GENERAL LOCATION: Clover Hill Magisterial District; property fronts the south line of Hull Street Road and is located 1630 feet west of its intersection with Warbro Road. Tax Map 62-3 (1) Parcel 8 (Sheet 20) . SUBJECT PARCEL: 1.17 acres; zoned Agricultural (A); occupied by a single family dwelling. ADJACENT PROPERTY: Zoned Agricultural (A); single family resi- dential use or vacant. UTILITIES, SOILS, DRAINAGE AND EROSION, EASEMENTS: Public water is available on si te. A 24 inch water line from Swift Creek is located along the north line of Hull Street Road. This property lies in the Swift Creek sewage drainage area. Public sewer us available approximately 1200 feet to the west along Nuttree Creek. The Utilities Department has recommended extension of public sewer. It is the applicant's intention to utilize a septic tank and drainfield system. Soils are sloping and well drained. These soils are well suited for building sites and roadways; however, they are doubtful for septic tank drainfield installation. If a septic tank system is used, the drainfield site should be withheld from parking or driveway areas. This property lies in the Nuttree Branch drainage area. The subject parcel is well drained and there are no anticipated drainage or erosion problems. ' PUBLIC FACILITIES: Company Number 7. this time. Property is served by Clover Hill Fire Station, Fire service capability is fair to good at -- .- TRANSPORTATION AND TRAFFIC: This request will have a minimal impact on existing traffic. The preliminary site plan shows access and parking for this parcel along the west property line. The entrance located as shown on the site plan presents a hazard due to limited visibility to the west along the east bound lane of Route 360. To improve this situation, vegetation should be periodically trimmed and closely cropped west of the subject parcel in order to improve sight distance along Route 360. GENERAL PLAN: Multi-family residential use. DISCUSSION: The applicant is requesting a Conditional Use for a veterinary clinic. There is an existing dwelling on the parcel which is presently being used as a single family residence. It is the applicant's intention to use the existing dwelling as an animal out patient clinic until the proposed hospital is constructed. (see attached site plan). The applicant also intends to house only sick animals within the structure and not to offer any grooming or kennel services. This request lies in an area which is basically undeveloped with the exception of scattered si~gle family residential uses. Properly controlled and conditioned, however, this use should not adversely affect the area in general. If properly developed, this use could set an acceptable precedent for future commercial uses in the area. STAFF RECOMMENDATION: RECOl'1HEND APPROVAL SUBJECT TO THE IMPOSITION OF THE FOLLOWING CONDITIONS: I. The uses permitted shall be limited to a veterinary clinic. Animal grooming and kennel services shall not be permitted. The only animals permitted to be housed on the parcel shall be those requiring medical care. 2. Eighteen (18) months from the date of approval of this request, no treatment or keeping of animals in the existing structure shall be permitted. 3. All animals shall be housed within either the existing structure or proposed structure. Outside runs and kennels shall not be permitted. 4. One sign, not to exceed ~~~:;p'~ shall be permitted. This sign may be indirectly illuminated. The facades of the sign shall employ earth tone colors. Prior to erection of ~h~ siq~, raAgefin~R ~hall be .ubmit~ed to the Oivi.ien of ~@v~~@~= meRt Review for approval. 5. A minimum of eleven (II) parking spaces shall be provided. 6. The above noted conditions notwithstanding the site plan prepared by Barton-Corso & Associates dated July 11, 1979, shall be considered the plan of development. -2- - - 7. The above noted conditions notwithstanding, all bulk requirements of the Convenience Business (B-I) District shall be applicable. 8. The structure to be erected on the parcel shall have a residential appearance. The facades shall employ subdued earth tone colors, red brick, or wood (cedar) siding. Prior to the release of a building permit, renderings shall be submitted to the Division of Development Review for approval. 9. In conjunction with final site plan review, a landscaping plan shall be submitted to the Division of Development Review for approval. CASE HISTORY CPC 8 21 79: The Commission recommended approval of this request subject to the imposition of the above stated conditions.
