REQUEST: The rezoning from Agricultural (A) and Community Business
(B-2), to General Business (B-3).
PROPOSED USE: Speculation.
TAX MAP IDENTIFICATION: In Clover Hill Mag. Dist. Tax Map 17-9 (1)

GENERAL LOCATION: South side of Midlothian Turnpike, west of Research
Road, and east of Old Courthouse Road.
ACREAGE (SUBJECT PARCEL): Approximately two (2) acres.
EXISTING ZONING:
Agricultural (A).
EXISTING LAND USE (SUBJECT PARCEL): Partially wooded with one single
family residence.
ADJACENT AND AREA ZONING AND LAND USE: The majority of adjacent
property is zoned General Business (B-3), with the exception of property
to the North, across Midlothian Pike, which is zoned Community Business
(B-2). Property to the extreme Southwest, developed, or being developed
for some form of commercial use with the exception of the property to
the extreme Southwest which is vacant and wooded.
UTILITIES, SOIL PROFILE, DRAINAGE AND EROSION AND REQUIRED OFF-SITE
EASEMENTS: Information not available at the time of this writing.
PUBLIC FACILITIES: The development of the parcel in question for
commercial purposes will add proportionatly to the overall demand
on area public facilities which is being created by current area
development trends.
TRANSPORTATION AND TRAFFIC: Commercial development of the parcel
and the amount of traffic generated by such development is in keeping
with the expected impact along this section of the Route 60 corrider.
STAFF ANALYSIS AND RECOMMENDATIONS: Since the area is being developed
almost entirely for commercial purposes, it is difficult to expect
that some other land use or zoning the parcel would be appropriate.
However, the application states that there is no intended use, and
the Staff is of the opinion, that the Commission should recommend that
this parcel be zoned to no greater commercial classifications than .
Community Business (B-2). This classification would permit extensive
commercial development while at the same time, prohibiting uses such
as drive-in establishments, boat sales, building material sales yards,

similar uses which are heavy traffic generators and permit outside
storage display and sales.
