REQUEST: Rezoning from,Agricultural (A) to Community Business (B- 2) . GENERAL LOCATION: Property fronts the southwest line of Old Buckingham Road and is located northwest of its intersection with Huguenot Road. Tax Map 16-12 (1) Part of Parcel 5. SUBJECT PARCEL: 5.93 acres; zoned Agricultural (A); vacant. ADJACENT PROPERTY: Zoned Agri~ultural (A) and Community Business (B-2). Occupied by various commercial establishments or vacant. UTILITIES, SOILS, DRAINAGE AND EROSION, EASEMENTS: The closest water line is located along the south side of Route 60, approxi- mately 400 feet from the subject property. Off-site easements will be required. Public water is also available along Huguenot Road and could be extended to the 'property from that point. Property lies in the Falling Creek drainage area. Public sewer is currently being extended to a point south of the request parcel. Lines would have to be extended from that point to the subject parcel. Soils are gently sloping and under present conditions have only a slight chance for erosion. Soils are fair for the proposed use. Due to soil wetness, provisions should be made for foundation drainage. Property lies in the Falling Creek drainage area and also in the Route 60/147 Drainage District. A pro-rata share for the cost of drainage improvements in the area must be paid prior to the issuance of any building permits. Dedication of drainage easements may be necessary. A portion of the overall drainage system may have to be installed in conjunction with construction of this project. PUBLIC FACILITIES: Property is served by Midlothian Fire Station, Company Number 5. Fire service capability is adequate. One County fire hydrant must be installed at the developer's expense. ..- - TRANSPORTATION AND TRAFFIC: Vehicular movements will be distributed over Old Buckingham and Huguenot Roads. It is estimated that approximately 100 average daily trips w~ll be generated by th~s request. Old Buckingham and Route 147 lS planned for relocatlon. Route 147 is planned for widening in the future. It is recommended that access to the property be confined to the western property line due to the poor sight distance and the nearness of the intersection to Old Buckingham Road and Huguenot Road. Furthermore, access to Huguenot Road should be prohibited due to the heavy traffic volumes. LAND ASSESSMENT: 1979 Appraised value - $232,040. GENERAL PLAN: Commercial use. DISCUSSION: The applicants are requesting rezoning to the Community Business (B-2) classification in order to pemit' construction of a funeral home on the subject property. The applicant has prof erred conditions that will insure architectural style and that the uses pemitted will be limited to a funeral home. Staff is of the opinion that the land use proposed will be compatible with existing and projected land use in the area. The primary con- sideration in the review and approval of this request should be proper ingress and egress into the subject property. The applicants have submitted a preliminary site plan which depicts two two-way entrances/exits onto Old Buckingham Road and one one way exit onto Huguenot Road. Huguenot Road is a heavily traveled arterial and approval of any egress onto Huguenot Road will only lead to further traffic congestion. Furthermore, the exit onto Huguenot Road is approximately 150 to 200 feet from the intersection of Route 60 and Huguenot Road and approximately 310 feet south of the intersection of Old Buckingham Road and Huguenot Road. Allowing access to Huguenot Road will only result in a hazardous traffic situation in that additional turning movements will be created. Furthermore, access to Old Buckingham Road should be located as far west of its intersection with Huguenot Road as possible. Limiting access to the western portion of the property will prevent traffic back-ups in the vicinity of the intersection. STAFF RECOMMENDATION: RECOMMEND APPROVAL SUBJECT TO THE IMPOSITION OF THE FOLLOWING CONDITIONS PROPFERED BY THE APPLICANT: 1. The request parcel shall be used exclusively for construction of a funeral home. 2. The building shall be generally similar in architectural style to Woody's Laburnum and Parham Chapels with changes necessitated by virtue of the site and possible future enlargement. -2- -- In addition Staff recommends imposition of the following buffer conditions: . 1. A fifteen (15) foot buffer (required parking setback) shall be maintained along the eastern property line adjacent to Huguenot Road and the northeastern property line adjacent to Old Buckingham Road. 2. Access through the eastern buffer shall be prohibited. 3. A single access through the northeastern buffer of Old Buckingham Road shall be permitted.
