PROPOSED LAND USE: Continued use of the property as a single-family residence. HISTORIC PRESERVATION AND PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL. HPC AYES: Ms. Howe and Messrs. Daniels, Cogbill, Morris, Walk:er and Emerson ABSENT: Mr. Wallace RECOMMEND APPROVAL. CPC AYES: Messrs. Geck:er, Gulley, Wilson, Bass and Litton STAFF RECOMMENDATION Recommend approval of landmark: designation for the Fuqua Farm, for the following reasons: A. The presence of one (1) or more distinguished buildings of high architectural quality and historic interest; and Providing a FIRST CHOICE community through excellence in public service B. This designation will cause no significant adverse effect on future development of the County. HISTORICAL BACKGROUND Fuqua Farm is a dwelling composed of two (2) late eighteenth century/early nineteenth century one (1) room plan farmhouses joined together in the late nineteenth century. The western half of the house is described by Jeffrey O'Dell as being "one of the earliest and most substantial one- room-plan dwellings recorded in Chesterfield" (O'Dell page 109). Fuqua Farm has been in the hands of the Fuqua family and its descendants since at least before the Civil War. The present owners, also related to the Fuqua's, are in the process of rehabilitating and renovating the house for use as their primary residence. GENERAL INFORMATION Location: West line of Winterpock: Road, approximately 1,800 feet west of the intersection of Bethia and Winterpock: Roads. Tax ID 720-665-5335 (Sheet 23). Existing Zoning: A Size: 1.0 acre Existing Land Use: Single Family Residential Adiacent Zoning and Land Use: North - A; Vacant South - A; Vacant East - A; Single Family West - A; Vacant, R-12 (further west) subdivision under development LAND USE Comprehensive Plan: Lies within the boundaries of the Upper Swift Creek: Plan (1991) which suggests the property is appropriate for Single Family Residential uses of 2.0 units per acre or less. 2 07HP0269- APR25- BOS The Plan also encourages the protection and preservation of identified historical and cultural sites, including this structure specifically. The Upper Swift Creek: Plan is currently under review. The draft Plan also recommends residential uses of 2.0 units per acre or less for this geography. Area Development Trends The area is characterized by single family uses on acreage parcels along the west side of Winterpock: and Bethia Roads, and single family subdivision uses (Birk:dale) and acreage residential (non-subdivision) uses along the east side ofWinterpock: Road. To the west is a developing large subdivision (Southern Land). CONCLUSION This request for historic landmark: designation complies with the Plan and will not have a significant adverse effect on the future development of the County. Futhermore, this is one (1) of the earliest structures still remaining in this portion of Chesterfield, giving a rare glimpse into a former era of County, State and National housing and architecture. Given these considerations, approval of this request is recommended. CASE HISTORY Planning Commission Meeting (3/20/07): The applicant accepted staffs recommendation. There was no opposition present. On motion of Mr. Daniels, seconded by Mr. Morris, the Committee recommended approval of the request. On motion of Mr. Bass, seconded by Mr. Gulley, the Commission recommended approval of this request.
