SUMMARY
A split-zoned parcel zoned Agricultural (A) and Heavy Industrial (I-3) is situated at the intersection
of Discovery Drive and Bermuda Hundred Road. The split zoning occurred as the result of a 1972
countywide rezoning, andsubsequent parcel divisions andrezoning. Specifically, approximately
10.5 acres of the 14.4 acre parcel is zoned Agricultural (A). The applicant proposes rezoning of the
10.5 acres zoned Agricultural (A) to I-3 in order to fully develop this parcel for industrial purposes.

Proposal
Rezoning of 10.5 acres of a 14.4 acre parcel from Agricultural (A) to Heavy Industrial (I-3) is
proposed. This rezoning would result in the entire parcel being zoned I-3.
The Comprehensive Plan suggests the property is appropriate for moderate to intense
manufacturing uses. The proposed rezoning complies with the Plan recommendation for
Industrial land use. Staff supports this rezoning request.

The Comprehensive Plan, which includes the Thoroughfare Plan, identifies county-wide
transportation needs that are expected to mitigate traffic impacts of future growth. This
request will not limit development to a specific land use; therefore, it is difficult to anticipate
traffic generation. Based on light industrial trip rates for 10.5 acres, the development could
generate approximately 380 average daily trips (ADT). Traffic generated by development of the
property will be initially distributed via Discovery Road to Bermuda Hundred Road, which had a
2018 traffic count of 2,100 vehicles per day. Staff supports the request.

The Board of Supervisors initiated request to rezone approximately 10.5 acres from A to I-3 to
eliminate the split zoning across this property is anticipated to generate minimal impacts to the
utilities department.
The property is located within the mandatory water and wastewater connection areas for new
non-residential structures and both systems are available for connection at the property line.
Wastewater capacity available to this property is subject to a capacity agreement between the
adjacent property owners and Chesterfield County. Demands for this property will need to be
evaluated against the capacity agreement and any increases or transfers of capacity would be the
responsibility of the developer.
