REQUEST: Conditional Use to permit a two-family dwelling in an Agricultural (A)
District.
PROPOSED LAND USE:
Conversion of an existing single family residence into a two-family
dwelling is planned.
PLANNING COMMISSION RECOMMENDATION
RECOMMEND APPROVAL SUBJECT TO THE CONDITIONS ON PAGES 1 AND 2.
STAFF RECOMMENDATION
Recommend approval subj ect to the recommended conditions for the following
reasons:
A. The requested land use conforms to the Southern Area Land Use and
Transportation Plan, which designates the property for medium density
residential use.

Use of the existing septic tank and drainfield systems for the
existing dwelling and addition is intended and approved by the Health
Department.
Drainage and Erosion:
Property drains to Ashton Creek. No existing or anticipated on- or
off-site drainage or erosion problems.

Fire Service
Chester Fire Station, Company #1. The proposed zoning and land uses will
not generate additional need for fire protection services.
Schools:
This request will have no significant impact upon the school system.
Transportation:
This request will have a minimal impact on the existing transportation
network.
LAND USE
General Plan:
Lies within the boundaries of the Southern Area Land Use and Transportation
Plan, which designates the property for medium density residential use
(1.51 to 4.00 units per acre). .
Area Development Trends:
Area properties are zoned agriculturally and residentially and are occupied
by single family residences.
Site Design:
The property is currently occupied by a single family residence with an
addition attached to the main structure via a carport. The applicant
wishes to convert the addition into a second dwelling unit.
Conclusions:
The requested land use conforms to the Southern Area Land Use and
Transportation Plan. In addition, the Planning Commission and Board of
Supervisors have typically acted favorably on similar requests. The
reconunended conditions ensure continued compatibility with, and limited
impact on, the surrounding area (Conditions 1 and 2). Therefore, approval
of this request is recommended.
