Dear Mr. Marshall:
As chairman of the Legislative Committee of the Longwood Civic Association, Inc.,
I wish to express the Association's o~position to rezoning the property on u.s. Route ~60,
known as La~an's Garage, for cammerc1al use. I believe the request for rezoning was
made by J~e Woodfin, Jr. and David Woodfin.
We believe that spot zoning, such as this would be, is not in the best interest of
the county and definitely not in the best interest of the residents along and near
this section of Route 360. Approval of the Woodfins' request would inevitably lead
to other requests in nearby areas. We do not want the reach of Route 360 between
Manchester High School and Courthouse Road to have the same type of development that ~
has been allowed on u.s. Routes 1 and 301, Route 60, and on Route 360 from Warwick
Road to Chippenham Parkway.
The members of the Association believe that the best interest of the county can
be served by developing commercial areas, similar to shopping centers, at major
intersections about four to five miles, or further, apart with the areas between
being reserved for residential development. This would facilitate developing at-
tractive commercial areas as well as preserving the natural beauty of our highways
and adjoining land areas. At present, a commercial area is developing at the inter-
section of Turner Road and Route 360 and, we understand, zoning has been approved
for commercial development around the intersection of Courthouse Road and Route 360.
From 360 West Shopping Center at Turner Road to Courthouse Road is a distance of
3.7 miles. We believe that these two commercial areas are close enough together to
be convenient to anyone residing in the area.
We request that you and the other members of the Blanning Commission reject the
Woodfins' request and recommend to the Board of Supervisors that the property known
as Layman's Garage retain its present zoning .nd that commercial zoning be denied.
This matter has been before the Planning Commission and the Board of Supervisors
two or three times in the past and commercial zoning has been denied each time. We
do not know of any changes in conditions that would justify approval of the request
at this time. The uLand Use Map", prepared by Mr. Mayo and his staff, indicates
that the best land use along Route 360 from Manchester High School to Courthouse Road
is residential. We urge that you follow the Land Use Map and deny any and all requests
for commercial zoning along Ro~te 360 fram Manchester High School to the immediate
area of Courthouse Road.

Gentlemen:
Less than a year ago we moved to Longwood Acres and
are very pleased. with the surroundings. Our previous
residence was on Brookhaven Road, just off of Hull
Street Road near Chippenham Parkway. It was a very
nice residential area when we moved there several
years ago. However, tbe area has rapidly changed in
the past couple of years with the construction of
townhouse ppartments and small businesses nearby. We
do hope this will not happen to Longwood Acres and
other subdivisions in the vicinity. We feel that the
present zoning laws can deter any undesirable change.
Further, we feel that any additional commercial
development along Hull Street Road between Turner Road
and Courthouse Road is not in the best interest of the
County and the citizens. Commercial development is
just as necessary as residential development, but it
should be restricted as much as possible to existing
commercial areas or planned commercial parks.
We trust this letter will be given your thoughtful
consideration in making decisions pertaining to the
aforementioned matters.

along U.S. Route 360 to such zoning am. thusly jeopardize and negate the
efforts of those of us vTho have invested heavily in the county for w:~at
we think to be its most desirable uses.
