Association by about twenty-five (25) members of th~s

Supervisors of Chesterfield County to rezone the property

of such action with particular emphasis on the environmental

Gentlemen:
Considering all. aspects of the' matter the Board of Directors
of the Bon Air '.Civic Association strongly reconunends that re-
zoning of the above described lot to Classification C-l
(buslness) be denied for the fOllowi?g reasons:
(a) The development in the lmmediate vicinity of this
lot is residential. The area is an old and beautiful
residential area and should not be marred by a
business establishment.
(b) We see no necessity for additional business establish-
ments in this area to. serve. the local population..
(c) If this lot were zoned to. bu'siness, .i t could well lead
to a chain re-action of requests for rezoning to
"business" by others endeavoring to salvage' some value
from their present home locations. Such' chain re-
action would completely destroy the residential
atmosphere of a la~ge s~gment of the Bon Air area.

This matter has been discussed by telephone
with ~~. ~~yo. I defer to your judgement as to
whether or not Buford Road is ready to turn
commercial at this time.
It would be preferable that a use permit be
granted in this particular situation rather
than C-1 zoning.
My only concern is the danger involved in
on-the-street parking. The use permit should
contain this qualifying condition: U AT THE
FOURTH INSTANCE OF ON-STREET PARKING BY ANY
PERSON VISITING OR USING THESE PREMISES WHICH
IS REPORTED TO THE BOARD OF SUPERVISORS BY
REGISTERED LETTER, THIS USE PERMIT SHALL BE

Gentlemen,
Since writing to the Planning Commission on }larch 10, a copy
of that letter being attched, my position has firmed up towards
more direct opposition to this rezoning.

My feeling is that if any change in use is to be permitted, it
should be accomplished with a distinctly restricted use permit
rather than C-1 zoning. Considering the present physical layout
of Buford Road I feel that on-street parking should completely
:forbidden, with.revocation of the use permit after three or
four reported occurences.
This is still a residential neighborhood. The nearest business
is a block and a half alvay. One has only to compare George Gray's
new shopping center with the piecemeal developed area across
Buford Road to ~gine how unattractive this neighborhood could
become, "and how undesirable as a residential area, were this
spot zon~ to be granted.

Gentlemen:
I am opposed to the rezoning of the parcel
fronting on Buford Road far a distil.nee of 100 feet,
extending westward 190 feet toward McRae Road, with
the f'ront property line beginning at a point 100
feet south of- the intersection of Rattlesnake Road and
f: t:
Buford Road.
My property fronts on McRae Road 100 feet beginning
at & point 100 feet south of the intersection of McRae
Road and Rattlesnake Road, and is west of the property
for which rezon.ing is requested, with the rear proper:ty
limes of both parcels adjoinimg.
I feel that rezoning of property fronting on Buford
Road and extending 190 feet westward toward McRae Road

would result in a devQ.luation of property nearby on McRae
Road for residentia.l ,purposes and would not be in keeping
with nearby commerc~al development, which utilizes property
on McRae Road for buildings and the parcel fronting on
Buford for parking.
Adequate parking on a 100 by 190 feet parcel on
Buford Road, for mosttoffice and business uses, would
necessitate converting a good part of the rear yard of
the Buford property into parking space, because of a
lack of on-street parking on Buford. The resulting noise
and activity, even if iRfrequent, would be an inconvemiemce

to residents of McRae Road.
The parcel for which rezoning is requested is less
than two blocks from the Bon Air School, and because of
the lack of sidewalks in the school area, I think it would
be unwise to initiate any activitj which would have the
ultimate effect of increasing the traffic couht on roads
near the sohool, because of the number of elementary school
pupils who walk to and from school.
