hand retail store is first permitted in a Community Business (C-3) District. An amendment is
proposed to permit second-hand retail store use on the property.

Proposal
A second-hand retail store is proposed on the subject property. The store would be located
within a building previously occupied by a flooring business. Case 88SN0202 permits Corporate
Office (O-2) and Neighborhood Business (C-2) uses within Parcel H. A second-hand or
consignment store is first permitted in the Community Business (C-3) District. The applicant
requests amendment of current zoning to include the proposed use. Conditions are
recommended to ensure compatibility with surrounding commercial uses.

Mr. Jones commended the applicant and citizens for a well-attended
community meeting, and for the satisfactory presentation of zoning conditions
to integrate the use into the Bellgrade Community. Ms. Freye asked whether
conditions would control hours of operation. While the applicant had
previously stated the intended hours for between 10am-5pm, no zoning
condition was proposed for the hours of operation.
