Amendment to Condition 6, to permit an additional freestanding sign within the complex plus an increase in overall square footage of signage from thirty-nine (39) square feet to ninety-five (95) square feet (i.e., fifty-five (55) square feet of building-mounted signage and forty (40) square feet of freestanding sign) for the First Colonial Savings Bank. PROPOSED LAND USE: A shopping center complex has been developed on the subject and surrounding property. A freestanding sign and an increase in the total aggregate sign square footage to identify an existing bank is requested. Approval of the applicant I s request could establish a precedent for larger signs not only within this complex, but along this portion of the Route 10 Corridor. (NOTE: THE CONDITIONS NOTED WITH "STAFF/CPC" WERE AGREED UPON BY BOTH STAFF AND THE COMMISSION. CONDITIONS WITH ONLY A "STAFF" ARE RECOMMENDED SOLELY BY STAFF. CONDITIONS WITH ONLY A "CPCII ARE ADDITIONAL CONDITIONS RECOMMENDED BY THE PLANNING COMMISSION.) CONDITION (STAFF/CPC) Signs shall comply with the requirements of the Zoning Ordinance, Sections 21.1-265, 21.1-266, 21.1-268, and 21.1-269. (p) (NOTES: A. This condition supersedes Condition 6 of Case 84S172 for the request property only. B. Except as noted herein, all conditions of zoning approval for Case 84S172 remain in effect. C. Prior to erection of any signs, a sign permit must be obtained. D. It may be necessary to amend the approved sign package.) GENERAL INFORMATION Location: Fronts the west line of Iron Bridge Road, south of Landfill Drive. Tax Map 114-1 (1) Parcel 20 (Sheet 31). Existing Zoning: R-7 with Conditional Use Planned Development Size: 1.3 acres Existing Land Use: Shopping center Adjacent Zoning & Land Use: North - R-7 with Conditional Use Planned Development; Office South - R-7 with Conditional Use Planned Development; Watertower Shopping Center which is a part of the subject development ; , ~ 2 ~89SN0413/PC/JAN10IA - """ East West - B-1 with Conditional Use Planned Development; Vacant - R-7; Public/semi-public (water tank) PUBLIC FACILITIES Utilities; Drainage and Erosion; Fire Service; and Transportation: This amendment will have no impact on these facilities. LAND USE General Plan: The request property lies wi thin the boundaries of the Central Area Land Use and Transportation Plan, which designates the property for light commercial use. Area Development Trends: The request property and surrounding area has been zoned and/or developed for a mix of office, commercial, light industrial, and public/semi-public uses. Zoning History: On November 28, 1984, the Board of Supervisors, upon a favorable rec- ommendation by the Planning Commission, approved a Conditional Use Planned Development to permit a commercial complex on the request property, adjacent property to the south, and property to the west (Case 84S172). Subsequently, the request property was developed as an out-parcel in Watertower Shopping Center. Conditions of zoning approval for the request site, the adjacent property to the south and property to the east limited the overall development to one (1) freestanding sign, 100 square feet in area and ten C1 0) feet in height, and building-mounted s ignage to 0.5 square feet of s ignage for each one (1) foot of building frontage. A freestanding sign, having an aggregate area of seventy-five (75) square feet has been erected to identify the overall complex, in accordance with the approved conditions. Conclusions: As noted herein, the current request is for amendment to Condition 6 of Case 84S172, relative to signs. Specifically, amendment to permit an additional freestanding sign within the complex to identify First Colonial Savings Bank is requested. Further, amendment is requested to allow an increase in overall sign square footage. Specifically, conditions of zoning allow a total of thirty-nine (39) square feet of signage for First Colonial. Amendment is requested to permit fifty-five (55) square feet of building-mounted signage and forty (40) square feet of freestanding signage for a total aggregate area of ninety-five (95) square feet. It should be noted that plans submitted with the application reflect a greater square footage of building-mounted signage than requested by the application. The applicant has indicated that the larger signage is required to provide 3 89SN0413/PC/JAN10IA better site identity from Route 10. The applicant has also indicated that the proposed signs will comply with the approved sign package for Watertower Shopping Center relative to materials, lettering style, colors, and sign illumination. It should be noted that the sign plans submitted with the application do not conform to the approved sign package. The request property lies within the Emerging Growth Area as defined by the recently adopted Zoning Ordinance. The Emerging Growth Area requirements would permit the out-parcel,' on which the bank is located, one (1) freestanding eight (8) foot high sign, having a maximum area of twenty (20) square feet, and an overall aggregate area for all signs identifying the bank only of approximately thirty-nine (39) square feet. The permitted freestanding sign could identify other tenants on the outparcel occupied by the bank, provided the area of the freestanding sign does not exceed twenty (20) square feet. These requirements are designed to provide individual, freestanding businesses with adequate site identity while discouraging sign proliferation along the corridor. The signs requested by the applicant are larger than would be permitted by existing zoning conditions and the new Zoning Ordinance. Therefore, denial of the applicant's request for additional square footage is recommended. Further, denial of the requested size and height of the freestanding sign is recommended. Approval of a smaller freestanding sign in compliance with the recently adopted Ordinance would be appropriate. (Condition) It should be noted that, since the adoption of the Zoning Ordinance, the Planning Commission and Board have upheld the new Zoning Ordinance sign requirements for similar requests to increase signage. Further, it should be noted that the existing freestanding sign identifying the Watertower Shopping Center can be modified to identify individual tenants, to include the bank. Specifically, the existing sign is approximately seventy-five (75) square feet in area and identifies Watertower Shopping Center and Chesterfield Mini Storage, leaving a net area of approximately twenty-five (25) square feet that could be used to identify the bank or other tenants. It should be further noted that the approved schematic sign package for Watertower Shopping Center complies with Emerging Growth sign requirements relative to sign materials and illumination. As noted herein, the applicant has indicated that the proposed signage for First Colonial will comply with the approved sign package, which would require modification of the materials and lettering depicted on the attached sign elevation. CASE HISTORY Planning Commission Meeting (11/2l/89): There was no opposition present. The applicant did not accept the recommendation. On motion of Mr. Belcher, seconded by Mr. Warren, the Commission recommended denial of the applicant's request and approval of signs as outlined in the condition on page 2. AYES: Unanimous. Board of Supervisors Meeting (12/13/89): Due to an advertising error, the Board deferred this case to January 10, 1990.
