REQUEST: A permit to park a mamffacmred home in a Residential (R-7) District.
RECOMMENDATION
Recommend denial for the following reasons:
A. This manufactured home which does not meet traditional single family dwelling
design standards may have an impact on the character of this residential
neighborhood.
B. The manufactured home may discourage maintenance and upkeep of single family
homes within the surrounding area.
C. The manufactured home is constructed with lower standards than a stick built home
or a modular home and may not be able to withstand certain types of weather
conditions.

DISCUSSION
The applicant is requesting a permit to park a manufactured home in a Residential (R-7) District.
The manufactured home will be located on unimproved property belonging to the applicant.
The subject property is served by private well and septic system.
Staff finds there are no manufactured homes located within one-quarter (1/4) mile of this property.
Staff notes on August 1,2001, the Board of Zoning Appeals approved a Special Exception to operate
a mobile road repair service on the subject property. Staffalso notes on August 22, 2001, the Board
of Supervisors approved a Conditional Use to permit a stock farm with horse training and riding
lessons on the subject property.

This request, which is for seven (7) years, is located in an area designated by the Southern and
Western Area Plan for residential use of 1 - 5 acre lots. Adjacent properties are zoned Agricultural
(A) and Residential 0~-7).
If the Board grants this request, it will be for a limited time period. Upon expiration of the permit,
the applicant may request a renewal of the permit or may remove the manufactured home from the
property.
Our policy, generally, is to oppose new manufactured homes in Residential (R-7) Districts. Staff
believes that it may have an adverse impact on the character of the residential neighborhood since it
does not meet traditional single family dwelling design standards. Also, the manufactured home may
discourage homeowners from performing needed maintenance and upkeep of their property in the
surrounding area.
STAFF RECOMMENDS DENIAL OF THIS REQUEST.
However, if the Board desires to approve this request, the Board should impose the following
conditions, which include the standard conditions, plus the following conditions which are designed
to achieve closer compatibility with traditional single family dwellings:
CONDITIONS
· Minimum 5/12 roof pitch;
· placed on a permanent foundation with masonry skirting;
· must be multi-sectional;
· placed on an individual lot.
The applicant shall be the owner and occupant of the manufactured home.
Manufactured home permit shall be granted for a period not to exceed seven (7) years
from date of approval.
No lot or parcel may be rented or leased for use as a manufactured home site nor
shall any manufactured home be used for rental property.
No additional permanent-type living space may be added onto a manufactured home.
The manufactured home shall have a minimum 5/12 roof pitch.
The manufactured home shall be placed on a permanent foundation with masonry
skirting.
The manufactured home shall be multi-sectional.
