Holland, Chair Dr. Mark S. Miller, Vice Chair Mr. James A. Ingle, Jr. Ms. Jessica L. Schneider Mr. Kevin P. Carroll Dr. Joseph P. Casey County Administrator 1. Call to Order Mr. Holland called the meeting to order at 8 a.m. 2. Opening Remarks Mr. Holland expressed his gratitude to the members of the Police Chief Recommendation Committee for their time and dedication in reviewing and recommending the finalists. He shared his appreciation for the roles that the community and police department employees played in surveys that were used by the Committee in helping select candidates that aligned with community and police department employees. He stated it is the Board's job to conduct interviews with all the highly qualified candidates that the Committee recommended and perform additional due diligence before selecting a new police chief. 3. Closed Session Pursuant to the Virginia Freedom of Information Act, § 2.2-3711(A)(1), Code of Virginia, 1950, as Amended, for Interviews, Discussion and Consideration of Prospective Candidates for Employment for the Position of Chief of Police On motion of Dr. Miller, seconded by Ms. Schneider, the Board went into closed session pursuant to the Virginia Freedom of Information Act, § 2.2-3711(A)(1), Code of Virginia, 1950, as amended, for interviews, discussion and consideration of prospective candidates for employment for the position of chief of police. Ayes: Holland, Miller, Ingle, Schneider and Carroll. Nays: None. 4. Certification of Closed Session Reconvening: On motion of Mr. Ingle, seconded by Dr. Miller, the Board adopted the following resolution: WHEREAS, the Board of Supervisors has this day adjourned into Closed Session in accordance with a formal vote of the Board and in accordance with the provisions of the Virginia Freedom of Information Act; and 10/04/2024 Page 2 of 2 WHEREAS, the Virginia Freedom of Information Act effective July 1, 1989 provides for certification that such Closed Session was conducted in conformity with law. NOW, THEREFORE BE IT RESOLVED, the Board of Supervisors does hereby certify that to the best of each member’s knowledge, i) only public business matters lawfully exempted from open meeting requirements under the Freedom of Information Act were discussed in Closed Session to which this certification applies, and ii) only such business matters were identified in the motion by which the Closed Session was convened were heard, discussed or considered by the Board. No member dissents from this certification. Mr. Ingle: Aye. Ms. Schneider: Aye. Mr. Carroll: Aye. Dr. Miller: Aye. Mr. Holland: Aye. 5. Closing Remarks Mr. Holland thanked fellow Board members for their time and effort during the interviews and the productive discussions afterward, noting this is one of the most consequential hires the Board will make. He stated residents deserve a police chief who will lead the department with the courage of their convictions, build trust, and work alongside the community to respond to local needs. He further stated all the candidates were qualified and capable of doing the job, and it will ultimately come down to who the Board feels is the best fit for Chesterfield. He stated the Board's due diligence will continue and hopefully position the Board through further discussion in selecting the top candidate that has also been properly vetted. 6. Adjournment On motion of Dr. Miller, seconded by Ms. Schneider, the Board adjourned at 4:40 p.m. to the VCU Real Estate Trends Conference on October 10, 2024, at 7:30 a.m. at the Henrico Sports and Events Center.
