Whipp recorded in Deed Book 365, page~429 in the Clerk's Office of this County_. ~ You will note that there is recited in the Declaration of Vacation, that the proposed subdivision-daB not conform to the provisions of Chesterfield County Subdivision Ordinance nor to the Virginia Land Subdivision Act. For the consideration of the Board in this matter, I am enclosing a copy of the plat above mel).tioned which shows that the roads are thirty (30) feet wide and I am sure that you would notrecommend that the property be subdivided in this manner. We are endeavoring to expedite this workJ and would appreciate your comments as soon as possible. I would like to point out the following: (1) The space in the present boiler room is very limited. Coutts Re: Chesterffeld County Boiler Plant Steam Distribution lines Dear Mr. Coutts: In line with our telephone conversation of today we vnsh to outline generally the proposed equipment and the scope of the work which we expect to do in connection with the above subject project. The eicisting National cast-iron boiler and oil burner located in the basement of the Courthouse Building does not appear to have the capacity, physical dimensions) or general characteristics for use with the new system. We are) therefore, recommending that this boiler, burner, breech- ing, boiler return trap, and piping immediately around the boiler be removed and sold for salvage or disposed of as directed by the ~.mer. We have checked packaged steam generators and horizontal fire tube steel boilers and find that we can not get them in the existing available space in the basement of the Court House. We propose to use two li-sections, 47 inches wide, cast-iron boilers vnth a net IBR rating of 1,392,000 Btu per hour capacity. Each boiler would have a capacity about equal to two thirds of the requirements of the five existing buildings fed from the present boiler, plus the requirements of the new office building now being erected, and allowing for a 50% increase at present Offic~ Building. This means that one boiler would be able to carry the total load except in very severe weather. These boilers will be arranged back to back, so to speak, ~ith the oil burners and the condensate pump in the center of the room and with the smoke pipes on the end of the room near the short exterior walls. The smoke pipe for each boiler will be carried to a single common induced draft fan located near the existing chimney. The boiler control will be set so that either boiler can be alternated and made the lead boiler for a period of time and the starting of either boiler will automatically bring on the induced draft fan ~nth proper safety controls to lock out the oil burner in the event there is inadequate draft in the smoke pipe going to either boiler. Boilers will be set on brick bases, lined with refractory material. Structural tile ventilating ducts will be provided between 'the brick bases and the existing concrete floor to reduce the danger of cracking of the existing floor due to temperature variations. ~~ e e E. TV~<ER CARLTON, Architect Page 2 January 29, 1958 We have considered the use of three types of burners in connection with the above boilers. The first and the least expensive one under consideration would cost the Contractor approximately $430.00 for each gun type burner with the controls. This burner would only be satisfactory for burning of No.2 fuel oil. The second one considered is a rotary cup type of burner which would burn No. 5 fuel oil and is more expensive in first cost, as it would cost the Contractor approximately $1,275.00 for each burner, controls, and accessories. This burner has the advantage that it ~dll burn a cheaper fuel quite efficiently when operating near the maximum capacity of the burner. We have a capacity requirement which is normally about the minimum for this type of burner-and it may be a little difficult to get proper adjustments and efficiency out of this burner when it would operate with something less than maximum capacity. The atomizing cup of the rotary type burner should be cleaned daily b~ an attendant who has a basic knowledge of fuel burning equipment. The burner requires an auxiliary source of ignition such as bottled gas or natural gas. The third type of an oil burner which we have under consi- deration is a low pressure atomizing burner of the super charger type which can burn either No.2 or No.5 fuel oil, when proper adjustments are made. This burner has the advantage of using the ~nder range of fuel and it is ignited directly by an electrical spark. It has the disadvantage in that it will require an auxiliary oil pump to lift the oil from the tank for circulation to the burner. This burner is not manufactured by as many companies as the other two types, but we believe we can get a competitive bia on this type of burner. This burner, with the supplementary oil pump, the automatic controls, and matching similar accessories to those of the other burners would have a cost to the Contractor of approximately $1380.00 each. The first and third burners considered could be installed ~nth a regular brick base without checkerboard air supply, but the second rotary cup burner mentioned would require a more expensive base under a boiler. The rotary burner will require checkerboard air supply and external air dampers, which the other two would not require. The rotary cup burner would also require gas piping and tanl~which are not reflected in the cost. We do not have sufficient information at this time to establish the exact cost of these items; but, in our opinion, when these costs are considered, we believe that the third type burner mentioned would be a cheaper instal- ~lation than the rotary cup burner, and in our opinion, has the additional advantages in that it can use multiple fuels. Even though it needs attention it would not be as much as required for the rotary cup burner. In our opinion, then, the choice lies between the gun type burner which can only use No.2 fuel oil, and the low pressure atomizing type of burner which can use cold No.5 oil or any lighter grade. We checked ~rith Mr. Stone, the Purchasing Agent, relative to the cost of fuel oil and were advised e e E. TUCKER CARLTON, Architect Page 3 January 29, 1958 that they now purchase their oil from Southern Fuel Oils, Inc. We were advised by Mr. Browning of the Southern Fuel Oils, Inc. that the latest decrease in oil prices brings the contract price to the Chesterfield County down to where they can buy cold No.5 fuel oil at 10.22~ per gallon and No.2 fuel at 12.1 9 per gallon. l~le have made some preliminary operating cost estimates for each fuel oil, based upon these costs, and neglecting any weekend shutdown or holidays. We estimate that the No.2 fuel oil would cost approximately $5,469.20; we also estimate that No.5 fuel oil would cost $4,271.96, which means a saving of $1,197.24. These figures arc on a yearly basis. We want to point out that these figures should not be considered as authentic figures on the cost of operation as basically certain assun~tions had to be made to arrive at these costs. The same assumption as to efficiency, degree days, and other variables were used in each case and the relationship of No.2 oil to No.5 oil should be correct even though the exact cost of operation may not necessarily be correct. We feel that even though the first cost of the oil burners are more expensive for No. 5 fuel and that they are a little more complicated, requiring better mechanical attention, we feel with the above saving in yearly operation, as a possib~lity, that the County should very definitely consider the use of cold No. 5 fuel oil over the No. 2 fuel oil. We feel that the additional investment for the No.3 burner mentioned is an exceptionally good one and would therefore like to recommend this to the County for their consideration. We understand that the County purchased No. 5 fuel oil for several school buildings, which is carried in a separate account from general operating funds. If the County goes along tnth our recommendations on the use of No.5 fuel oil, then it will be the only boiler charged to a general account using No.5 oil. We feel the oil supply tank then should be large enough to take an entire truck load of oil and still have some surplus reserve at the time of filling. We, therefore, recommend the removal of the existing tank, and that a 6000 gallon storage tank be put in at approximately the same location of the existing tank outside of the basement boiler room. The existing chimney in the building is completely inadequate for the installation of the new boilers, even using induced draft fans. The lower brick work of the chimney do~m in the basement is cracked and would not be satisfactory when combustion gases were forced up the chimney at high veloc~ty. We feel for safety reasons and for satisfactory operation of the boilers that it will be necessary to replace the existing chimney ~rlth a larger one. This chimney should have a 2011 x 20" flue liner and should be carried at least 2 feet above the highest point on the roof to meet Code re~ommendattons. We feel that the existing wood stairs down into the basement are a definite hazard. They will be even more of a hazard when the new larger bQilers are installed. For safety reasons we therefore recommend that the existing . e e E. TUCKER CARLTON, Architect Pag~ 4 January 29, 1958 wooden stairs into the basement be replaced by steel stairs which would be narrow. . Cardboard boxes, old pinball machines, and other combustible -materials are stored in the basement at the present time; the new boiler installation will not leave sufficient room for the storing of this material and we would recommend that these articles be removed as a safety fire prevention measure. We propose to layout two alternate systems of underground steam distri- bution to the various buildings. The first design would be based on a Ric-Wil conduit system over to the new office building; and the existing lines to all other buildings would be reused without modification outside of the boiler room proper. The second alternate system of design will show the Ric-Wil system going to the new office building and with new- Ric-lvil lines run to the four existing buildings which are served from underground lines. It will be necessary to use drip points at each building with the second system which will require the construction of a masonry valve and trap drip pits. This vall permit the steam lines to be graded so that the steam and condensate in the supply line can be flowing in the same direction towards the buildings being supplied ,nth steam. The existing Court House Building would be supplied from pipes in the boiler room in either case. We do not know whether the budget ~nl1 stand the new distribution system to the four existing buildings or not; but if it can be secured under the existing budget we feel that it would be a big improve- ment as it ,rill improve on the distribution of steam and vnll increase efficiency of operation, as quite a bit of heat is now being lost from the uninsulated pipe run in tile terra cotta pipe. If we can secure the ne\l distribution system for all buildings, then it will be possible to move the automatic valve over into the drip pits and eliminate some low voltage overhead lines which will require replacement or maintenance in the reasonable foreseeable future. We expect to s~t this up as an alternate bid so the County authorities can make their decision on this item after bids have been received. The electrical system for the Court House comes in at the front of the building at the present time. It was getting rather dark when we made our field inspection of these electrical circuits, and we could not definitely determine; but we are of the opinion that the County Office Building is fed by means of an overhead service from the Court House Building. As near as we could determine, there was only one 15 ampere circuit going to the boiler room, which would be inadequate for any heating system with a larger capacity than that currently installed. We have not completed our heating design and therefore cannot determine the exact electrical requirements. We will have two 2 horsepower motors if the low pressure atomizing type of oil burner is used, two 2 KW electric heaters, 3/4 HP induced draft fan , .. ,., . e E. TUCl<ER CARLTON, Architect Page 5 January 29, 1958 motor, and a condensate pump motor. This electricd load is sufficient to overload the existing electrical service. ~e will .have to work out the details of the new service to the building; but; if it can be worked out with the Power Company we believe it will be advisable to bring a new service into the boiler room and set a main panel at some convenient location in the boiler rOOM. The motors could be fed directly from this panel and a feeder could be run from the panel out to the point of the existing service equipment in the second floor hallway at the front of the building. If this can be worked out, it will mean it \dl1 not be necessary to disturb any of the branch circuits in the Court House Building or the feeder over to the other building; and all of our electric work other than the one feeder would be confined to the boiler room proper. We will definitely make recommendations on this electrical service as soon as we can determine the exact characteristics of the motors for the heating equipment. It was my understanding that you were going to ask the County authorities for a decision relative to the use of No.2 or No.5 fuel oil. If this be the case, we would appreciate having this decision at the very earliest possible moment as we are well advanced with the heating design and cannot complete the work until the decision is reached on this point. I AN ORDINANCE to amend an Ordinance adopted December 11, 1956, to provide for a license tax on motor vehicles.and punishment for_ failure to comply with same by increasing the tax per year on automobiles and trucks.,: providing for exemption of every bus used exclusively for transportation of passengers to and from Sunday School and Church for the purposes of Divine Worship; and require that no vehicle so taxable shall be licensed unless and until the applicant shall have produced satisfactory evidence that all pers onal property taxes upon the vehicle to be licensed, which person a1 property taxes have been assessed or are assessable against such applicant, have been paid. BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF CHES- TERFIELD COUNTY,.VIRGINIA, .that: Se~tions 1, 2 and 6 of the Ordinance adopted Decembe 11, 1956 to provide for a license tax on motor vehicles are hereb amended to read as follows: 1. Automobiles On each and every automobile there shall be. a tax of $6.50 and on each and every motorcycle, a tax of $2.00. This shall not 'be required of any person who does not act- ually reside in Chesterfield County and who does not use his auto- mobile in Chesterfield County in the conduct of his business, occu pation or profession. The word "reside" as. used in this section shall be. construed to mean "to have a place of abode in Chester- field County" irrespective of the intention of any person to retur to some residence outside of Chesterfield County at some future time. 2. Trucks. Trailers..etc. - (a) Every truck trailer semi-trailer and auto-wagon not designed and used for the trans- portation of passengers, operated on the streets, highways, and roads within Chesterfield County, shall be licensed. Each truck and automobile with a gross weight of 6,000 Ibs. or less, not de- signed and used for the transportation of passengers, shall pay a tax of $6.50. (e) Every bus used exclusively for transportation of pas~engers to and from Sunday School ~d Church for the purposes of Divine Worship shall be exempt from paying a tax. (f) Every contract school bus shall be exempt from paying a tax. 6. BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF CHES- TERFIELD COUNTYJ.VIRG~NIA, that: Section 2 of the Ordinance adopted November 29, 1955, to provide for a license tax upon the operator of trailer camps and trailer parks is hereby amended to read as follows: Section 2. There is hereby imposed upon any person engaged in the business of operating a trailer camp or trailer park in the County, an annual license tax of $50.00 for .each trailer lot used or intended to be used as such. ~y person en- gaging in the business of operating a trailer. camp or park in the County shall first obtain the license required by this O~dinan~e.
