Monthly Report on District Improvement Funds
Report Date: March 23, 2022
Prepared By: Budget and Management
The County annually budgets $33,500 in discretionary funds, referred to as District Improvement Funds
(DIF), for each of the five magisterial districts that are used to improve the quality of life in each
district. The DIF allocations can be used for public improvements, purchase of county-owned
equipment, public events or programs, public school programs, and other legally allowable expenses.
In addition, if funds remain in DIF accounts at the end of each fiscal year, up to $37,500 may be
reserved per district at year-end to be utilized in a future year. On June 23, 2021, the Board authorized
a one-time waiver of the rollover cap on District Improvement Funds to make available in FY2022 funds
that were unable to be spent due to the COVID-19 pandemic.
This report shows the cumulative use of District Improvement Funds for FY2022 as well as the current
funding available for each district. Requests to use funds for the current month are detailed below and
listed as a proposed use on the summary chart for that district. Upon Board of Supervisors acceptance
of this report each month, staff will execute proposed DIF requests.
There is one DIF use proposed this month. Acceptance of this report by the Board constitutes Board
approval of this request.
March 2022 Request:
Transfer up to $7,850 ($3,925 each) from the Clover Hill and Matoaca District Improvement
Funds to the Parks and Recreation Department to fund the purchase and installation of a new
scoreboard on the varsity softball field at Manchester High School. The Board can transfer
public funds to the Parks and Recreation Department to purchase and install scoreboards since
this is a capital improvement to County property. The purchase of materials and improvements
must be accomplished in accordance with the Virginia Public Procurement Act and County
purchasing policies.
Transfer up to $1,000 from the Midlothian District Improvement Fund to the Chesterfield
County School Board for a drug and alcohol free post-prom celebration at Midlothian High
School. The County is authorized to transfer funds to the School Board but only if the transfer is
contingent on the money being placed in capital projects or school operating accounts to be
applied solely to appropriate school-funded post-prom activities. The school system must also
write checks directly to vendors who will be supplying goods or services to post-prom activities.

Nominate and appoint Mr. Jim Ingle to the GRTC Board.
Summary of Information:
GRTC is a publicly owned corporation which was formed to provide public transportation services in the
Richmond regional area. Chesterfield County and the City of Richmond each own 50 percent of the GRTC as
its two sole shareholders. GRTC is governed by a six-member board of directors, three appointed by the
Chesterfield Board of Supervisors and three by the Richmond City Council.
Staff recommends the appointment of Mr. Jim Ingle, Bermuda District Supervisor, to fill the remainder of Mr.
Ian Millikan's unexpired term on the GRTC Board. Mr. Ingle's term will be effective immediately and will
expire October 20, 2022. Board members concur with this appointment.
Under the existing Rules of Procedure, appointments to boards and committees may be nominated and
appointed at the same meeting. Nominees are voted on in the order in which they are nominated.

RECOGNIZING SERGEANT TIMOTHY R. HELLERSTEDT UPON HIS RETIREMENT
WHEREAS, Sergeant Timothy R. Hellerstedt will retire from the
Chesterfield County Police Department on April 1, 2022, after providing
over 25 years of quality service to the residents of Chesterfield County;
and
WHEREAS, Sergeant Hellerstedt faithfully served the county as a
Patrol Officer, Senior Police Officer, Master Police Officer, Career
Police Officer and Sergeant; and
WHEREAS, Sergeant Hellerstedt has also served as a Field Training
Officer, General Instructor, Firearms Instructor; Ballistic Shield
Instructor, Armorer, and Breathalyzer Operator; and
WHEREAS, during his tenure, Sergeant Hellerstedt has served as a
member of the Police Honor Guard, Special Response Unit and SWAT Team; and
WHEREAS, Officer Hellerstedt earned a Chief's Commendation for his
quick actions, interview skills and teamwork while intervening during a
crime in progress, which led to the arrest of three suspects and obtaining
confessions from three juveniles for burglary and other acts of vandalism
in the county: and
WHEREAS, Senior Police Officer Hellerstedt received a Unit Citation
while serving as a member of the Emergency Response Team. The team
achieved national recognition for the significant number of critical
incidents that were successfully and safely concluded over many years; and
WHEREAS, Sergeant Hellerstedt was awarded a Combat Ribbon for being
in the line of fire when a suspect involved in a domestic dispute pointed
two guns at him, forcing the officer to fire his weapon, incapacitate the
suspect and take him into custody; and
WHEREAS, Sergeant Hellerstedt was awarded a Meritorious Service award
recognizing his eleven years of service on the SWAT team. Sergeant
Hellerstedt served in many capacities, including SWAT operator, sniper,
assistant team leader and sniper team leader. His exceptional performance
while responding to multiple high-risk incidents was crucial to the
department's successful resolution of tactical situations; and
WHEREAS, Sergeant Hellerstedt was recognized with a Unit Citation as
a member of the Crimes Against Property Unit for his teamwork in achieving
a case clearance rate significantly above the national average, for
recognizing a connection between property crimes and opioid addiction, and
for offering arrested addicts recovery resources in hopes of reducing
future crimes; and
WHEREAS, Sergeant Hellerstedt was awarded a Chief's Commendations for
his supervision of a pursuit and deployment of officers immediately
following a local bank robbery which resulted in the capture of all three

suspects; and
WHEREAS, Sergeant Hellerstedt is recognized for his strong work
ethic, his teamwork, and excellent communications and human relations
skills, all of which he has utilized within the Police Department and in
assisting residents of Chesterfield County during his career; and
WHEREAS, Sergeant Hellerstedt has received numerous letters of
commendation, thanks and appreciation for services rendered; and
WHEREAS, Sergeant Hellerstedt has provided the Chesterfield County
Police Department with many years of loyal and dedicated service; and
WHEREAS, Chesterfield County and the Board of Supervisors will miss
Sergeant Hellerstedt's diligent service.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors publicly recognizes Sergeant Timothy R. Hellerstedt and
extends on behalf of its members and the residents of Chesterfield County,
appreciation for his service to the county, congratulations upon his
retirement, and best wishes for a long and happy retirement.

RECOGNIZING MS. NANCY B. BROOKING UPON HER RETIREMENT
WHEREAS, Ms. Nancy B. Brooking will retire from the
Chesterfield County Department of Human Resources on April 1,
2022, after faithfully serving the County of Chesterfield and
its citizens for 19 years; and
WHEREAS, Ms. Brooking began employment with Chesterfield
County as Benefits Analyst in 1990, serving for one year before
leaving in 1991 for a promotional opportunity in the private
sector; and returning to the County in 2004 as Compensation and
Benefits Manager for Human Resources; and
WHEREAS, Ms. Brooking’s exemplary performance and service
earned her a promotion to Assistant Director of Human Resources
in 2016; and
WHEREAS, Ms. Brooking successfully earned human resources
professional designations including her Senior Professional in
Human Resources (SPHR) certification in 2005 followed by her
Society of Human Resource Management (SHRM) certification in
2015; and was certified by the Supreme Court of Virginia as a
Dispute Resolution Mediator; and
WHEREAS, Ms. Brooking successfully served in various
leadership roles for Richmond Society of Human Resource
Management, serving as President in 2011; on the Virginia State
Council as Communication Director from 2012 to 2014 and as
Membership Director from 2014 to 2015; as the co-Chair of the
Virginia State Conference in 2018, and as Programs co-Chair for
the first virtual conference in 2021; demonstrating her strong
work ethic, commitment to advancing the human resources
profession and her desire to make a difference; and
WHEREAS, Ms. Brooking shared her vast knowledge with others
by teaching the Human Resource Certification Institute (HRCI)
certification class at VCU’s Center for Corporate Education from
2007 to 2009, and also joined VCU’s School of Business adjunct
faculty in 2015; and
WHEREAS, Ms. Brooking was instrumental in the County
winning NACo awards for the successful design and implementation
of the new Paid Time Off (PTO) Leave Plan in 2012; for the VRS
Hybrid Defined Contribution Training Program in 2016; for the

Wellness Incentive Program and the Retirement Planning Seminar
in 2017; and for the Position Description Questionnaire (PDQ)
Update Project and expanding the Career Development Plan (CDP)
Program in 2020; all of which brought great visibility to
Chesterfield County; and
WHEREAS, Ms. Brooking’s leadership of the County and
Schools contract negotiations for healthcare and other employee
benefits resulted in County and Schools employees receiving
competitive benefits for themselves and their families; and
WHEREAS, Ms. Brooking was a key contributor in Human
Resources, and her solid leadership of compensation and benefits
for Human Resources had a positive impact on the work
environment; and
WHEREAS, Ms. Brooking created and improved numerous
processes and procedures that positively impacted Human
Resources, the County and, most importantly, County employees;
and
WHEREAS, more than anything else, Ms. Brooking has been a
committed and talented human resources professional, loyal
friend to many in the County and the community, and whose
patience, kindness and devotion endures and leaves a legacy; and
WHEREAS, the Department of Human Resources is very happy
for Ms. Brooking and wishes her all the best during her
retirement.

RECOGNIZING CORPORAL RALPH "JODY" G. BURTON, JR. UPON HIS RETIREMENT
WHEREAS, Corporal Ralph "Jody" G. Burton, Jr. will retire from the
Chesterfield County Police Department on April 1, 2022, after providing
over 20 years of quality service to the residents of Chesterfield County;
and
WHEAREAS, Corporal Burton began his law enforcement career over 30
years ago and joined the Chesterfield Police Department under our lateral
police officer program; and
WHEREAS, Corporal Burton faithfully served the county as a Police
Officer, Detective, Senior Detective, Master Detective, Master Police
Officer, Career Police Officer and Corporal; and
WHEREAS, Corporal Burton also served as a General Instructor, Field
Training Officer, Firearms Instructor, Drug Court Officer and was a member
of the Special Response Unit; and
WHEREAS, Detective Burton received two Unit Citation Awards while
serving as a member of the Larceny from Auto Section. The team was
recognized for their professionalism, teamwork, and dedication to duty in
solving cases involving crimes with little or no evidence. Once such case
involved the apprehension of an organized group of thieves known as the
"Felony Lang Gang" that was traveling up and down the East Coast
committing crimes; and
WHEREAS, Corporal Burton obtained his commercial pilot's license and
has served as a member of the Metro Aviation Unit for the past eleven
years; and
WHEREAS, Corporal Burton was recognized with a Chief's Commendation
for his keen observation skills while conducting an arial patrol of the
Metro-Richmond area. Through teamwork and excellent police work, three
armed robbery suspects were apprehended which led to a total of eight
robbery cases being cleared and three dangerous criminals being removed
from the streets of the Metro-Richmond area; and
WHEREAS, Corporal Burton was cited by his supervisors as being a
mentor to his fellow pilots and a role model for the junior officers in
the department; and
WHEREAS, Corporal Burton is recognized for his strong work ethic, his

and effort. The new teachers are those who are in their first year of teaching with CCPS, and does not
include teachers who are new to CCPS but may have taught in other divisions.
2. American Rescue Plan (ARP) Act, Elementary and Secondary School Emergency Relief Fund (ESSER) III
State Set-Aside Funds - Addressing Unfinished Learning, Before and After School Programs, Summer
Programs
Chesterfield County Public Schools has been awarded $1,663,092.74 in additional ESSER funding for
Saturday remediation for Special Education students. Funds will support teachers, instructional aides, and
related services personnel to deliver Saturday remediation programming. Funds will also support
transportation, snacks, and supportive materials. The program will run during the 22-23 school year and the
23-24 school year.

PERTINENT INFORMATION
On May 11, 2021, the School Board adopted the FY2022 annual financial plan totaling
$823,884,700 for all funds, including $33,418,900 for the Grants Fund. The school division was
recently awarded five new grants, which are listed and described below. In accordance with
Policy 7130, the School Board must accept all grants prior to the expenditure of funds.
Awards for New Grants (not included in the FY2022 Adopted Budget):
1) Virginia Outdoor Foundation Grant $8,000
Manchester Middle School has been awarded $8,000 by the Virginia Outdoor Foundation’s Get
Outdoors Fund. These funds will support the “Lion’s Community Cove” project to create an
outdoor learning and gathering space. This space will be an alternative learning space for
students to explore and learn in an outdoor environment, as well as learning to care for and
sustain the plant life that will surround the area.
2) American Endowment Foundation Grant $500
Hening Elementary School has been awarded $500 from the American Endowment Foundation.
These funds will be used by the school’s counselor to purchase snacks, rewards for positive
behavior, and other items that will enrich a student’s time at Hening Elementary School.
3) Virginia Department of Transportation Grant $1,000
Salem Church Middle School has been awarded $1,000 from the Virginia Department of
Transportation’s Safe Routes to School Quick Start Program. These funds will be used to
purchase bicycle helmets for the school’s biking program. The helmets will be maintained at the
school for use by all program participants.
4) American Rescue Plan (ARP) Act, Elementary and Secondary School $65,190

Accept and appropriate the receipt of $60,256.22 from Virginia Housing to support the housing choice voucher
program.
Summary of Information:
The grant that Virginia Housing has given to Chesterfield-Colonial Heights DSS in the amount of $60,256.22 is
to be used at the agency's discretion with the following stipulations:
1. The money must be used for Housing Choice Voucher program purposes only (including staff welfare).
2. The money has to be documented for possible future audits.
3. There is no time limit as to when the monies have to be exhausted.
4. The money must be used for legal purposes only.
The money that was awarded to the agency came directly from Virginia Housing funds and is not supported by
any State or Federal dollars (including CARES Act funds). The funding will be used to re-establish a reserve
account that was used to reduce housing program expenditures charged to the General Fund. Chesterfield-
Colonial Heights DSS receives a per voucher dollar amount each month to administer the Housing Choice
Voucher program for Virginia Housing. The revenue received does not cover the cost of administering the
program each month. The reserve had previously been used to offset a portion of the General Fund money that
covers the difference between Chesterfield-Colonial Heights DSS expenses and revenues. These costs are
primarily salary related. The fund was depleted about two years ago.

Board Action Requested:
Hold a public hearing on proposed ordinance amendments relating to Department of Utilities fee changes.
Summary of Information:
This date and time has been scheduled to hold a public hearing on proposed Utilities ordinance fee changes.
The Utilities Department’s analysis of the FY2023 budget, capital replacement and maintenance projects, and
projections over the next ten years indicate that current revenues, without fee increases, will not be sufficient to
cover operating and capital expenses. As an enterprise fund fully supported by payments from users, fee
increases are necessary to offset costs of capital projects for rehabilitation of pump stations, new and
replacement water tanks, new and replacement water and wastewater lines, investments in older neighborhoods
to replace water and wastewater lines, the county’s contractual share of Richmond water plant projects, as well
as maintaining the integrity of the county’s water and wastewater facilities. The additional revenues are
required to meet the projected longer term operating and capital costs. This rate setting approach supports a
financial plan to manage current and projected capital expenses and is prudent financial management necessary
to maintain the triple AAA bond rating. The proposed changes in utility rates are displayed below.

Customer cost charges $5.08 /month
Water commodity cost charge $2.36/CCF
Water capacity cost charge $7.95/ERU/month
Wastewater commodity cost charge $2.43/CCF
Wastewater capacity cost charge $14.15/ERU/month
A net total increase of $3.1 million in revenues is anticipated from the change in the unit rate of the commodity
charges. The customer, water and wastewater capacity charges are unchanged from FY2022. A typical
residential combined water and wastewater charge will increase $1.54 per month, from $59.17 to $60.71, or
2.6%, based on consumption of 7 CCFs (one CCF is 100 cubic feet or 748 gallons of water).
Utility Connection Fees – There are no proposed fee changes for the water and wastewater capital cost
recovery charge portion of connection fees.
Service Line Charge – The service line charge for a residential five-eighth inch meter will increase by $900,

from $1,900 to $2,800, due to the increase in material cost. The service line charge for larger service lines will
also proportionally increase.
Companion Meter Charge – The installation of a residential companion meter for irrigation usage will increase
by $180, from $620 to $800. This is due to the increase in material and labor costs.

Board Action Requested:
Hold a public hearing on the proposed 2022 tax rates ordinance.
Summary of Information:
This date and time has been scheduled to hold a public hearing on tax rates for the tax year 2022. The County
Administrator's Proposed FY2023 Budget reduces the real estate tax rate from $0.95 to $0.92. All other tax
rates advertised were unchanged from 2021. The $10 gross receipts threshold for BPOL tax is recommended to
increase from $300,000 to $400,000. The vehicle registration fee is proposed to be decreased from $40 to $20.
Based on the advertisement, the Board of Supervisors cannot adopt tax rates higher than those advertised.

Investment Partnership Annual Plan.
Summary of Information:
This date and time has been scheduled to hold a public hearing on the FY2022 Proposed Community
Development Block Grant and the HOME Investment Partnership Annual Plan. The FY2023 recommendation
for this program totals $2,236,200, which is comprised of $1,650,100 in new CDBG allotments, $96,100 in
repurposed appropriation, and $586,100 in new HOME Investment Partnership allotments. These allocations
are based upon the final award notification from HUD of an approved grant amount for FY2023.
The County's Community Development Block Grant and HOME Investment Partnership Annual Plan for
FY2023 is required to be submitted to the U.S. Department of Housing and Urban Development by August 16,
2022. The submission must follow a required public hearing by the Board of Supervisors.
