This store is one of the best-preserved stores of its period in Chesterfield. The designation will apply to the structure only. Single Family Uses 320HP0100-2019OCT23-BOS-RPT PLANNING Staff Contact: Rachel Chieppa (804-748-1778) chieppar@chesterfield.gov HISTORICAL BACKGROUND The Hallsboro Store (Attachment 1) was built in 1851 and represents one of the best-preserved stores of its period in Chesterfield. Originally, Hallsboro Store was built as a commissary for a large tannery; however, when the tannery was transformed into a pulpwood and excelsior mill, the commissary was sold and used as a general merchandise store and post office. Both the store and the tannery were built by a local business booster and author, W.W. Baker. Hallsboro Store is a two- story frame building with a hipped slate roof. It has its original front porch, side door hood, and bracketed eaves. The Store still contains the original counter, shelving, floors (upstairs), and windows. The building is currently listed on the National Register of Historic Places and is registered as a Virginia Historic Landmark. The building is currently open and has been in operaHallsboro . COMPREHESIVE PLAN The Comprehensive Plan speaks to the importance of preserving historic and cultural resources. Specifically, the following guidelines and recommendations support this designation: Historic Designations: Encourage voluntary local, state and national historic landmark and district designations through incentive programs. Consider designation of only that area necessary to accomplish preservation thereby affording the option for future use of the remaining area. (Chapter 8: Historical and Cultural Resources) See Chapter 10 Historic Preservation guideline on LU5 AREA DEVELOPMENT TRENDS The area along Mt. Hermon Road is characterized by residential uses on large, non-subdivided parcels. Nearby historically designated properties include the Hallsborough Tavern. Agricultural uses are also found in the area. Residential subdivision is occurring to the east of this location and is anticipated to continue moving westward. HISTORIC LANDMARK DESIGNATION FINDINGS The historic landmark designation is representative of, and compatible with, existing and anticipated area development, and is supported by the countywide Comprehensive Plan. The Comprehensive Plan also suggests that only that area necessary to accomplish preservation be designated. Hallsboro Store remains in its historic setting.
