W.fll hold a public hearing at Chesterfield Courthouse, Chesterfield..
Virginia on Tuesday, 23 April, 1974, beginning at the hour of 7:30
P.M.. in the County Board Room to c,pnsider the following amendment
to the Subdivision Regulations: ~dd to Section 4.2 SUBDIVISION the
following: "(4) Fronts on an existing State highway with right-ot-
way, measured from the centerline, equal to one-half of the
right-of-way shown on the General Plan, but in no case less than
25 feet from the centerline."
Copies of this amendment are on file in the Planning Department,
Room 307, Office Building, Chesterfield Courthouse, Chesterfield.
Virginia, for public examination between the hours of 8:30 A.M. and
5:00 P.M. of each regular business day. All persons favoring or

REQUEST: A Variance to build a dwelling on a parcel of land which fronts
along a 50 ft. wide proposed road. This road has been dedicated to
the County.
PROPOSED USE: The applicant plans to build a dwelling on this parcel for
he and his family to live in.
TAX MAP IDENTIFICATION: Dale Magisterial District; Tax Map Sec. 110 (1)
Parcel 55 (Sheet 29).
GENERAL LOCATION: Th~s parcel lies approximately 880 ft. off the south line
of Beach Road, measured from a point 250 ft. west of the intersection
of Beach Road and Qualla Road.
ACREAGE (SUBJECT PARCEL): 5 acres.
EXISTING ZONING: Agricultural -(A)
EXISTING LAND USE (SUBJECT PARCEL): This parcel is vacant and wooded.
ADJACENT AND AREA, ZONING AND LAND USE: Adjacent property is zoned Agricul-
tural (A) and is either vacant and wooded or occupied by a single
family dwelling.
UTILITIES: The Health Department reports this parcel is suitable for
installation of a septic tank and drainfield system, and an individual
well.
DRAINAGE AND EROSION: This request will have no effect on off-site drainage
or land erosion.
TRANSPORTATION AND TRAFFIC: The proposed road which this parcel fronts
along, and which provides ingress and egress to Beach Road, is
unimproved. The road is graveled, however, it is not adequately
ditched, washes out in spots, and has many pot holes.
GENERAL PLAN: The General Plan indicates that this parcel lies in an area
designated for Agricultural use.
STAFF ANALYSIS AND RECOMMENDATION: Staff reviewed the application and finds
that the applicant purchased this parcel from Inez Strange in April
1974. Staff determined that this parcel was created from ?arcel 45,
and is one of thirteen (13) subdivisions of Parcel 45. This parcel
and six (6) of the other 13 subdivision of Parcel 45, have no public
road frontage. The County has already grtnted Variances to building
dwellings on three of the 13 parcels which have no public road frontage.
The last Variance was granted to Mr. Carson G. Bosher at the August
14, 1974 Board of Supervisors meeting. At this meeting it was resolved
that in the future no new Variances would be granted on Parcel 45,
or any of its subdivisons, and that the property owner, Inez Strange,
be so notified. Staff sent Mrs. strange a certified letter advising

Staff visited the site and determined that the 50 ft. wide proposed
road has been cut through, but is inadequately graded and ditched.
Also, the road surface does not appear to provide a satisfactory
means for ingress and egress to Beach Road.
THEREFORE, STAFF RECOMMENDS DENIAL OF THIS REQUEST AND SUGGESTS THAT
THE APPLICANT AND MRS. STRANGE PRESENT A TENTATIVE PLAN AND OBTAIN
PLANNING COMMISSION APPROVAL FOR SUBDIVISION.

this is the tenth subdivision of parcel 45; and that many ot
these subdivisions do not meet the requirements for exemption
from the Subdivision Ordinancej see enclosure 1.
This letter is to advise you that the County will not approve
any further subdivisions, Variances, and/or building permits tor
