Wilson, Gecker, Bass and Litton ABSENT: Mr. Gulley STAFF RECOMMENDATION Recommend approval oflandrnark designation for Miss Minor's Female Academy, subject to the following condition, for the following reasons: Providing a FIRSlt CHOICI~ community through excellence in public service A. The presence of one (1) or more distinguished buildings of high architectural quality and historic interest; and B. This designation will cause no significant adverse effect on future development of the County~ C.ONDITION This d:esignation shall apply to the house and extending a distance of ten (1 0) feet from the house on each side of the ho.use, and the garage, not to include the land underneath th.e garage~ HISTORICAL BACKGROUN.D Miss Minor's Female Academy is a one (1) story, Craftsman-style structure with a basement that was one of the earliest educational facilities in the Village of Chester upon its founding in the mid-nineteenth century~ The property is also rumored. to have once contained a store in the late .19th century.. The Acad.emy offered tuition and board to its female students, with courses in Greek, Latin, French, and. German. as well as art and music. The current gable-roof building was constructed in 1903, and has been in the Lipscomb family for over sixty (6.0) years. The property contains a contributing garage dating to circa 1930 as welL Both structures once had unusual hexagonal slate roofing shingles. GEN.ERAL INFORMATION Location: Northeast quadrant of Harrowgate Road and School Street. Tax ID 789-654-0405 (Sheet 26). Existing Zoning: R-7 Size: 0.38 acre Existing Land Use: Single Family Residential 2 071-11)0165 - I) l~: C 13- BC) S Adjacent Zoning and Land Use: North - C-2; Vacant South - R-7; Public/Semi-public East - R-7; Vacant West - COM3; Office .LAND USE Comprehensive Plan: Lies within the boundaries of the Chester Plan (2005) which suggests the property is appropriate for residential uses of 2.5 units per acre or less. The Plan also encourages the protection and preservation of identified historical and cultural sites. Area Development Trends: Properties fronting School Street in this area consist of single family residential .uses and zoning, as well as public/semi-public uses. M.any of the structures in the general vicinity of this request are of a similar historical nature. It is anticipated that additional residential zoning and land uses will continue in the area as suggested by the current Plan. Extent of Designation: The designation applies to the house, extending a distance of ten (10) feet on each side, as well as the garage, not to include the land underneath the garage. The property lies adjacent to Harrowgate Road, identified on the Cou.nty's Thoroughfare Plan as a 120 to 200 foot major arterial roadway. The proposed condition anticipates the need for future improvements to Harrowgate Road and/or School Street, and seeks to lessen any potential conflict between this designation and roadway improvements. CONCLUSIONS This property lies in one (1) of the County's five (5) existing historical settlements. These settlements have a high concentration of historical buildings and sites that are important reminders of the County's past..
