SUMMARY
The Zoning Ordinance permits parking and storage of recreational equipment in the rear yard of
lots in residential districts. The applicants propose to continue parking a recreational vehicle (boat
on a trailer) within the corner side yard of the request property.

Proposal
The applicants have been parking a recreational vehicle on the property. In June 2019, the
Planning Department received a complaint relative to the parking of a boat within the corner side
yard.
The Zoning Ordinance permits the parking and storage of recreational equipment within a
residential district with certain restrictions:
No more than two (2) items of equipment permitted to be stored outside of an
enclosed building;
Except for loading and unloading, equipment is located in a rear yard and set back
10 feet from the rear property line and 5 feet from the side property line;
Except for repair, wheels on the equipment are not removed;
Equipment is not used for living or commercial purposes; and,
Equipment is not connected to utility services.
These ordinance restrictions are designed to minimize impacts of larger vehicles and equipment on
area residential development and the streetscape. If any of these restrictions cannot be met, the
use may be allowed by conditional use. The applicants’ recreational vehicle complies with the
ordinance restrictions except that the vehicle is parked within the corner side yard. The applicants
are seeking conditional use approval to permit parking and storage of the recreational vehicle in its
current location in the corner side yard.
Alternative Parking and Storage Location
Upon visiting the subject property, staff noted that the boat was stored in the corner side-yard,
approximately sixty feet (60’) from Creekbed Road, and beside a detached accessory building. The
aerial view is shown on Exhibit A (Attachment 2). Asteep bank rises above the street levelto stands
of mature trees and woody shrubsthat screen views into the property. Adetached garage is located
within five feet (5’) of the main house, restricting access from the paved drive to a sloping rear yard.
Drain fields and reserve areas for a septic system are located over much of the front yard and a
portion of the corner side yard.Due to these existing constraints, there is no practical alternative
location for on-site parking which would comply with the Ordinance.

2. Use. This Conditional Use approval shall be for the parking of one (1) recreational vehicle (boat
on atrailer) no greater than twenty-five feet (25’) in length. (P)
3. Location of Recreational Vehicle. The recreational equipment shall be parked within the corner
side yard, as shown on Exhibit A and shall meet the following setbacks: ten feet (10’) from the
rear property line and sixty feet (60’) from the corner side property line. (P)
4. Landscape Screening. Existing mature hardwood trees and woody shrubs within the areas
