In December 2001, the Board established the County's Intimate Partner and
Family Violence Fatality Review Team. The team was established to conduct
reviews of intimate partner and family violence fatalities in an effort to
prevent future family violence related deaths. Team members represent 14
county and community agencies that provide domestic violence services.
Sharon Lindsay, Chesterfield Police Department, will make a presentation on
the Chesterfield County Fatality Review Team's report, Findings and
Recommendations. This is an update to a full report issued in October, 2004
after the team reviewed domestic violence homicides in Chesterfield County.
The data in the report covers 1997-2004. Included in the presentation are
examples of how agencies on the Team have implemented the recommendations
made in the 2004 full report.

Edition II, July 2006
The Chesterfield County Intimate Partner and Family Violence Fatality Review Team
was established in December 2001 to conduct reviews of intimate-partner and family-
violence fatalities in an effort to prevent future family-violence related deaths. Team
members represent 14 county and community agencies and organizations that provide
domestic violence services. The team reviews intimate-partner homicide cases to
identify trends in domestic homicides and to improve the system's response to families
experiencing domestic violence. The team also works to support Chesterfield County's
strategic goal of being the safest and most secure community of its size in the United
States.
In October 2004, the team produced a lengthy report on cases reviewed from 1997-
2001 (copies of this report are available by calling (804) 706-1272). Since that time, the
Chesterfield County Intimate Partner and Family Violence Fatality Review Team
reviewed six additional cases that resulted in nine victims. This update is a synopsis of
the information acquired during the review of those six cases and a comparison of all
the cases the team has reviewed.
Case Demographics
1997 -2004 Cases Reviewed
17 intimate partner homicides, which resulted in 25 victims.
Ten of the cases (590/0) were homicides/suicides, where the perpetrators killed the
victims and then killed themselves.

Risk Factors
Use of Firearm
In 13 cases (760/0), a firearm was used to perpetrate the homicide.
History of Physical and Emotional Abuse
In 12 cases (710/0), there were histories of mental and emotional abuse towards the
victim. In nine cases (530/0), there were histories of physical abuse towards the victim.
Victim Reported the Abuse to Someone
In ten cases (590/0), the victims reported the domestic abuse, usually to a family
members or a friends.
Criminal History
In ten cases (590/0), the perpetrators had criminal histories. Five of these cases
involved domestic violence arrests. Only one of the perpetrators had been convicted of
a domestic violence related crime.
Recent Separation
In nine cases (530/0), the victims had either recently separated from the abusers or were
planning to leave the abusers.
Substance Abuse
In seven cases (410/0), the perpetrator used drugs and/or alcohol. In five cases (290/0),
the victim used drugs and/or alcohol.
Prior Police Calls
In seven cases (410/0), the police had been called to the homes to intervene in domestic
situations.
Mental Health Services
In seven cases (410/0), the perpetrators had received mental health services.

In three cases (180/0), the victims had received mental health services.
Threats to Kill the Victim
In six cases (350/0), the perpetrators had threatened to kill the victims.
Prior Protective Orders Issued
In five cases (290/0), the victims had received family abuse protective orders prohibiting
contact with the perpetrators. None of the victims had protective orders in place when
they were killed.
Domestic Violence Family History
In five cases (290/0), there were histories of domestic violence in the victim's family of
origin. In two cases (120/0), there was a history of domestic violence in the perpetrators'
families of origin.
Pending Criminal Charges
In four cases (240/0), there were pending criminal charges against the perpetrators.
Three of those cases involved pending domestic violence charges.
Recommendations
After considering the six additional cases, the team did not have any additional findings
or recommendations from those offered in October 2004. Included in this section are
some examples of how team representatives have implemented the original
recommendations within their agencies.
1. Fact: 590/0 of the cases involved homicides/suicides. In these cases, the
perpetrators killed their partners and then killed themselves. All of the perpetrators
were males.
Recommendation: Increase training on awareness and suicide risk factors for
families involved with domestic violence.
Recent Developments
· The Chesterfield County Domestic Violence Task Force (CCDV Task Force)
sponsored public/interagency training on suicide and domestic violence, which was
presented by the Chesterfield County Mental Health Support Services Department.
· The Chesterfield County DV Task Force sponsored public/interagency training on
findings and recommendations of Fatality Review Team Report for the public.
· The Chesterfield County Police Department enhanced recruit training and in-service
training on suicide and domestic violence.
· Chesterfield County Community Corrections Services notifies Mental Health Support
Services when a probation officer detects any indication of suicide/homicide concerns
with clients.

2. Fact: 71 % of the perpetrators had histories of psychologically, emotionally and
verbally abusing their victims; 530/0 used physical abuse against their adult victims.
Victims often do not self-identify as being a victim of domestic violence.
Recommendation: Increase families' awareness of signs and symptoms of
domestic violence. Resource material and hotline numbers should be made more
available to family members in public places, i.e. small businesses, grocery
stores, ABC stores, pharmacies, salons, medical establishments, attorneys'
office, churches, movie theaters, restaurants and car repair shops. Victims
should be strongly encouraged to participate in services that would increase their
safety and knowledge of domestic violence patterns.
Recent Developments
· The Chesterfield County Domestic Violence Task Force distributes information about
domestic violence to the public.
· The Chesterfield County Domestic and Sexual Violence Resource Center printed
domestic violence awareness literature in English and Spanish.
· The Chesterfield County Domestic and Sexual Violence Resource Center increased
community presentations covering on such topics as power and control, domestic and
sexual violence awareness, mild brain trauma, and healthy relationships.
· The Chesterfield County Health Department increased its diligence in watching for
signs of domestic violence during physical screenings.
· The Chesterfield County Domestic and Sexual Violence Resource Center and the
Chesterfield County Victim/Witness Assistance Program advocates provide resources
and safety planning information to all victims requesting court-issued protective orders.
· Community Corrections Services provides information regarding the dynamics of
domestic violence to offenders, victims, and their families and friends.
3. Fact: 760/0 of the victims were killed with a firearm.
Recommendation: Increase awareness about the connection between having
access to firearms and deaths by domestic violence. There is a greater risk of
domestic violence deaths if guns are available. If a victim is threatened or
assaulted by a firearm, he/she should immediately contact police or a domestic
violence hot line. All service providers should assess for availability of firearms,
when working with families who experience domestic violence. Service providers
should be educated about the laws regarding domestic violence and firearms and
should use the law to the fullest extent to increase safety for victims and families.
Recent Developments
· The Chesterfield County Police Department and the Chesterfield County
Commonwealth's Attorney's Office increased training on firearms and domestic
violence.
· The Chesterfield County Sheriff's Department increased its vigilance with regard to
assessing abusers' access to firearms when serving protective orders.

4. Fact: 530/0 of victims were recently separated or planning to separate from the
perpetrator.
Recommendation: Increase awareness of lethality risk factors including those
associated with separation. Service providers should perform lethality risk
assessments that include questions about separation and focus on the risk
associated with separation to enhance victim safety.
Recent Developments
The following agencies have improved lethality assessments with families experiencing
domestic violence: Victim/Witness Assistance Program, Police Department,
Commonwealth's Attorney's Office, Sheriff's Department, Child Protective Services,
Domestic and Sexual Violence Resource Center, Health Department, and Community
Corrections Services. Mental Health Support Services has begun to implement lethality
assessments.
5. Fact: In 820/0 of the cases, children younger than 18 were living in the home. Six of
the twenty children (300/0) in these homes were killed.
Recommendations: Provide domestic violence education and training within the
school system for staff and all adults working with children. Make resource
materials more readily available in schools. Explore including healthy-
relationships information in classroom curriculum at all grade levels. Training
should include how to recognize when children are impacted by domestic
violence and when to report this to Child Protective Services.
Recent Developments
· The CCDV Task Force sponsored a public/interagency training on children and
domestic violence which was presented by Mental Health Support Services.
· The CCDV Task Force monitors the DELTA Project, which provides information about
healthy relationships via after school programs.
· The Chesterfield County Domestic and Sexual Violence Resource Center provides
information regarding teen dating violence to students and staff at schools throughout
the county.
· Community Corrections Services coordinates supervision of domestic violence
offenders with social workers from Child Protective Services to ensure child safety.
· Victim Witness enhanced communication with Child Protective Services social workers
to ensure child safety.
· Child Protective Services created a Domestic Violence Team to enhance responses to
children impacted by domestic violence.
· The CCDV Task Force distributed information to all school personnel on the effects of
domestic violence on children
6. Fact: In 41 % of the cases, the perpetrators had histories of alcohol and/or drug use.
In 290/0 of the cases, the victims had histories of alcohol and/or drug use. There was

a significant relationship between domestic violence and substance abuse in the
reviewed deaths.
Recommendation: Families and friends need to be aware of the significant risk
factors of domestic violence and substance abuse. Encourage substance abuse
service providers, court programs, support groups and domestic violence
programs to coordinate services. Substance abuse increases the risk of domestic
violence occurring.
Recent Developments
- Community Correction Services (CCS), considers the correlation between substance
abuse and domestic violence when conducting lethality assessments.
- CCS increased collaboration and cross training between domestic violence and
substance abuse service providers.
-The Chesterfield County Domestic and Sexual Violence Resource Center has
established a working relationship with CCS/Dual Treatment Track in responding to
instances of domestic and sexual violence when we have clientele in common or when
resources are needed.
-The Chesterfield County Victim Witness Assistance Program provides information
regarding support groups for families and friends of substance abusers to victims.
7. Fact: In 590/0 of the cases, the perpetrators had prior arrests. Almost half of these
arrest records involved domestic violence arrests
Recommendation: Identify repeat offenders and assess for increased services
and/or supervision needs, i.e. specialized probation services, safety planning for
victims, outreach services for family members and stricter sentencing
recommendations.
Recent Developments
- Police Department increased police documentation on repeat calls for service and
domestic violence arrests.

The numbers on the front cover represent statistics from
homicides in Chesterfield County, VA, from 1997 until
2005. There were 87 homicides committed. Thirty-nine
of those cases were domestic violence homicides, of
which were 28 intimate-partner homicides.
This report reviews the deaths of25 victims killed in
intimate-partner homicides, to include 14 women,
7 children and 4 men. Ten perpetrators committed
suicide after killing intimate partners.

a joint resolution of the United States Congress. Further support came
through the signing of the Americans with Disabilities Act of 1990 (ADA).
This resolution is for the recognition of Chesterfield County residents with
a physical and/or sensory disability with reference to their contributions to
this cormnuni ty. It focuses on our commi tment to increase awareness of
Chesterfield County residents through activities, education, programs,
employment, county services, public accommodations and other areas for people
with physical and sensory disabilities.

Week"; and
WHEREAS, Disability Awareness Month was further supported through
the signing of the "Americans with Disabilities Act of 1990" (ADA) by
President George H. W. Bush for the purpose of prohibi ting
discrimination against persons wi th disabili ties in education,
employment, and government services, and at places of public
accommodation, commercial facilities, and in many other areas of
society; and
WHEREAS, Disabili ty Awareness Month highlights that people wi th
disabilities residing in Chesterfield County are valued and vital
members of the community; and
WHEREAS, Disability Awareness Month acknowledges and salutes the
skills, talents, creativity, and abilities that people with
disabilities contribute to Chesterfield County; and
WHEREAS, Disability Awareness Month increases public knowledge of
the barriers, social or physical, that still exist and prevent full
participation in community living of Americans with disabilities and
that the foundations established by the ADA are continued with
commitment and passion.
NOW, THEREFORE, BE IT RESOLVED, that the Chesterfield County
Board of Supervisors, this 11th day of October 2006, publicly

RECOGNIZING MR. R. E. "DICK" PAGE FOR HIS CONTRIBUTIONS
TO THE BEAUTIFICATION OF CHESTERFIELD COUNTY
WHEREAS, Mr. R. E. "Dick" Page is an outstanding citizen of Chesterfield
County, Virginia; and
WHEREAS, Mr. Page has been an advocate for the county and residents in the
removal of illegal signs placed in medians and alongside roads; and
WHEREAS, signs in the medians and immediately adjacent to county roads are
located in the rights of way maintained by the Virginia Department of Transportation;
and
WHEREAS, state law makes it illegal to erect most temporary signs on VDOT-
controlled property and VDOT is the only entity given the right to enforce that
requirement; and
WHEREAS, the Virginia Department of Transportation gave Chesterfield County the
authority to remove those signs in 2000; and
WHEREAS, the county's Code Compliance Office, which is responsible for the
enforcement of county zoning ordinances, without additional staff or resources, has
been able to remove 12,328 illegal signs in VDOT rights-of-way since January 2004;
and
WHEREAS, the removal of these signs has been a challenge for Code Compliance
Officers, due to the number of complaints and the increasing number of illegal signs;
and
WHEREAS, Mr. Page has personally removed hundreds of these illegal signs; and
WHEREAS, in July 2007, Mr. Page proposed the creation of a code-compliance task
force made up of resident volunteers to help keep these signs off of public roadways;
and
WHEREAS, Mr. Page's efforts led to county staff investigating the issue and, in
September 2006, the Board of Supervisors approving an agreement with the Virginia
State Department of Transportation that designates Chesterfield County as an agent of
VDOT to remove illegal signs in the rights of way within the locality and to take
enforcement actions against those who place them there; and
WHEREAS, this agreement also enables the county to organize a volunteer program
to assist in clean up efforts; to corrununicate with residents and businesses about
this initiative; and to establish enforcement mechanisms against those who place
illegal signs in the public rights of way in the county; and
WHEREAS, Mr. Page's support of this initiative will lead to the beautification
of the county and a recovery of county landscape from commercial graffiti; and
WHEREAS, Mr. Page has served his local community and Chesterfield County with
great energy, leadership, dedication and wisdom in this si tuation and in other
capacities; and
WHEREAS, Mr. Page has been a positive force for change in his community and for
Chesterfield County, and his efforts will continue to have a beneficial effect for
years to come.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield Board of Supervisors, on
behalf of all Chesterfield County residents, this 11th day of October 2006, publicly
recognizes Mr. R. E. "Dick" Page; extends sincere appreciation for his civic-minded
spirit, leadership and pursuit of excellence, which have made Chesterfield County a
better place in which to live, work and enjoy life; and offers best wishes to Mr.
Page for continued success in all his endeavors.

Nominate/Appoint members to serve on the Towing Advisory Board
Summary of Information:
The members of the Towing Advisory Board serve at the pleasure of the Board
and have no set term limits. This is in accordance with the Code of Virginia
~46.2-1217 adopted as County Ordinance, 1997, the (towing) advisory board
shall include representatives of local law enforcement, towing and recovery
operators, and the general public.
Colonel Baker has recommended that the Board nominate and appoint the
individuals listed on the attachment to fill the vacancies on the Towinq
Advisory Board. They meet all eligibility requirements to fill the vacancy
and have indicated their willingness to serve.
Under the existing Rules of Procedure, appointments to boards and committees
are nominated at one meeting and appointed at the subsequent meeting unless
the Rules of Procedures are suspended by a unanimous vote of the Board
members present. Nominees are voted on in the order in which they are
nominated.

Summary of Information:
The planned visit of the Godspeed to Henricus Historical Park over Memorial
Day weekend in 2007 will be one of the County's primary historical events for
Chesterfield 2007. Anticipated site improvements include paving and
installation of handrails on the walkway to the boat dock, minor dock
improvements and parking area improvements.

AS "FIRE PREVENTION WEEK"
WHEREAS, the County of Chesterfield is committed to ensuring the safety
and security of all those living in and visiting our county; and
WHEREAS, fire is a serious public safety concern both locally and
nationally, and homes are the locations where people are at greatest risk
from fire; and
WHEREAS, the National Fire Protection Association (NFPA) has documented
through its research a significant increase in cooking fires, even as most
other causes of home fires have steadily declined; and
WHEREAS, Chesterfield Fire and Emergency Medical Services first
responders are dedicated to reducing the occurrence of cooking fires and
cooking fire injuries through prevention and protection education; and
WHEREAS, Chesterfield County residents are responsive to public
education measures and are able to take personal steps to increase their
safety from fire; and
WHEREAS, using proper care while cooking will have a positive effect on
the home fire problem; and
WHEREAS, each cooking fire that is prevented in Chesterfield County is
an opportunity to prevent painful injury and costly property damage; and
WHEREAS, the 2006 Fire Prevention Week theme, "Prevent Cooking Fires;
Watch What You Heat" effectively serves to remind us all of the simple
actions we can take to stay safer from fire during Fire Prevention Week and
year-round.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors recognizes October 8-14, 2006, as "Fire Prevention Week"
throughout the county, and urges all people of Chesterfield County to heed
the important safety messages of Fire Prevention Week 2006, and to support
the many public safety activities and efforts of Chesterfield County's Fire
and Emergency Medical Services.

The Board is requested to approve the attached priority list of highway
proj ects and letter regarding Chesterfield's primary and interstate road
needs, and forward this information to the Commonwealth Transportation Board
and our Congressional and State Legislative Delegations.
Summarvof Information:
Each year the Board of Supervisors is requested to adopt a priority list of
projects for consideration at VDOT's financial planning and progranuning
meeting. A public meeting has been scheduled for the Richmond District at
John Tyler Community College on October 24, 2006. A public comment session
will begin at 6:30 p.m. preceded by a special public officials briefing from
5:00 p.m. to 6:00 p.m.
The purpose of the meeting is to receive conunents from local government
officials and citizens that will assist the Commonwealth Transportation Board
(CTB) in updating the Virginia Transportation Six-Year Improvement Program
for FY08 through FY13. The Virginia Transportation Six-Year Improvement
Program lists projects that have been partially funded for design and

construction. VDOT's meeting provides the county the opportunity to
recommend Chesterfield's priority projects for primary and interstate road
needs to the CTB. The Board of Supervisors will be asked later this year to
consider the Secondary Road Six-Year Program for improvements to the
county's secondary road system.
The recommended priority list is shown on Attachment A. The following changes
are being recommended:
. Delete Route 360, from Swift Creek to Winterpock Road, which is under
construction
. Delete Route 360, from Swift Creek to Route 288, which is under
construction
. Add Route 360 from Route 288 to Genito Road
. Add Route 10 from Route 288 to Greenyard Road
· Add Route 288 / Chester Road Interchange Improvements
. Add Route 1 at Old Bermuda Hundred Road intersection relocation
. Add powhite Parkway Extension construction from Route 288 to Route 360
. Adjust Route 360, from Winterpock Road to Otterdale Road, from priority
#8 to priority #4 due to a significant increase in development along the
Route 360 corridor
A location map and description of each project is shown on Attachment B. The
recommended letter to be submitted to the CTB is shown in Attachment C.
The total cost of the recommended Chesterfield priority projects is
approximately $509 million. The Richmond District consists of fourteen
counties and eight cities/towns. The Districtts total primary and interstate
construction allocation for last year was approximately $106 million.

RECOMMENDED PRIORITY PROJECT DESCRIPTIONS
1. Route 10 (Route 1 to Meadowville Road) - widening to six lanes
This section of Route 10 carries between 40,000 and 43,000 vehicles per day. This volume is
expected to increase to 65,000 vehicles per day by the year 2020. The county completed public
hearing design plans for Route 10 from Interstate 95 to Meadowville Road. The
Commonwealth Transportation Board approved the design in Fall 1999. Funds for right-of-way
acquisition and construction of this project are not in the VDOT Six- Year Improvement
Program. The project can be constructed in phases with Phase I being between 1-95 and Ware
Bottom Spring Road. The county has programmed $15 million in county bond funds over the
next six years in order to construct a portion of Phase I and VDOT allocated $453,000 for this
project in FY07.
2. Route 60 (Courthouse Road to Old Buckine:ham Road) - widening to six lanes
This section of Route 60 is carrying approximately 45,000 vehicles per day. This volume is
expected to increase to 57,000 vehicles per day by the year 2020. This project is not in VDOT's
Six- Year Improvement Program.
3. Interstate 29SIMeadowville Road - interchange
This interchange is needed to help promote economic development and to prevent unacceptable
levels of service in the future on Route 10, Meadowville Road, and North Enon Church Road.
The county has completed the design and has control of the right-of-way needed for
construction of the interchange. Congressman Forbes earmarked $3.35 million in past
allocations for the project. Funds for construction of this project are not in VDOT's Six-Year
Improvement Program.
4. Route 360 (Winterpock Road to Otterdale Road) - widening to six/eight lanes
This section of Route 360 carries between 23,000 and 45,000 vehicles per day. This volume is
expected to increase to between 38,000 and 65,000 vehicles per day by the year 2020. This
project is not included in VDOT's Six-Year Improvement Program.
5. Route 360 (Route 288 to Genito Road) - widening to six lanes
This section of Route 360 carries approximately 41,000 vehicles per day. This volume is
expected to increase to 56,000 vehicles per day by the year 2020. This project is not included
in VDOT's Six-Year Improvement Program.
6. Centralia Road (Route 10 to Chester Road) - widening to three lanes
Centralia Road carnes approximately 8,900 vehicles per day. This volume is expected to
increase to 16,000 vehicles per day by the year 2020. A high volume of truck traffic and the
lack of turn lanes reduces the operational efficiency of the road. This project is not included in
VDOT's Six-Year Improvement Program. County road cash proffers will be used for a spot
safety improvement of the curve at Lost Forest Drive.

7. HU2uenot Road (Route 60 to Alverser Drive) - widening to six lanes
This section of Huguenot Road is carrying approximately 44,000 vehicles per day. This volume
is expected to increase to 50,000 vehicles per day by the year 2020. This project is not in
VDOT's Six-Year Improvement Program.
8. Route 10 (Route 288 to Greenvard Road) - widening to six lanes
This section of Route 10 carries between 26,000 and 37,000 vehicles per day. This volume is
expected to increase to between 40,000 and 45,000 vehicles per day by the year 2020. Part of
this project is a County Bond funded project but is not included in VDOT's Six-Year
Improvement Program.
9. Route 288/Chester Road - interchange
Improvements are needed on this interchange to help improve the movement of traffic from
westbound Route 288 to southbound Chester Road. This section of Chester Road carries
between 12,000 and 20,000 vehicles per day. This volume is expected to increase to between
35,000 and 40,000 vehicles per day by the year 2020.This project is not in VDOT's Six-Year
Improvement Program.
10. Route 1 at Old Bermuda Hundred Road - relocate intersection
The intersection of Old Bermuda Hundred Road and Route 1 has less than desirable sight
distance for motorists on Old Bermuda Hundred Road entering traffic flow on Route 1.
Relocation of the intersection on Route 1 and relocation of a portion of Old Bermuda Hundred
Road is needed to provide a better intersection location. This section of Route 1 carries
approximately 22,000 vehicles per day. This volume is expected to increase to 36,000 vehicles
per day by the year 2020. This project is not in VDOT's Six-Year Improvement Program.
11. Powhite Parkway (Charter Colonv Parkway to 1,,500 feet west of Charter Colony Parkway) -
widening to four lanes
This section of Powhite Parkway canies approximately 16,000 vehicles per day. This volume is
expected to increase to 40,000 vehicles per day by the year 2020. The Route 288 project
included construction of two additional lanes on Powhite Parkway from Route 288 to Charter
Colony Parkway. This project will extend the four-lane road through the Charter Colony
Parkway intersection. This project is not in VDOT's Six-Year Improvement Program.
12. Powhite Parkway Extension: East-West Freewav: North-South Freewav
Preliminary engineering and right-of-way acquisition are necessary for the county's outer
beltway (Powhite Parkway Extension from Route 288 to Route 360; East-West Freeway from
Route 360 to Interstate 95; and North-South Freeway from East-West Freeway to Interstate 85).
Preliminary engineering is needed to properly identify the location of the beltway. Right-of-way
should be acquired where growth threatens to block the corridors. Also, funds are needed for the
construction of Powhite Parkway Extension from Route 288 to Route 360. This project is not in
VDOT's Six-Year Improvement Program.

13. Sie:nalization (Countvwide)
The installation of traffic signals is needed at various intersections. Signalization requests on
primary roads received through Board members include: Route 360 at Lynchester Drive; Route
360 at Lynview Drive; Route 360 at Broadstone Road; Powhite Parkway/Old Hundred Road at
Brandermill Parkway; Route 10 at Ecoff Avenue; Route 10 at Parker Lane; Route 10 at West
Rock Spring Drive; River Road at Pickett Avenue; Route 1 at Bermuda Hundred Road; Route 1
at Sand Hills Drive; and signal improvements along the Route 60 conidor. VDOT's Six-Year
Improvement Program allocates $495,000 for signalization needs throughout the entire
Richmond District.
14. Sie:ht and Sound Barriers (Countvwide)
These barriers are needed to reduce the impacts of the roadways on adjoining neighborhoods.
This project is not included in VDOT's Six-Year Improvement Program.
15. Park and Ride Facilities (Countvwide)
Preliminary engineering is required to identify potential park and ride facility locations. These
facilities will be needed in the future to help reduce countywide traffic congestion. This project
is not included in VDOT's Six-Year Improvement Program.
16. Remove Tolls on the Powhite Parkway
Funding is needed to retire the debt on Powhite Parkway from Chippenham Parkway to
Route 288 and allow the tolls to be removed. This project is not included in VDOT's Six-Year
Improvement Program.
17. Hie:h Speed Rail
Funding is necessary to develop high-speed rail service in Chesterlield County and the region.
This project is not included in VDOT's Six-Year Improvement Program.

Chesterfield County Priority Projects
Dear Commissioner Ekern:
On behalf of the Chestetfield County Board of Supervisors, 1 am submitting Chestetfield
County's priority list of highway projects. I am requesting this priority list be entered into the
record fOf the Richmond District Fall Transportation Meeting. OUf top four priorities are
highlighted below.
OUf number one priority project is Route 10 in the Enon area. Route 10 needs to be widened to six
lanes from Route 1 to Meadowville Road. In September 1999, public hearing plans for the widening
of Route 10 from 1-95 to Meadowville Road were approved by the Commonwealth Transportation
Board. This project is ready to go to right-of-way and construction if funding is provided. The
project could be constructed in phases with the first phase being between 1-95 and Ware Bottom
Spring Road. The county has programmed $15 million in county bond funds over the next six years
for a section of Phase I and VDOT allocated $453,000 for this project in FY07. However, additional
funding is required for Phase I and to complete the remaining phases of the project.
The county's second priority is the Route 60 project from Courthouse Road to Old Buckingham
Road. This section of Route 60 needs to be widened to six lanes. Traffic volumes on this corridor are
already high and are expected to increase in the future. Widening of this section of Route 60 should
relieve some of the traffic problems we are also experiencing on Old Buckingham Road.

The county's third priority is the 1-295lMeadowville Road Interchange project. Construction of
this interchange is needed to promote economic development and prevent unacceptable levels of
service on Route 10 and other area roads. The county has completed the design of the project and
has control of the right-of-way needed for construction of the interchange. Congressman Forbes
has already provided over $3 million towards the project. Additional funding for construction of
this project should be programmed in the next Six-Year Improvement Program.
Finally, our fourth priority is Route 360 from Winterpock Road to Otterdale Road. This section of
Route 360 carries between 23,000 and 45,000 vehicles per day. This volume is expected to
increase to 38,000 and 65,000 vehicles per day by the year 2020 due to increased growth along the
western portion of the Route 360 corridor. Funding for construction of this project should be
programmed in the next Six-Year Improvement Program.

Summarv of Information: The Virginia Department of Transportation (VDOT)
Enhancement Program is intended to creatively integrate transportation
facilities into the surrounding communities and the natural environment.
proj ects eligible for funding include pedestrian and bicycle facili ties;
pedestrian and bicycle educational/safety activities; scenic easement/
historic site acquisition; scenic/historic highway programs; landscaping;
historic preservation; rehabilitation of historic transportation buildings;
preservation of abandoned railroad corridors; control/removal of outdoor
advertising; archaeological planning and research; mitigation of highway run-
off and wildlife protection; and establishment of transportation museums.
Transportation Enhancement Projects are financed with 80% VDOT funds and a
minimum 20% local match. The local match is usually provided from county
funds, from other sources and/or from in-kind contributions. VDOT staff will
evaluate project applications and make a recommendation to the Commonwealth
Transportation Board for inclusion in the FY08-FY13 virginia Transportation
Six-Year Program.

containing a total of 15 acres, more or less, with improvements, for $425,000
from Donald R. and Madonna R. Creech, subject to the necessary approvals to
use the property for a park, and authorize the County Administrator to
execute the real estate contract and deed. Approve transfer of funds to
include $41,000 from the Reserve for Future Capital Projects and $305,000
from the Route 360 West Area Park to the Falling Creek Park - North
Recreational Project Account.
Summarvof Information:
Staff requests that the Board of Supervisors approve the purchase of 3
parcels of land on Jessup Road containing a total of 15 acres, more or less,
with improvements, surrounded by Falling Creek Park - North as shown on the
attached map. Acquisition of the parcel will allow for considerably improved
opportunity for recreational use of the 166 acre Falling Creek Park - North
property currently leased from the Commonwealth of virginia. The acquisition
contract is subject to obtaining the necessary approvals to use the property
as a park. The transfer of funds from the Route 360 West Area Park will not
impede progress on that acquisition which is in the site selection process.
The balance of funds needed for the purchase are available in the project
account. Approval is recommended.

Budaet and Manaaement Comments:
This item requests that the Board approve the purchase of three parcels of
land containing approximately 15 acres that is located in the center of the
Falling Creek Park North site at a cost of $425,000 plus closing costs
estimated to be $6,000. Purchase of this property had been planned for
FY2008 in the Capital Improvement Program (CIP).
In order to purchase this property now, staff is requesting to transfer
$305,000 appropriated in the FY2007 CIP for land purchase options for the
Route 360 West Area Park. This temporary transfer of funding will not
impede the site selection committee from continuing to move forward on that
acquisition. The funding identified in FY2008 for the Falling Creek Park
North site will instead be allocated to the Route 360 West Area Park.
Also requested is an addi tional transfer of $41,000 from the County's
Reserve for Future Capi tal proj ects . The balance in the reserve is
$2,401,798; a transfer of $41,000 will leave a balance of $2,360,798.
The remaining balance of $85,000 needed for this land purchase is available
in the Falling Creek Park North capital project account. Development of
this park site in the Dale Magisterial District is planned in the FY2011
CIP and will provide trails, parking, playground, and picnic areas.

Budaet and Manaaement Comments:
This item requests the Board to approve a change order for Motorola, Inc.
in the amount of $195,810 for additions to the CADs system in the Police,
ECC and Sheriff Departments. In addition, the item requests the transfer
of funds to cover the additional costs.
There are sufficient appropriations in the FY07 budget of the departments
affected as well as in the Hull Street Station and CADs capital project to
fund the improvements.

Board Action Reauested:
The Board of Supervisors is requested to transfer a total of $2,000 in
Bermuda District Improvement Funds to the Parks and Recreation Department to
rent space and equipment for ChesterFest.
Summarvof Information:
Supervisor King has requested the Board to transfer $2,000 in Bermuda
District Improvement Funds to pay a portion of the costs incurred by the
County to supply equipment for Chester Fest. ChesterFest is an event that is
co-sponsored by the County pursuant to a written agreement with the Parks and
Recreation Department and is open to the general public. The requested funds
will help defray the costs that were incurred by the Parks and Recreation
Department to rent equipment, such as tents, tables, chairs and stages for
the ChesterFest celebration.
This request originally came from the Chester Community Association. The
County is legally prohibited from donating money to this organization. The
Board is authorized, however, to defray the cost incurred by County
departments for civic events which the County sponsors pursuant to a co-
sponsorship agreement and which are open to the general public and serve a
community-wide audience.
For information regarding available balances in the District Improvement Fund
accounts, please reference the District Improvement Fund Report.

after Mr. Stevie Heavener, Mr. Ray Hevener Jr. and Mr. Richard Majetic, who
have served the Harrowgate communi ty for over 20 years. Their passion,
dedication and leadership have impacted families throughout the area
neighborhoods and to recognize their substantial contribution to the youth of
Chesterfield County, the Harrowgate Park Football Stadium will be named in
their honor.

RECOGNIZING CHESTERFIELD COUNTY AUXILIARY POLICE OFFICERS
FOR PROVIDING OUTSTANDING SERVICE AT THE COUNTY FAIR
WHEREAS 1 Chesterfield County/s Auxiliary Police are an important
component of the Chesterfield County Police Department; and
WHEREAS 1 these officers receive extensive training based
Virginia Department of Criminal Justice Services standards,
sworn law enforcement officers; and

WHEREAS, Auxiliary Police officers are volunteers who render
vital public safety services that improve public safety in the county;
and
WHEREAS, Chesterfield County Auxiliary Police Officers help to
patrol the Chesterfield County Fair each year; and
WHEREAS 1 those Auxiliary Police officers who devote their time at
the Chesterfield County Fair provide a valuable public service and
help the public to feel secure; and
WHEREAS 1 among the duties performed by these officers at the 2006
Chesterfield County Fair were foot patrols of the fairgrounds 1 bicycle
patrols of the parking areasl and traffic control at the intersection
of Courthouse Road Extension and Krause Road; and
WHEREAS 1 this Board of Supervisors 1 and the residents and
business owners of Chesterfield County recognize and greatly
appreciate the dedicated service of the Chesterfield County Auxiliary
Police.
NOW, THEREFORE 1 BE IT RESOLVED, that the Chesterfield County
Board of Supervisors, this 11th day of October 20061 publicly
recognizes the Chesterfield County Auxiliary Police officers who
provided service to the public during the 2006 Chesterfield County
Fairl thanks them for the approximately 230 hours of combined service
they rendered during the fair, and extends to the Chesterfield County
Auxiliary Police best wishes for continued success.

Domestic Violence Awareness month is observed in Chesterfield County and
nationwide as a gesture to draw attention to the harsh reality of violence
in the home and the work being done to end this violence. Acti vi ties
throughout the month will remember those who have lost their lives as a
result of domestic violence, celebrate those who survive, and support those
who work all year to provide safety and support to victims and their
children.
Ms. patricia Jones-Turner, Chesterfield Domestic and Sexual Violence
Resource Center Coordinator, and members of the Chesterfield County
Domestic Violence Task Force will be present to receive the resolution.

"DOMESTIC VIOLENCE AWARENESS MONTH"
WHEREAS, violence in the home continues as a major social problem
affecting all members of the family and cormnuni ty and dramatically
reduces the quality of life for many citizens; and
WHEREAS, we understand the problems of domestic violence occur
among people of all ages and in families of all economic, racial, and
social backgrounds; and
WHEREAS, the crime of domestic violence violates an individual's
privacy, dignity, security, and humanity, due to systematic use of
physical, emotional, sexual, psychological and economic control and
abuse; and
WHEREAS, the impact of domestic violence is wide ranging,
directly affecting women, men and their children and our community as
a whole; and
WHEREAS, Chesterfield County is committed to supporting the well
being of families by advocating for intervention and prevention
activities that decrease the incidents of domestic violence; and
WHEREAS, only a coordinated and integrated effort, which obtains
a commi tment from all elements of the cormnuni ty to share
responsibility in the fight against domestic violence, will put an end
to the horrific crime.
NOW, THEREFORE, BE IT RESOLVED, that the Chesterfield County
Board of Supervisors, this 11th day of October 2006, publicly
recognizes October 2006, as "Domestic Violence Awareness Month" and
urges all citizens to actively support the efforts of the Chesterfield
County Domestic and Sexual Violence Resource Center, the Chesterfield
Domestic Violence Task Force and our local domestic violence service
providers in working towards the elimination of domestic violence in

RECOGNIZING THE LATE MR. YALE MANSFIELD BRANDT
FOR OUTSTANDING COMMUNITY SERVICE
WHEREAS/ Mr. Yale Mansfield Brandt/ born September 7/ 1930/ was a resident of
Chesterfield County for nearly 35 years; and
WHEREAS/ Mr. Brandt attended Western Michigan University and received a
Bachelor of Science degree in Pulp and Paper Chemistry; and
WHEREAS/ Mr. Brandt served in the United States Army during the Korean War and
was stationed at Fort Knox; and
WHEREAS / Mr. Brandt began his career at Reynolds Metals Company as a plant
chemist/ was promoted to plant manager positions/ became the head of operations and
retired as Vice Chairman of the company in 1995 after 38 years of service; and
WHEREAS/ Mr. Brandt was instrumental in developing the Reynolds \\Brown-In-BagU;
and
WHEREAS/ Mr. Brandt has provided many hours of selfless volunteer service to
the county as President of the Harrowgate Trust Conununity Association; and also
served as a board member of numerous organizations including Junior Achievement /
Chester Forum/ Eskimo pie/ Robert Shaw Controls; and was an active member of the
Willow Oaks Country Club; and
WHEREAS/ Mr. Brandt was one of the founding members of the Chester Family YMCA;
and was a board member of the Chester YMCA and the Metropolitan Richmond YMCA; and
WHEREAS / Mr. Brandt was a member of Grace Lutheran Church since 1972; and
served his church in many capacities/ including several terms as Congregation
President/ served on a number of committees of the Southeastern District of the
Lutheran Church-Missouri Synod including the Mission Board for Circuit #10 of the
Southeastern District / and as a delegate to the Synodical Convention/ and was a
member of the church choir/ and
WHEREAS / Mr. Brandt was well-read and well-traveled/ loved golf and tennis /
enjoyed young people and mentored many people/ both young and old; and
WHEREAS/ Mr. Brandt was a Chesterfield County resident of whom we all can be
very proud; and
WHEREAS/ Mr. Brandt/s long and successful life ended on August 17/ 2006/ and
this is a suitable time to recognize his lifetime of conunitment and contributions/
particularly those to the residents of Chesterfield County/ Virginia.
NOW/ THEREFORE/ BE IT RESOLVED that the Chesterfield County Board of
Supervisors/ this 11th day of October 2006/ publicly recognizes the important
contributions of the late Mr. Yale Mansfield Brandt for his civic-minded service/ as
a volunteer and citizen/ and hereby extends its appreciation to his family for his
many years of active and dedicated involvement in his community.
AND/ BE IT FURTHER RESOLVED that a copy of this resolution be presented to Mr.
Brandt/s family and that this resolution be permanently recorded among the papers of
this Board of Supervisors of Chesterfield County/ Virginia.

The Board is requested to hold a public hearing to Amend the Land Use
Taxation Ordinance Related to Family Subdivisions.
Summary of Information:
The Board of Supervisors' legislative agenda for 2006 included a request that
the General Assembly amend the land use taxation statutes so that qualifying
real property which the owner splits-off to an immediate family member would
not incur roll-back taxes from the split if it remains titled to the family
member for five years. The attached ordinance amendment implements the
change in state law. (The five year holding requirement is identical to the
five year requirement currently provided in the County subdivision
ordinance) .
After taking public comment I staff reconunends that the Board adopt the
attached amendments.

AND RE-ENACTING SECTION 9-22 RELATING TO ROLL-BACK TAXES
IN THE COUNTY LAND USE TAXATION PROGRAM FOR
FAMIL Y SUBDIVISONS OF REAL PROPERTY
BE IT ORDAINED by the Board of Supervisors of Chesterlield County:
(1) That Section 9-22 of the Code of the County of Chesterfield, 1997, as amended, lS
amended and re-enacted to read as follows:
Sec. 9-22. Roll-back tax--Imposed.
The county assessor may assess roll-back taxes, penalties and interest in accordance with the
Code of Virginia. However.. roll-back taxes from a subdivision.. separation or split of real
property shall not apply to a family subdivision as defined in Chapter 17.. provided that title to
the parcels subdivided.. separated.. or split-off is held in the name of an immediate family member
for at least the first 60 months immediately following the subdivision.. separation.. or split-off.
