This plan is based on an enrollment of 10,000 students to be achieved over the next 15 - 20 years. This plan proposes construction within the existing campus and significant expansion of the campus. The plan proposes expansion to the west to Chesterfield Avenue and improvements of the campus edges and entrances. In addition, the Richmond District Urban Land Institute has analyzed and recommended expanded retail services and physical improvements to Chesterfield Avenue in Ettrick. This study was produced in concert with the VSU Campus Master Plan, and will be presented by Laura Lee Garrett, ULI Technical Assistance Panel Chairperson. " ,,~t.l~ . ,-. Virginia State University ("VSU") is located within Ettrick. Ettrick is a local commurity within Chesterflfk:l County but is not a separate governmental jt.risd'lCtion. 'MIile VSU continues to grow and improve its campus. it also faces geographic limitations. Currently there are also limited support sen-ices for the University provided within the Ettrick community. As part of VSU's Strategic Plan and Visionary process, the University and the County of Chesterfield requested a TAP to evaluate what services might be needed to support VSU students, faculty. and employees while supporting and reinvigorating busilesses in Ettrick. As part of the University's long tenn development and growth, the TAP also evaluated the physical relationship of Ettrick to VSU and what improvements could be made to enhance the relationship between the University and the Ettrick community. Ettrick is located in the southernmost area of Chesterfield County immediately west of the Oty of Colonial Heights and north of the City of Petersburg. While the community designated as Ettrick is about 3.3 square miles, the TAP concentrated its review on the commercial core located along Chesterfield Avenue and its relationship to the VSU campus. Ettrick is an historic commUllty and the County has recognized the need to apply special development criteria to the area. In J004, the Comty adopted a separate section of the County's Comprehensive Plan (Ibe,fttrick_~.'mageJ~lao) to guide the development within Emick. The commercial area is also delineated i1 the J'" Chesterfield County Zoning Ordim1nce as Emick Village Core. The Emick \fjftage Core consists of properties that primanly front on Chesterfield Avenue from the County's southern boundary and temrinating at the railroad and railroad station just to the north of where Chesterfield Avenue turns toward Hickory Road (generaVy the area of focus for the TAP panel). The Zoning Ordinance establishes special development standards for the Ettrick Village. The Ettrick Village Core consists of 3JlPfoximate(y 60 acres and about 160 parcels. Chesterfield Avenue forms the north-south spine of the EUrick core, while River Road is the east-west artery. A main north-sooth ax and Amtrak Une runs through tht heart of Ettrick. (n tht 19905. a f1yoverlbridge on Chesterfield Avtnue was built to eiiminate the at-grade railroad crossing in E ttrick. ~'hile this bridge has served to minimize vehicular disruption over the railroad, it substantially changed the focus of the Ettrick community. Chesterfield Avenue starts at the Petersburg and Chesterfield County ~ris~ctional line. which is also the Appomattox River. As one crosses the Appomattox from Petersburg, one cf the main entrances into the VSU campus is visible; however, this entrance is not as widely used as th~ River Road access. Pedestrian sidewalks are located on both sides of the road but cirectly abut the road.-vay iIld there are no designated bike lanes. Several cross streets establish a basic street grid and create regular ntersect:ions almg Chesterfield Avenue. . The character of Chesterfield Avenue is primariy canmercial and rental housing wittJ a few single famny residential uses, canmunity fadlities, and some vacant properties. There are approximately 95 structures within this area. Some were bunt at the tum of the century ilto the 1920$. Others are much later il their calstruction. The condtion of the structures range fran faiiy new or newly renovated to seemingly abandoned. Except 1d/VJ.:'> for a few examples, most of the structures are fairly smple in their Calstruction and ornamentation. Virgilia State University occupies approximately 570 acres i1 the Ettrick canmunity. Randolph Fann, a 416-acre agricultural leaming center is located on the western side of Enrick and has significant fra'ltage along the Appomauox River. The balance of the acreage, or about 150 acres, forms VSU's main canpus. The southern portion of the canpus directly abuts Chesterfield Avenue. Other portials of the main campus adjoin parcels that front on Chesterfield Avenue. StreeJ9~ape_lmprovero~J~ There is no "pretty from door" for Ettrick or VSU and no sense of arm'al at either. The panel felt that the first change in Ettrick should be improvements to the streetscape on Chesterfield Avenue. The recommended street improvements included narrowing the road width by adding a tree planting strip along the existilg sidewalks. This will not only make walking more pleasant and safer. it will also narrow the street. automatically slowing traffIC through Ettrick. The panel also recommended improvements to .ignage, particularly directional signage. They recommended a banner program to emphasize the "loop" from the Boulevard in Colonial Heights to Petersburg. The consensus was that with minimal costs, an enhanced streetscape can help people see what is coming and win build excitement for the future. Maintaining 15 to 18 year old school buses is not cost effective and makes it difficult to meet acceptable service levels for pupil transportation. Funding as requested below would be used to assist in replacing an aging fleet. As has the county, schools has experienced increases in construction costs for their capital projects. Staff recommends the Board designate funds for school capital projects that would be available for appropriation with adoption of the FY2008 budget and ClP. When the ordinance was first adopted, the county's population density was less than 500 persons per square mile and the county was prohibited by state code (~ 15.2-901) from applying its tall grass ordinance to vacant agricultural property. Planning department staff reports that Chesterfield's population density as of the 2000 decennial census is 572 persons per square mile. Based on this data, the county is now entitled to amend its weed ordinance so that the 18" height limitation applies to vacant property in agricultural districts. The principal purpose in extending the weed ordinance to agricultural parcels is so that agricultural property which is used principally for residential purposes will be subj ected to standards similar to residentially zoned parcels. The county administrator or his designee shall certify the costs and expenses to the treasurer of the county, who shall collect such amount; and if such amount shall remain unpaid for a period of 60 days, then the treasurer shall certify such charges as being unpaid to the clerk of the circuit court of the county, who shall maintain a record book of such delinquent costs and expenses in the records of the clerk's office. !fl Every charge authorized by this section as a result of a violation of paragraph~ (a)(I) or ~ with which the owner and lien holder of any such property shall have been assessed and which remains unpaid shall constitute a lien against such property ranking on a parity with liens for unpaid local taxes and shall be enforceable in the same manner as provided in Code of Virginia, tit. 58.1, ch. 39, arts. 3 and 4 (~~ 58.1-3940--58.1-3974), as amended. Executive SUmmary: In October of 2000, the Board of Supervisors adopted the Watershed Management Master Plan and Maintenance Program for the Swift Creek Reservoir Watershed (UMaster Plan"). The Watershed Master plan included the construction of a system of retention ponds located on perennial and intermittent streams, enhanced floodplains, riparian wetlands, riparian corridor management areas and stream restoration projects. All of these facilities are called Best Management Practices (BMPs), which serve to filter pollutants out of storm water runoff. The goal of the plan is to ensure that pollutants from existing and new development are reduced in order to minimize the number and severity of algal blooms and other water quality problems in the reservoir. The county has been advised by regulatory agencies that the in-line (on flowing streams) regional BMP pond component of the Watershed Master Plan may not receive permitting and any future regional facilities should require off- line (not on-flowing streams) construction. Sec. 19-58. Floodplain regulations. The proposed amendment removes various references from the Zoning Ordinance that require consistency with the "Watershed Management Plan for the Swift Creek Reservoir" . . Sec. 19-233. General performance criteria. The proposed amendment requires a bond, letter of credit as approved by the county attorney or cash escrow in the amount of $1,500 per impervious acre for maintenance of BMPs in commercial development. . (2) RMA performance criteria shall not apply to land used for agricultural purposes, except for the requirements in subsection (h)(I) above. (ii) The director of environmental engineering may authorize the developer to use a retention or detention basin or alternative best management practice facility to achieve the performance criteria set forth in this chapter. Gk) The department of environmental engineering shall require evidence of all wetlands permits required by law prior to authorizing grading or other on- site activities. 000 Sec. 19-237. Upper Swift Creek Watershed. The Upper Swift Creek Watershed consists of all land in the county located upstream of the Swift Creek Reservoir Dam. Sec. 19-238. Development regulations. Any use, development or redevelopment of land in the Upper Swift Creek Watershed shall meet the following performance criteria: (a) No more land shall be disturbed than is necessary to provide for the desired use or development; (b) Indigenous vegetation shall be preserved to the maXImum extent possible consistent with the use or development allowed; (c) Land development shall minimize impervious cover consistent with the use or development allowed; (d) (1) Stormwater runoff shall be controlled to achieve the following: 1925(05)(23):72896.1 Rev ~ d 9/25/06 @ 11 :08 a.m. 5 000022 a. For any new use or development, the post-development, nonpoint- source pollution runoff loads of phosphorous and lead shall not exceed the following: (i) Phosphorus: 1. The post-development total phosphorus load for residential uses located in areas identified in the Midlothian Area Community Plan for low density residential (1.01 to 2.0 units per acre), in the Route 288 Corridor Plan for Residential (1 to 2.0 dwellings per acre), and in the Upper Swift Creek Plan for single family residential:- (2.0 units/acre or less)~ shall not exceed 0.22 pounds per acre per year. 2. The post-development total phosphorus load for all other uses shall not exceed 0.45 pounds per acre per year. (ii) Lead: 1. The post-development total lead load for nonresidential uses and residential uses at a density greater than 2.0 units per acre located in areas identified for such uses in the comprehensive plan shall not exceed 0.19 pounds per acre per year. 2. The post-development total lead load for all other uses shall not exceed 0.03 pounds per acre per year. b. For redevelopment sites not currently served by water quality best management practices, the' existing nonpoint-source pollution runoff loads of phosphorus and lead shall be reduced by at least ten percent after redevelopment; however, the loads of such elements need not be reduced below the levels set forth in subsection (d)( 1 )a. c. For redevelopment sites currently served by water quality best management practices, the post-development, nonpoint-source pollution runoff loads of phosphorus and lead shall not exceed the existing loads or the loads set forth in subsection (d)(I)a, whichever are greater. (v) use of peroetual conservation or open space easements. and (vi) if the fore2oine mitigation measures are not adeauate to achieve the required control. payment to the County of cash sufficient to achieve the reauired control through other mitigation measures as determined by the director of environmental engineering. Mitigation measures shall be approved by the director of environmental engineering only when: (i) the proposed mitigation measures are located within the Upper Swift Creek watershed. (ii) the proposed mitigation measures are sufficient to achieve the required control. and (iii) the applicant provides an engineer's certification that there is no viable means of sufficiently achieving the required control on site. Unless otherwise determined by the director of environmental engineering. mitigations measures shall be located in the same subwatershed of the Upper Swift Creek watershed. b. Property that the director of planning has determined to be vested as to the right to comply with the required control throueh pro rata payments for regional BMPs pursuant to Article VI of chapter 12 repealed r date of adoption 1. shall achieve compliance through (i) a pro rata r>avment eaual to what would have been required under chapter 12. which shall be used for mitigation measures in the watershed as determined by the director of environmental eneineering. (ii) compliance with the other provisions of 19- 238(d)(2). or (iii) a combination thereof. c. DAVID POTHEN ABRAHAM UPON ATTAINING THE RANK OF EAGLE SCOUT WHEREAS, the Boy Scouts of America was incorporated by Mr. William D. Boyce on February 8, 1910, and was chartered by Congress in 1916; and WHEREAS, the Boy Scouts of America was founded to build character, provide citizenship training and promote physical fitness; and WHEREAS, after earning at least twenty-one merit badges in a wide variety of skills including leadership, service and outdoor life, serving in a leadership position in a troop, carrying out a service project beneficial to his community, being active in the troop, demonstrating Scout spirit, and living up to the Scout Oath and Law; and WHEREAS, Mr. David Pothen Abraham, Troop 806, sponsored by Woodlake United Methodist Church, has accomplished those high standards of commitment and has reached the long-sought goal of Eagle Scout, which is earned by only four percent of those individuals entering the Scouting movement; and WHEREAS, growing through his experiences in Scouting, learning the lessons of responsible citizenship, and endeavoring to prepare himself for a role as a leader in society, David has distinguished himself as a member of a new generation of prepared young citizens of whom we can all be very proud. Harrup, III owns and operates his business at 7714 Whi tepine Road in the Airpark. He would like to complete a three-phase project by first building a 10,000 square foot hangar behind his existing property. This would be followed by a 18,000 to 20,000 square foot Class A office building and finally more condo hangars to accompany that office space. Economic Development proposes to sell Dennis Harrup III 2.4+ / - acres at $55,000 per acre, exclusive of any wetlands. As is customary, proceeds from the sale will go into the Airport Industrial Park reserve for future economic development purposes. Summarvof Information: On October 25, 2006, the Board voted to conduct a public hearing on November 21, 2006, to consider amendments to Chesterfield County Code ~9-132. Under current law, a $25 processing fee is collected from every individual admitted to the County or Regional jail following conviction in a district or circui t court. The processing fees have always been deposi ted wi th the County Treasurer and are appropriated by the Board to the Sheriff's Office to defray the costs of processing persons into the jail. In addition, a fee of $5 is imposed in each criminal and traffic case in which the defendant is convicted of a violation of any statute or ordinance. These fees are remitted to the County Treasurer and are held subject to appropriation by the Board to the Sheriff's Office for the funding of courthouse security personnel, or, if requested by the Sheriff, for equipment and other personal property to be used in connection wi th courthouse security. The 2006 General Assembly amended the state code to require that the appropriation of these fees be made by law for only these purposes.
