RSQUEST: A Variance to build a dwelling on a parcel of land which has no
public road frontage.
PROPOSED USE: The applicant plans to build a dwelling on this property for
he and his family to live in.
TAX MAP IDENTIFICATION: Bermuda Magisterial District; Refer to Lot 7 & 8
Bermuda Ochre Co. (She~t 42).
. GENERAL LOCATION: This property lies 1 mile southwest of Okuma Drive along
a dirt and sand road.
ACREAGE (SUBJECT PARCEL): Approximately 8.84 acres.
EXISTING ZONING: Agricultural (A)
EXISTING LAND USE (SUBJECT PARCEL): These lots are vacant and wooded.
ADJACENT AND AREA, ZONING AND LAND USE: Adjacent property is zoned
Agricultural (A) and is either vacant 'and wooded or occupied by single
family dwellings.
UTILITIES: The Health Department reports that these lots are suitable for
installation of a septic tank and drainfield system and an individual
well.
DR~INAGE AND EROSION: This request will have no effect on .off-site drainage
.J"--' or land erosion.
TRANSPORTATION AND TRAFFIC: Access, to these lots is from Okuma Drive over a
20 ft. wide dedicated road easement.
GENERAL PLAN: The General Plan indicates that these lots lie in an area
" designated for Agricultural (A) use.'
STAFF ANALYSIS AND RECOMMENDATION: Staff reviewed this request and visited
the site. Staff found that access to these parcels is over and across
a one (1) mile long 20 ft. wide private road easement. This road is
constructed of sand and dirt, and when it rains, ,floods over and washes
out at many points. Staff-finds that there are three existing homes
adjacent to the subject property. Staff finds that only one Variance
has been approved for a dwelling in this area. As noted on the attached
map, the subject parcels have been subdivided twice before. Also,
the parcels in the general area of the request are large in area and
are presently undeveloped. In view of the above,. Staff believes that
a building permit can not be issued on this property without Planning
Commission approval.
THEREFORE, STAFF RECOMMENDS DENIAL OF THIS REQUEST AND SUGGESTS THAT THE
APPLICANT BE INSTRUCTED TO PRESENT A TENTATIVE PLAN AND OBTAIN PLANNING

COMMISSION APPROVAL FOR SUBDIVISION. HOtvEV~R, IF THE BOARD SEES FIT
TO GRANT THIS REQUEST, STAFF RECOMMENDS IT BE WITH THE FOLLOWING
CONDITIONS:
1. A SO ft. wide road easement be dedicated to the County from
Point "A" to Point "B" as noted on the a.ttached map.
2. A survey be filed with the Planning Depa,rtment showing access
to all existing and/or proposed dwelling's.
