Proposal
The applicant began operating an art school on the property incidental to her dwelling in 2001.
In March 2019, the Planning Department received a complaint relative to camping activity on
the property. Upon a site visit, it was discovered than an art school was being operated in the
basement of the home. The camping activity has ceased.
The Zoning Ordinance permits the operation of a home occupation incidental to the operators
dwelling with limitations. While individual student instruction is permitted, group instruction
necessitates conditional use approval as a business operated incidental to a dwelling.
The following provides an overview of the conditions recommended to minimize the impact of the

CONDITIONS
Note: The following conditions are recommended by both the Planning Commission and Staff.
1.Non-Transferable Ownership: This conditional use shall be granted to and for Amy Barr,
exclusively, and shall not be transferable nor run with the land. (P)
2.Use. The conditional use shall be limited to the operation of an art school. (P)
3.Expansion of Use: There shall be no new buildings, or additions or alterations to the
existing dwelling, to accommodate this use. (P)
4. Signage: There shall be no signs permitted to identify this use. (P)
5.Number of Students: Classes shall be limited to eight (8) students. (P)
6.Hours of Operation: Classes shall be conducted a maximum of five days per week.
Hours for classes shall be between the hours of 10:00 a.m. and 7:30 p.m. daily. (P)
7.Employees: Other than family member employees that live on the premises, there shall
