Conditional Use Planned Development to permit a reduction in the number of required parking
spaces in a Neighborhood Business (C-2) District.
Notes:

SUMMARY
Occupancy of an existing 4,950 square foot commercial building by a single retail user is proposed.
This building, originally constructed to accommodate three (3) commercial tenants, required
parking provisions based upon a shopping center use (4.4 spaces per 1,000 square feet of building
area) or 22 parking spaces. A variance, approved in 2005, reduced this number to 20 spaces
(Attachment 2).
The building was recently purchased for occupancy for a single retail user (meat market and small
grocery). A single retail use requires a greater parking ratio (5 spaces per 1,000 square feet of
building area) than that of a shopping center, resulting in a requirement for 25 parking spaces.
Area is not available on the property to accommodate these five (5) additional spaces. As such, an
exception is proposed to permit the existing 20 parking spaces to serve use of the building by
single and multi-tenants.

Proposal
Occupancy of a former three-tenant building by a single retail establishment is proposed.
Originally developed as a shopping center, the Zoning Ordinance requires 4.4 parking spaces
per 1,000 square feet of building area. Based on a 4,950 square foot building, 22 parking
spaces were required. Reduced by a variance approved in 2005, the property currently
contains 20 parking spaces. (Attachment 2)
The building was recently purchased for occupancy by a single retail user (meat market and
small grocery). No longer considered a shopping center, this single retail use requires 5.0
parking spaces per 1,000 square feet of building area (or 1.0 space per 200 square feet),
yielding 25 parking spaces. Area is not available on the property to accommodate 5 additional
parking space. Approval of this conditional use planned development would reduce the parking
provisions to the existing 20 spaces for a single- or multi-tenant user.
Staff supports the exceptions to the number of parking spaces. Current parking provisions have
previously accommodated three tenants within this same building with no known adverse
impacts, and should adequately serve a single retail use.
