REQUEST: A Conditional Use to permit the operation of a Turkey Shoot.
PROPOSED USE:
Turkey Shoot for profit.
GENERAL LOCATION: North of Route 10, South and adjacent to the James
River.
ACREAGE (SUBJECT PARCEL): 66 acres.
EXISTING ZONING: Agricultural (A).
EXISTING LAND USE (SUBJECT PARCEL): A Turkey Shoot as approved by
the Board of Supervisors on November 8, 1972 (Case number 72-42 U)
and a special exception to operate a Turkey Shoot granted by the
Board of Zoning Appeals on January 2, 1974, ( Case Number 74AOOg).
ADJACENT AND AREA ZONING AND LAND USE: Adjacent property to the
east and west is zoned Agricultural (A), while property to the north
is zoned Community Business (B-2). Property to the south is zoned
General Business (B-3). Adjacent properties are for the most part
vacant and wooded.
SOIL PROFILE: In addition to the Turkey Shoot operation, a Borrow
Pit is now or has been in the past, conducted on the parcel in
question. Sandy soils are predominant in this area, and the slope
class ranges from gently sloping into very steep. Erosion classi-
fication indicates moderate to severe erosion potential. The
Applicant should be appraised of this soil situation and made aware
of the necessities to submit drainage and erosion control plans,
should the Borrow Pit operation continue. However it is believed
that the proposed Turkey Shoot will'have no impact in regard to this
situation.
PUBLIC FACILITIES: This use will have no impact in regard to exist-
ing proposed public facilities within this general area.
TRANSPORTATION AND TRAFFIC: Access to the parcel in question is
by means of a dirt road which intersects Route 10. This road is
maintained in good fashion and should adequetly serve the intended
use.
GENERAL PLAN: Vacant/agricultural use for the area encompassing the
parcel in question.
STAFF ANALYSIS AND RECOMMENDATIONS: This request is for renewal of
an existing permit to operate a Turkey Shoot. The current permit
was granted by the Board of Zoning Appeals, and will not expire
until January 2, 1976, however the applic~nt is making the present
request in order to amend hours of Operation which were imposed

by the Board in January 1974. (Due to ordinance amendment, the
operation of Turkey Shoots must be approved as a Conditional Use
rather than a Special Exception thereby now necessitating review by
. the Planning Commission and approval by the Board of Supervisors
instead of the Board of Zoning Appeals.)
As has been standard in the approval of all Turkey Shoot operations
within the County, the Board of Zoning Appeals proposed a conditions
in Mr. lYlays' approval which required that thE! hours of operation for
this Turkey Shoot be restricted to between 9:00 A.M. and 12:00 P.M. on
Friday and Saturday, and that no Sunday operation be permitted. In
the current application, Mr. Mays has requested that he be allowed to
operate a Turkey Shoot on Sundays from 2:00 to 7:00 P.M. Planning
Staff is of the opinion that Mr. Mays should not be allowed to operate
his Turkey Shoot on Sunday, since this would give a Business advantage
which is not enjoyed by other Turkey Shoots in Chesterfield. In addi-
tion, in the past, Sunday shooting has proven to be a muisance and
agravation to the citizens of the county. However, Staff does believe
that since Mr. Mays is making this application one year prior to the
expiration date of a previously granted request, continuation of the
existing Turkey Shoot should bemlowed under the same restrictions
previously imposed with the exception that the Conditional Use be
granted for a period of three (3) years as opposed to the normal two
ye2.r approval.

subject-ro-rhe-following conditions:
1). Prior to the continuance of the operation the Planning Office
shall be presented with written proof of the following:
a. that the operator of the Turkey Shoot has obtained or is in
the process of applying for a business license, as specified
in Section 5-56 of the County Code.
b. that clearance from the Chesterfield Police Department
relative to Section 7-11 of the County Code have been
obtained.
c. that the Police pepartment has certified that this operation
will not violate State and County Weapons Discharge Ordinances
as would be applicable under Section 33.1-349 and Section 7-32
of the Acts of Virginia and Chesterfield County Code.
d. a clearance from the County Health Department that the opera-
tion does not violate state Food and Drink Regulations and
that proper facilities for the disposal of human waste are
provided for as approved.

2. This permit shall be valid for a period of three (3) years, subject
to review by the Board upon re-application for renewal.
3. Hours of operation shall L2 restricted to between 9:00 A.M. and
12:00 P.M. on Friday and Saturday. No Sunday operation shall be
permitted.
4. The use of firearms shall be limited to shot guns only.
5. Alcoholic beverages shall be prohibited.
6. All parking areas and driveways shall be adequately graded and
either paved or graveled.
7. Parking spaces shall be provided at a ratio of one space for every
two participants.
8. Each space shall be 10 ft. x 20 ft. in size.
9. All driveways and entrances shall be at least 25 ft. in width.
10. All site, layout and landscaping plans shall be submitted to and
approved by the County Planning Department, prior to the issuance of
any buildi.ng permit, subject to the provisions established by and set
forth in Article 25, Chapter 17 of the County Code.
