence of an
elected official.
Henrico County has appointed a "floating alternate." This
individual is authorized by Henrico to serve in the absence
of any Henrico elected official. This practice seems to
work well for Henrico and I feel that it would work for
Chesterfield. Chesterfield since joining the Commission
has had an appointed alternate for each of its elected
officials. Given the enabling legislation, I cannot under-
stand how this practice was allowed.

first serve" request made directly to the alternate.
If the Board wishes to pursue a course of obtaining an alter-
nate for each elected official, then the County Attorney
should be requested to pursue changing the State enabling
legislation.

Richmond Regional Planning District Commission Appointments
Pursuant to Jim Zookls memo (copy attached) sent to you on August 8,
1979, it appears that Chesterfield County is authorized only one
alternate to the Richmond Regional Planning District Commission. I
would recommend that the Board take action to change the current desig-
nated alternates and appoint one official alternate. It is my recom-
mendation that I be appointed to this position.
If you agree with the above recommendation, I will prepare a Board
agenda item.
