Dear Mr. Kuhn
Officials of the EttrickFire Department ha.vemade inquiry of
the College to ascertain if it will possible for the -State
to provide a fire engine for the Ettric ire Department,
The Ettrick Fire Department is a voluntary unit and received
its present equipment through Chesterfield County andhas been
able to provide some ofit8 other services through the contributions
of citizens in the County. They had in rind that structures
at the College would constitute the chief potential in event

Gentlemen:
The PAS report was officially presented to the governing
bodies of the three jurisdictions at the March 20, 1959 meeting of
the Regional Planning Commission.
Realizing that this proposal, was of direct and vital con-
cern to the governing officials, and only indirectly a regional
planning matter, the Commission felt that it would like to receive
instructions from the governing bodies before proceeding.
motion was unanimously approved, therefore, which requested the
representatives on the Commission from the governing bodies to
obtain, before the next meeting, an expression from their respective
governing bodies as to exactly what they wish the Commission to do
further in connection with the PAS report,
Interpreting this motion of the Commission and putting it
in any own words, I think the Commission wanted to know: Would the
governing bodies like a general reconunendation, a study of the
detail features of the plan with specific recommendations, an
implementation study, or do they feed, the co fission has compete
its service by presenting the report? How can the Regional ional Planning
Commission best serve the officials of the Area in this ratter?
If I can be of service to you please call on me.
Very truly yours,
A,,Howe Todd

At the February meeting of the Chesterfield Junior Chamber of
Commerce, the President was directed to write the following''
letter by unanimous vote of the membership upon the recoe-
dations of the Stadium Study Cottee:
The Chesterfield Jaycees would like to congratulate the Board
of Supervisors for their approval of the tentative plan of the
proposed changes in Chesterfield Courthouse area to provide
stadium and recreational facilities for the citizens ofChester-
field. The Stadium Co .ttee has examined the plans, as pre -w
pared by LaPrade Brothers, and finds the over„all presentation
to be in keeping with the progressive thinking which we would
like to encourage in County Government.
Chesterfield has long been in need of this type of fnc, ili.ty and
it is the hope of this group that the County will proceed with
the construction as soon as possible.
x e are particularly interested In seeing that the "LittleLeague”
and "PonyLeague" ball Melds receive primary consideration in
the construction program. It is also our hope that these facilities
will be fully lighted for might participation by the youth of
chesterfi4eld
{
'there is now operating approximately 20 Little League teams playing
}18 to 20 games each and 8 Pony League teams playing approximately
y
20 games each. Tiere
are very few facilities to accommodate -these
boys and the need for might facilities is urgent.
E
The membership 'has requested me to offer the services of the
Jaycees in whatever capacity that we might be of service in seeing
that this over- all.p lan becomes a reality.

COMMISSIONER OF ACCOUNTS

March 3 11? 1959
For s eve ra l ye ar s Judge Snead, Chief S m ith and Mls s Lucy. Carr ' ha.'ve
realized' that there' teras a. gr -owing reed. in Chesterfield Cou t r for a Juvenile
r b `tion system-.. 'The probation, work has been handled to this time. by one - of
the workers in- the elfare Department but this has necessarily been:on a: limited
soa.le due 16 lack --of per so=e'l. The cooperation -of the ' li re Department has
been excellent but Miss Corr -realizes- that they have been unable to do the ,fob:
which should be done,
s'e era.l months ago I cont cted.l lr. Herbert A. Krueger, Chief of the
Sf ate Bureau of Juvenile - Prob ation' and Deten lon. at the request -of Judge snea.d.
Mr. Krueger has -made an -,unofficial tr'd r of the problems and ,needs . of this County
with .relation to Juvenile Probation work and has -made a.. i-ritten report to ,Me, a
copy bf which is attached. to -this letter.
After discussing the -matter with Snead, Miss Corr and Chief SMith,
it has, been deter'mmed that we can set up a.Juvenile Probation, De,pa.rtment in. the
Goun y consisting ,of -orie man, one wornm. and a. secretary. As -near as _can be
determin d the total. cost o the Counter for this service ill -not exceed $84, 000, 004
The state of Virginia will pair. one-half of the cost of Personnel and transportation
which makes a 'budget n t to- exeeed $ ; O 0 o. 0 0 for the County posslble. When you
consider that the cost of detaining a Juvenile in, custody for twel e ".months amounts
to $12 00. 00, a. properly run proba.tion'. department: is. economica:ll y s ound even if
we do -not take bite, consideration the 'opportunity, of turning a. potential criminal
into a good ,citi en.
We would like to request the Board'of supervisors, t set up in their 'budget
for , the coming ,gear a. sung not to exceed $8, 000, 00 in _ order. t6 place the probation
d p rtme :t in,per ion-, 'If here are any questions Which._ the Board -might have in,
connection with this matter, Chief S'M ith, and I will be happy to- meet with. the Board

RECEIVED
I rte'— ROW of sw[hvgs

The Board of Directors of the Chesterfield Farm Bureau
at a recent meeting discussed in detail the matter of the
Virginia fire or brush burning law that now becomes effective
in March.
Prior to consideration of this matter our Board had re-
ceived comments from various volunteer fire departments to
the effect that the burning of brush and trash by County
citizens was resulting in numerous nuisance calls to the de-,
partments to extinguish the relatively small blazes.
In Griew of the problem as presented to our Board and the
discussions thatt we have had we believe that there is now a.
feeling developing among some of our volunteer fire groups
that paid firemen should be employed by the county. It is en-
tirely
-
tire .y passible that the Large' number of nuisance calls being
answered by the firemen i s leading t owarthis thinking, The
Farm Bureau Board of Directors do not now believe that the
county can afford the additional expense of paid firemen in
the county budget.
Therefore we respectfully request that the Board of
Supervisors consider tie possibility of the following:
1. Contact all county volunteer fire department and re-
quest comments concerning this matter.
2. Passage of a county ordinance a tond.ing the present
Spring time 4 p.m. brush burning law to require a. year round
application in -Chesterfield County.
Very sincerely yours,
