REQUEST: Conditional Use to permit a residential stock farm in a Residential (R-25) District.
PROPOSED LAND USE:
The applicant proposes to keep a maximmn of nine (9) horses and three (3) goats.

PLANNING COMMISSION RECOMMENDATION
RECOMMEND APPROVAL AND ACCEPTANCE OF THE PROFFERED CONDITIONS ON
PAGE 2.
STAFF RECOMMENDATION
Recommend approval for the following reasons:
A. Given the size of the request property and that goats and horses do not tend to create
nuisances for residential use, if property maintained as outlined in the proffered
conditions, the use should not adversely affect area residential uses.
B. The keeping of horses has been approved on other lots within the subdivision with
no apparent adverse impact.

PROFFERED CONDITIONS
(STAFF/CPC) 1.
Any stock farm use shall be limited to the keeping of nine (9) horses and
three (3) goats. (P)
(ST AFF/CPC) 2.
All facilities and areas associated with the keeping of the stock animals
(stables, pastures, etc.) shall be cleaned and made free of waste on a regular
basis. In addition, the property owner shall employ a means of eliminating
any odor problems and propagation of insects. (P)
(STAFF/CPC) 3.
Facilities and areas (stables, pastures, riding rings, etc.) associated with the
keeping of stock animals shall be located a minimum of fifty (50) feet from
adjacent properties and public rights of way.
(NOTE: In addition to these setbacks, accessory structures such as stables
and storage sheds must conform to the setback requirements of the Zoning
Ordinance for accessory structures in the underlying zoning district.) (P)

UTILITIES; ENVIRONMENTAL; PUBLIC FACILITIES
This request will have a minimal impact on these facilities.
LAND USE
Comprehensive Plan:
Lies within the boundaries of the Southern and Western Area Plan which suggests that
agricultural and forestall uses are appropriate with other development deferred until there
are adequate provision of public facilities.
Area Development Trends:
Surrounding properties are zoned Residential (R-25) and are occupied by single family
residential use within Plantation Trace Subdivision. It is anticipated that these developments
will remain and that additional area development will be occupied by agricultural and
forestall uses since other area development would be deferred as suggested by the Plan.
Use Limitations:
The stock farm use would be limited to the keeping of nine (9) horses and three (3) goats.
(Proffered Condition I)
Development Standards:
Minimum setbacks and maintenance requirements for facilities and areas associated with the
keeping of the horses and goats are proposed (Proffered Conditions 2 and 3). These
requirements are typical to those that have been accepted by the Board of Supervisors for
similar residential stock farms.
CONCLUSION
As noted, while the Southern and Western Area Plan suggest that agricultural and forestall uses
are appropriate for the subject property, Plantation Trace Subdivision was developed prior to
adoption of the Plan. Typically, the keeping of farm animals would be inappropriate in a
suburban subdivision; however, the request property is large thereby affording the ability to
provide setbacks from adjacent property owners. The animals proposed by this application do
not tend to create undue nuisances for nearby residential uses if properly maintained (Proffered
Conditions I through 3). Further, the keeping of similar animals has been approved for other lots
in the subdivision with no apparent adverse impact on the area.
Given these considerations, approval of this request is recommended.

CASE HISTORY
Planning Commission Meeting (12/14/06):
The applicant accepted the recommendation. There was opposition present indicating that
they were not opposed to the keeping of horses, but were concerned about the keeping of
goats and whether or not the animals would be properly secured.
On motion of Mr. Bass, seconded by Mr. Gecker, the Commission recommended
approval and acceptance of the proffered conditions on page 2.
AYES: UNANIMOUS
The Board of Supervisors, on Wednesday, January 24, 2007, beginning at 6:30 p.m., will take
under consideration this request.
