REQUEST: A Conditional Use to permit sheet metal assembly in an
Agricultural (A) District.
GENERAL LOCATION: Clover Hill Magisterial District, property
fronts the west line of Doss Road and is located 3100 feet south
of its intersection with Hull Street Road. Tax Map 89 (1)
Parcel 7-4 (Sheet 28).

Soils are gently sloping. Soils have a high shrink-swell potential.
Soils are poorly suited for the proposed use. Any cement or
brick structure may be damaged due to swelling of soils.
Property lies in Sappony Creek drainage area. This parcel is
poorly drained and is subject to wetness.

TRANSPORTATION AND TRAFFIC: This request should have no impact
on existing traffic.
GENERAL PLAN: Agricultural use.
DISCUSSION: The applicant presently operates a shop in Richmond
where he fabricates metal parts for such items as light machinery,
air ducts, flanges for air ducts, and chutes for tobacco feeding
machines. It is his intention to use his garage as a storage area

in his distribution system. Also, in some instances, the applicant
will assemble pieces, that he has manufactured in Richmond, in his
garage before sending the finished product to its destination.
If appropriate conditions are imposed, maintainence of this nature
of the surrounding residential area will be insured and the request
should not prove to be detrimental to the area in general.
If storage and assembly of materials is confined to the interior
of the garage and if the following conditions are imposed, then this
activity should not be a detriment to the surrounding properties.
STAFF RECOMMENDATION: IF THE COMMISSION SHOULD SEE FIT TO RECOMMEND
APPROVAL OF THIS REQUEST, THEN SUCH RECOMMENDATION SHOULD INCLUDE
THE FOLLOWING CONDITIONS:
1. This Conditional Use shall be granted to and for Mr. Danny Lee
Dean only and shall not be transferable nor run with the land.
2. This Conditional Use permit shall be valid for a period not to
exceed five (5) years from date of approval. Upon expiration the
applicant may reapply and upon satisfactory demonstration that this
use has not adversely affected the area, the Board and Commission
may consider renewal.
3. All activity and storage connected with this use shall be confined
to the interior of the existing structure. No new buildings or
additions to existing buildings shall be permitted.
4. Hours of operation will be limited from 8 a.m. to 5 p.m., Monday
through Saturday. No Sunday operation shall be permitted.
5. One sign no larger than four square feet shall be permitted.
This sign shall neither be luminous nor illuminated.
6. No more than three (3) employees shall be permitted on the
parcel at anyone time.
7. All driveways and parking areas shall either be paved or
graveled.
