working shop in an Agricultural (A) District.
GENERAL LOCATION:

SUBJECT PARCEL:
16.4295 acres, zoned Agricultural (A), vacant.
ADJACENT PROPERTY: Zoned Agricultural (A). Occupied by single family
residential use or vacant.
UTILITIES, SOILS, DRAINAGE AND EROSION, EASEMENTS: Public water and
sewer are not available at this time.
Soils are gently sloping to sloping. Soils are suitable for buildings
but poorly suited for drainfield construction. A suitable drainfield
may be located a great distance from the building site location.
This property lies in the Appomatox River Drainage Area. There are
no apparent potential drainage or erosion problems.

TRANSPORTATION AND TRAFFIC: Access to the parcel should be limited
to one distinct driveway from River Road.
LAND ASSESSMENT:
1979 Appraised Value - $26,300.
GENERAL PLAN: Agricultural use.
DISCUSSION: It is the applicants intent to construct a woodworking
shop and a home on the parcel. The parcel, at the present time, is
densely wooded. The applicant intends to set his house and shop
back 600 to 800 feet from the road. These buildings will not be
visible from River Road or adjacent properties in this location.
The applicant constructs kitchen cabinets and employs three men
year round. The applicant intends to construct a 40 foot by 60
foot masonary block workshop. The workshop will house power tools

necessary to his trade such as a table saw and a drill press. The
applicant chose this site because it was remote enough that he could
pursue his trade without distrubing anyone.
Given that adjoining property is primarily vacant for miles around
and that the applicant intends to set his buildings back at least
600 feet from the nearest residence, this request will not be
detrimental to adjoining properties, provided conditions are
imposed which will insure that the operation does not adversely
affect the area and insures future land use compatibility.
STAFF RECOMMENDATION: STAFF RECOMMENDS APPROVAL SUBJECT TO THE
IMPOSITION OF THE FOLLOWING CONDITIONS:
l. This Conditional Use shall be granted to and for Percy Flannagan
exclusively and shall not be transferable nor run with the land.
2. This Conditional Use shall be restricted to the operation of a
cabinet making business only.
3. Hours of operation shall be limited from 7 a.m. to 9 p.m.
Monday trough Saturday. No Sunday operation shall be permitted.
4. This operation shall be limited to the employment of six men
at any given time.
5. One sign identifying this business no larger than four square
feet shall be permitted. This sign shall neither be luminous nor
illuminated.
6. The driveway and parking areas shall be graveled or paved and
shall be well maintained.
7. No outside storage or operations shall be permitted. All
storage and operations shall be confined to the interior of the
workshp.
