Chesterfield, on Wednesday January, 22, 1992, beginning at 7:00 p.m6 in the Public Meeting Room at Chesterfield County Administration Building, Chesterfield, Virginia, will take under consideration the granting of Mobile Home. Permits an the parcels of land described herein. It shall be the policy of the Board of Supervisors that approval .of a mobile- home permit to park a mobile home on a parcel of land shall be subject.to com- pliance with the following Sr~"n8rd Conditions: 16 The applicant shall be the owner and occupant of the mobile home. 2. No lot or parcel may be rented or leased for use as a mobile home site, nor shall any mobile home.. be used for rental property. Only one (1) mobile home shall be permitted. to be parked- on an individual. lot or parcel. 3. The minimum lot size, yard setbacks.~ required front yard, and other zoning requirements of the applicable zoning district shall. be complied with, except that no mobile home shall be located closer than 20 feet to any existing residence. 4. No additional permanent-type living space may be added onto a mobile home. All mobile homes shall be, skirted- but shall not be placed on a permanent foundation.. 5. Where public (County) water and/or sewer are available, they shall be used. 6. Upon being granted a Mobile Home Permit., the applicant shall then obtain the necessary permits from the Office of the Building Offi- cial. This shall be done prior to the installation or relocation of the mobile home. 7. Any violation of the above conditions shall be grounds. for revoca- tion of the Mobile Home Permit. "-'" . HALLETT request renewal of Kobile Home Permit 86SR170 to park a mobile home in a Community Business (B-2) District. The density of the proposa1 is approx~tely .94 units/acre. The Comprehensive. Plan designates the property for commercial use. This property fronts the north line of East Hundred Road. approximately 350 feet west of Rivers Bend Boulevard, and is better known as 210 East Hundred Road. Tax Map 117-12 (4) Westover Farms, Lot 22 (Sheet 33). The first permit was issued on November 25, 1981. The mobile home is located on property belonging to Deborah M. Mintz and. is served by the public water. and septic systems. Staff finds there are no mobile homes located' within one-quarter (1/4) mile of this property. The mobile home is located in an area designated by ~he Eastern Area Land Use and . Transportation Plan. for commerc.ial use. Adja'C-ent property is zoned Agricultural (A), Community Business (B-2) and General Business (B-3). This request, which is for seven (7) years, appears to be in character with the neighborhood at the present time. Several residences- exist to the north and east of the subject property; however the neighborhood is expected to redevelop as the Riversbend project proceeds. If this were a request for a new mobile home instead of a renewal, staff would recommend denial.. Because of the present and future development in this area,.' staff believes tbat the Board should advise the applicant to look upon this request as a temporary dwelling and, if approvedt it mayor may not necessarily be renewed.. The applicant has requested an exception to Standard Condition 3 to allow the property to be rented. Staff does not support this exception. A recent Ordinance interpretation would prevent the Board from granting this request with the current zoning.
