RECOMMENDA TION Recommend approval for the following reasons: A. This request is for new applicants to apply for a temporary manufactured home permit for a previously approved temporary manufactured home that has been on the subject property since 1970. B. This request will not have an adverse impact on the character of this residential area. CONDITIONS I. The applicants shall be the owners and occupants of the temporary manufactured home. 2. This temporary manufactured home permit shall be granted for a period not to exceed seven (7) years from date of approval. 3. No lot or parcel may be rented or leased for use as a temporary manufactured home site nor shall any temporary manufactured home be used for rental property. 4. No additional permanent-type living space may be added onto a temporary Providing a FIRST CHOICE community through excellence in public service manufactured home. All temporary manufactured homes shall be skirted but shall not be placed on a permanent foundation. GENERAL INFORMATION Location: Property is located at 10610 Seminole Avenue. Tax ID 797-663-2166 (Sheet 26). Existing Zoning: R-7 Size: 0.4 acre Existing Land Use: Residential Adiacent Zoning and Land Use: North - R - 7; Residential and vacant South - R-7; Vacant East - R - 7; Residential and vacant West - R-7; Vacant Utilities: Private well and septic system General Plan: (Jefferson Davis Corridor Plan) Regional mixed use DISCUSSION The applicants are requesting a temporary manufactured home permit to park a manufactured home in a Residential (R - 7) District. The first permit was issued to Mr. and Mrs. Leonard P. Wheeler on June 3, 1970. The applicants are purchasing the subject property from Robert Wheeler, son of Mr. and Mrs. Leonard Wheeler. The applicants have indicated they will live in the temporary manufactured home and in the future hope to remove the manufactured home and build a single family dwelling on the subject property. 2 07SN0168-0CT25- BOS The property is served by private well and septic system. The Health Department has reported there are no environmental health hazards in existence. This request, which is for seven (7) years, appears to be in character with the neighborhood at the present time. The temporary manufactured home is located in an area designated by the Jefferson Davis Corridor Plan for regional mixed use. Adjacent properties are zoned Residential (R-7). Development in this area began many years ago. However, the subdivision was never completed. The subject property is located in the Bellmeade Subdivision which was recorded in 1937 and is zoned Residential (R-7). This request lies on 0.4 acre. Proctors Creek is located to the south of the subject property. There are several manufactured homes located in this residential area; many of them as well as this manufactured home have been located in this subdivision for over thirty (30) years. If this request was for a new manufactured home on the subject property and if the site was vacant, staff would recommend denial.
