REQUEST: A permit to park a mobile home in a Residential (R-7) District.
RECOMMENDATION
Recommend denial for the following reasons:
A. This mobile home which does not meet traditional single family dwelling design
standards may have an adverse impact on the character of this residential
neighborhood.
B. The mobile home may discourage maintenance and upkeep of single family homes
within the surrounding area.

DISCUSSION
The applicant is requesting a mobile home permit to park a mobile home in a Residential (R-7)
District.
The mobile home is located on property belonging to the applicant.
The subject property is served by public water and sewer.
Staff notes, the subject property is located in the Kerrydale Subdivision which is an older well
established residential neighborhood that was platted in 1950.
Staff finds there are no mobile homes located within one-quarter (1/4) mile of this property.
During staff's field visit, staff observed that the subject property as well as Kerrydale Drive and
Oakdale Avenue were unimproved. Staff also observed a portion of Oakdale Avenue as temporarily
being used as a park.

Given the number of existing homes in the area, staff believes that the following criteria should be
met in order for the mobile home to be compatible with traditional single family dwellings:

minimum 5/12 roof pitch;
placed on a permanent foundation with masonry skirting;
must be multi-sectional;
placed on an individual lot.
This request, which is for seven (7) years, is located in an area designated by the Jefferson Davis
Corridor Plan for residential use of 2.51 - 4 units per acre. Adjacent properties are zoned
Residential (R-7). Development in this area gives the neighborhood a stable residential character.
The applicant has requested that Condition 1 be amended to allow her mother to reside on the
premises.
If the Board grants this request, it will be for a limited time period. Upon expiration of the permit,
the applicants may request a renewal of the permit or may remove the mobile home from the
property.
Our policy, generally, is to oppose new mobile homes in Residential (R-7) Districts. Staffbelieves
that it may have an adverse impact on the character of the residential neighborhood since it does not
meet traditional single family dwelling design standards. Also, the mobile home may discourage
homeowners from performing needed maintenance and upkeep of their property in the surrounding
area.
STAFF RECOMMENDS DENIAL OF THIS REQUEST.
However, if this request is approved, the Board should impose the following conditions:
CONDITIONS
The applicant shall be the owner of the subject property and the applicant's mother
shall be the occupant of the mobile home.
Mobile home permit shall be granted for a period not to exceed seven (7) years from
date of approval.
No lot or parcel may be rented or leased for use as a mobile home site nor shall any
mobile home be used for rental property.
4. No additional permanent-type living space may be added onto a mobile home.
5. The mobile home shall have a minimum 5/12 roof pitch.
