'l'lUs is with further regard to your resolution passed on August 28, 1974, regard-
ing the widening of Route 10 through the business communitg of Chester. 'l'lUs has
been reviewed wi th t:op management in our Central Office as to the status of Route 10
for development to a four (4) lane facilitg from Route 1 to the existing four (4)
l.anes west of Chester. We have completed some surveys and preliminary engineer-
ing has been initiated on this section and we are continuing the planning of Ws
improvement.
It appears sometime after the first of the year our engineers can meet wi th you to
discus~ the plan of development..' Once. tlUs has been done, the Iepartment will be
in a position to advance the plans to. the public hearing stage and place the pro-
posed improvement in line for future funding consideration by the Commission.
As you know, this section of Route 10 is not included in the 'l'en (10) Yea.r Plan
at the present and r~ are behind in our financing by several million dollars. on
primary sgstem projects curren1:1g underwag in Chesterfield Countg. .
You are also aware that additional pri11lliry projects requiring approximately nine (9)
to ten (10) million dollars are tentativelg scheduled .to be advertised tlUs fiscal
year. We have made some allocations to begin preliminary engineering on Route 76
(PowlUte parkway Extended), but we have not as yet been able tcs allocate any funds
'to the construction of Route 288. AS we understand". 4 meeting attended by you .

SUBJECT: The review of I'he Transport::Jtion Improvement Program
At the November meeting of the CommiHec, a resolution concerning the
Transportation Improvemenl Program wcs unanimously' endorsed. This re-
solution was proposed due to the change$ recenf Iy made in the short range
program. Because these changes are significant; a review of the priorities
by the !ocal governing bodies is appropriate. The resolution, as proposed
was that:

In order to implemenr this motion the following procedure is proposed.
RRPDC working with VDH and T will submit to the three representatives
of each affected jurisdiction a listing of the projects for that iudsdiction
as they were originaily shown and with the changes suggested. This
transmittal will includ(.~ a de!:cription of the constraints that made the
changes necessary. it will also include a time I imit within wh!ch the pri-
ority I isting developed by the jurisdiclion should be submitted to RRPDC.
These projects will be compiled h an urbanized area list, mapped a~d pre-
sented to the Transportation Policy Committee at the next regular meeting.
This will allow the Committee to affect en early review of the urbanized
area's list of projects. The Committee can then consider endorsing the list

and forwarding it to VDH and T. If there are any apparent conflicts in this
compiled list, then the governing bodies in each jurisdiction can be apprised
of th is fact and react a5 they see fit.
This process should allow for a rapid dissemination of the 'adiusted program.
If any Committee members have problems with this process as proposed, please
advise me by December 4. If no objections are raised, we will proceed with
the process.

Unified Short Range Transportation Improvement Program
for the Richmond Metropolitan Area
At the October meeting of the R. R. P. D. C. Transportation Committee,
the Virginia Department of Highways and Transportation submitted a
revised construction program for major highways in the region. Almost
every route was deferred for some period of time from this three year
(FJ 75-77) program. At the request of the Committee, the Department
brought representat~ves to the November meeting of the Committee to
explain the changes. The Department listed four major factors for in-
creased cost and the need to reduce the capital construction burden in
the next few years. The Department is now currently receiving 5% less
revenue than they did in 1973 from the gasoline tax. Inflation has
affected recent construction projects at the rate of 15% annually
compounded. Environmental impact statements and court delays are
stalling the construction of several projects.
At the November-meeting several members of the Committee suggested that
the improvement program should be referred to the local elected bodies
for a recommendation as to the priorities so if the county prefers a
different priority than that established within the program, VDHT will
be aware of it. The Highway Department stated that it was ~heir under-
standing that Chesterfield's 'priorities were as follows:
l. 90mpletion of the four laning of Chippenham Parkway.
2. Powhite Parkway be constructed from Route 60 to Chippenham.
3. Virginia 288/295
Many of the projects on the program are not for these three Routes and
therefore we should make a recommendation to VDHT concerning our prior-
ities. VDHT considers several activities .of the local governments as
influencing their programming process: Board resolutions; planning
district transportation Policy Committee meetings; correspondence from
the Chairman and County Administrator; public hearings on specific high-
way improvements; and'the annual allocation public hearings.
Please find attached a list of the Chesterfield County projects shown
on this subject three year program. I suggest we review these projects
and establish a recommended priority to be reviewed and approved by the
Board.

Board Room to consider the following amendments to the Chesterfield
Subdivision Regulations:(a) "8.8 No plat of a subdivision of land
shall be recorded by the applicant unless and until the area is in-
cluded within a residential, business or industrial zoning district
as defined by Sec. 2-1 of the Zoning Ordinance of the County of
Chesterfield, Virginia. "; (b) Amend See. 7.2. and reordain a.s follows:
tiThe subdivider or developer shall at his expense install street; and
utility improvements, and other improvements indicated on the plat, as
hereinafter provided. The cost of engineering design, checking, draft-
ing and field inspection is to be borne by the subdivider or developer.";
(0) Add Sec. 7.2-1. The subdivider or developer of land shall payor
prOVide for the payment of his pro rata share of the cost of providing
reasonable and necessary sewerage and drainage facilities, located out-
side the property limits of the land owned or controlled by him but
necessitated or required, at least in part, by the construction or
improvement of his subdivision or development in areas within the County
where there has been established a general sewerage and drainage program
having related and common sewer and drainage conditions, and within
which the land owned or controlled by the subdivider or developer is
located; and in which areas a total estimated cost of ultimate sewerage
and drainage facilities ~equired adequately to serve the related and
common area has been established. Such pro rata share shall be limited
to the proportion of such total estimated cost which the incre.ased sewage
flow and/or increased volume and velocity of storm water runoff to be
actually caused by his subdivision or development bears to total.esti-
mated volume and velocity of such sewage and/or runoff from such area
in its fully developed state. Each such payment received shall be expend-
ed only for the construction of those facilities for which the payment
was required, and until so extended shall be held in an interest-bearing
account for the benefit of the subdivider or developer; provided, however,
that in lieu of such payment the governing body may provide for the post-
ing of a bond with surety satisfactory to it conditioned on payment at
commencement of such construction."; (d) Amend Sec. 8.4-1. and reordain
as follows: "Whenever a tract to be subdivided includes a proposed site
for a park, playground, school, or other public use as indicated on the
Chesterfield General Plan, such space shall be suitably incorporated by
the developer into his subdivision plat after proper determination of
its necessity by the Planning Commission and the appropriate County
Officer or other pUblic agency involved in the acquisition and/or use
of each such site." (e) Amend Sec. 9.2-1. and reordain as follows:
"Streets shall be designed and located in relation to existing and plan-
ned streets within the general area, to topographical conditions and
natural terrain features such as streams and existing tree growth, to
public convenience and safety, and in appropriate relation to the propos-
ed uses of land to be served by such streets."; and (f) Amend Sec. 9.2-2a.
and reordain as follows: "All streets shall be properly integrated and
coordinated with existing streets, and the proposed system of streets
within and contiguous to the subdivision, and dedicated rights-of-way
as established on the General Plan of the County of Chesterfield, as
amended." These amendments to be effective upon passage as provided by
law.

BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF
CHESTERFIELD, VIRGINIA:
1. That Chapter 6, Article 10, Section 6-215 of the Code of the
County of Chesterfield be, and it is hereby, amended to read as follows:

License Tax; Automobiles and Motor~ycles
On each and every passenger motor vehicle there shall be an annual license
tax of Fifteen Dollars ($15.00); and on each and every motorcycle there shall
be an annual license tax of Five Dollars ($5.00).
2. That Chapter 6, Article 10, Section 6-216 of the Code of the
County of Chesterfield be, and it is hereby, amended to read as follows:
55-216.
License Tax; Trucks, Trailers, etc.
(a) On each and every truck not designed and used for the transportation
of passengers, and not exempt from taxation as otherwise herein provided. the
license tax shall be as follows:
With gross weight of 6.500 pounds or less - $15.00
With gross weight of 6,501 pounds to 12,000 pounds - $18.00
With gross weight of 12,001 pounds to 20,000 pounds - $22.00
With gross weight of 20,001 pounds to 30,000 pounds - $25.00
With gross weight of 30,001 pounds and over - $30.00
(b) On each trailer and semi-trailer with a gross weight of 1501 pounds
or more, the license tax shall be $15.00, and one and two \.;heel trailers \'Jith
a gross weight of 1500 pounds or less of a cradle, flat-bed or open type with
a body length of not more than nine feet and a width oot greater than the width
of the motor vehicle to which it is attached to the owner's own motor vehic1p

Synopsis of. RRPDC Transportation Policy Committee meeting on
December 19, 1974.
I. Institution of mass transit service in the annexed area.
a. Cloverleaf Mall Express Service to be established
about January, 1975, with two trips. in the morn-
ing and two trips in the evening.
b. Forest Hill Express Service will be established
.January, 1975 with two trips each in the morning
and afternoon.
c. Express Service to Chippenham Mall (U.S. 360 and
150) will be established January 1975 with two
trips each in the morning and evening.
d. Forest Hill local service will be provided March,
1975,- with 35 minutes headway during peak times
and ~O minutes headway otherwise.
e. Local service to Cloverleaf Mall will be provided
in March, 1975, with 35 minutes during peak times
and 60 minutes headway at other times.
As you know the Forest Hill Service is in court because Bon
Air Transit is challenging GRTC's right to institute this service.
I would be glad to further explain these services as I understand
them.
II. A Citizen Task force is to be appointed for the 1995 RRATS.
Chesterfield. has been allocated four positions on this Task Force. Mr.
B. J. Merideth Jr., Mrs Gwynn Prideaux and Mr. J. Edward Ryan have been
suggested as Chesterfie1d's represenatives. The County needs to make another
appointment and I would like to know if these three persons are acceptable to
the Board, as we need to act on them at the meeting of the Transportation
Committee.
III. Dan Allen of the City Manager's Office told me that he would like to
have some correspondence from me or you indicating no objections to GRTC
Service to Cloverleaf Mall.

Dear Mr. Burnett,
On May 23, 1974, the Board of Supervisors approved work to be
done at the Midlothian Fire Station in the amount of $8,238.40,
This price coincided with the written proposal of R.W, Dunnavant,
General Contractor, which was procurred by District Chief Vincent
of Company # 5.
On December 13, 1974, we received the bill from the contractor
in the amount of $9,634.85 which is a difference of $1,396.45.
Mr. Woodfin, Director of General Services, contacted the con-
tractor to discuss the difference and seems to be satisfied
with the increase being caused by the rise in cost of materials.
In talking with Chief Vincent, he requests the County to pay
the difference. In the interim, I have approved partial payment
in the amount of $8,238.40 so as not to hold up all of the
contractor's money.
If you could get some indications from the Board of Supervisors,
I would appreciate it.

Dear Mr. Burnett,
Wanda Hudson has been employed in the Chesterfield Fire
Department since June, 1972. When the Fire Prevention
Bureau moved into new quarters, she went as the secretary
in Fire Prevention. However, she also serves as secretary
to the Fire Training Division and does a great deal of the
clerical work for the Maintenance Division.
When Wanda was hired, her starting salary was $3744. She
is presently making $4752.
I respectfully request that Wanda Hudson's salary be in-
creased two (2) steps to $5232, rather than the 5% scheduled
effective January 1, 1975. Any assistance you can give to
permit this increase will be greatly appreciated.

This letter is written pursuant to our conversation
in my office on Friday, December 13, 1974, concerning
a proposed raise for Linda Kay Brugnoli, one of the
secretaries in my office. In my budgetary request for
the fiscal year 1974-75, Miss Brugnoli was raised less
than $500. She came into my employee at $4,752 per
year. Since that time, in my opinion, she has become
a full fledged legal secretary and would justify a change
in grade at this time as opposed to a step raise under
the County System. What I would like to do is change
Miss Brugnoli's title and begin her at Step I under
Grade 25 now at $7,056 per year. This will give her
an increase in pay which she deserves and will put her
on the County Compensation Plan. I would like to do
this effective January 1, 1975.
Miss Brugnoli's services at this point have been
entirely satisfactory and she has become a valuable mem-
ber of my staff. I would also point out that because of
the revamping of my staff in the middle of the year,
the impact of the adjustment in Miss Brugnoli's pay
when compared to what my anticipated overall budget
was in July would not be out of line.
If you have any questions about this please do not
hesitate to call me and I will be happy to appear be-
for the Board of Supervisors.

On December 17, 1974 we received eleven bids for the subject project.
Stamie Lyttle Company was low bidder with a total bid of $17,620.30. The
engineers estimate was$23,803; the next low bid was $18,640; and the second
low bid was $19,182.70. I recommend that the Board of Supervisors approve
the contract with the Stamie Lyttle Company subject to the Planning Director
and the Engineering Department working out an agreement as to payment and
rebates from the developer.

In response to your phone call to Mr. Lux in questioning my
bid responses for the 8 French Horns, I submit the following
statements.
In every make of musical instruments, there are several levels
or models - one for beginners, one for advanced or older students,
a semi-professional, and finally the instrument for the professional.
The characteristics for the beginner's wind instrument is that of
easy blowing and quick response. As one goes up the line, there is
a built-in resistance that only the older ani more experienced
musician can master. The older musician ~iI'Ould "over-blow" the
beginner's horn. The experienced musician needs an instrument that
can "fill up" a large concert hall and carry an intensity of tone.
In the case of the various French Horns on the last School
Board bid, 2 of the instruments that were bid were the only ones in
stock and could not be reordered at that price. We asked for Conn 6-D
or Holton Farkas double French Horns. Both of these models are heavy
and desirable for the senior high players in our advanced bands.
The Reynolds FEG3 (bid by Boykin's and Lail's) are lighter horns,
just a shade "heavier" than the singles that are used by some beginners
but not heavy enough for senior high advanced players. The Reynolds

Dear Mel:
The Board of Directors of the Greater Richmond Transit
Company has amended the 1975-1979 Transit Development Program
to incl ude three new service s which will operate in portions of
Chesterfield County. These include two services into Cloverleaf
Mall and the other along Forest Hill Avenue to Buford Road. The
Board has programmed two of these services, Fores,t Hill Express
and Cloverleaf Express, to begin in January, 1975. The other
service, an extension of the Hull Street 63 local service into the
Mall, is planned for itnplementation in March, 1975.
In accordance with Section 2.03.3 of the Richmond City
Charter, I am requesting Chesterfield County's approval of these
service extensions. In the case of the Forest Hill Express service,
the cost-sharing formula adopted by the Greater Richmond Transit
Company should be used to distribute the cost of that portion of the
service which operates in the County. Mr. Henry Church will be
in contact with you during the next few days to explain all of these
proposed services and the cost-sharing formula.
Following your discussion with Mr. Church, should you have
questions concerning the service extensions I please do not hesitate
to call on me .
