PROPOSED LAND USE:
'The site is currently occupied by an office building which is a part of the
Crossroads Business Parr. Conditions of zoning allow a single freestanding sign
along Caurthouse road to iden~fy the Park. That sign has been erected. The
applicant desires to erect a second sign of approximately thirty~eight X38) square
feet with a height of ten X10} feet to identify the office building and tenants
therein.

Recommend denial of the sign proposed by the applicant and approval of a sign that would
conform to Zoning Ordinance limitations. This recammendati.on is made for the following
reason:
The condition of zoning approval for Case S3Sa~6 relative to signs was imposed in an
effort to prevent the praliferatian of freestanding signs along Courthouse Road. At that
time, the policy was to preclude individual bindings within office parks fram having
freestanding signs. Since that time, the Zoning Ordinance has been amended to allow
individual buildings to have small freestanding signs. The sign proposed by the applicant
exceeds the height and area permitted by the caning ~xdinance. If ~ freestanding sign
is to be permitted, it should conform to honing ordinance standards.

On May ~5, 19$x, the Board of Supervisors, upon a favorable recommendation by the
Planning Commission, approved rezoning with Conditional Use Planned Development
on the request property as ~vell as on adjacent properties to the south and west tCase
S3S0~6~. Condition l~ of Case S3S026 prohibited uses fronting along Courthouse Road
from having freestanding signs.
The current request is to amend Condition 10 of 83S~~b to allow a freestanding sign for
a use which fronts Courthouse Road.
S r_ _ ~nage:
Conditions of zoning approval for Case S3S~Z6 addressed signage for the overall
development, as well as for those sites which front an Courthouse Road, Specifical.~.y,
one ~1~ freestanding sign to identify the development and tenants was permitted along
Courthouse Road. The aggregate area of that sign is not to exceed fifty ~5~} square feet
nor a height of fifteen X15} feet. In addition, uses fronting Courthouse Road are
permitted building-mounted signs, but not freestanding signs. At the time of the original
zoning, the phi~asophy was tv limit the number of freestanding signs along arterials. It
was typical to impose similar conditions on zonings occurring at that time.

The applicant wishes to amend the condition of caning to allow an approximately thirty-
eight {38} square foot, ten {lad foot high, freestanding sign for a use which fronts
~aurthause load.
Conclusions:
Since i~nposi~an of the existing condition, the honing ordinance has been amended to
allow small freestanding signs far individual buildings in office parrs. The current
ordinance would allow the subject parcel to have a freestanding sign of twenty {Za)
square feet, eight {S} feet high.
As the Comrssian and ~aard are aware, there is a pending caning ordinance
Amendment regarding signage. As recommended by the Planning Commission, the draft
proposal would suggest that the subj ect parcel be permitted a thirty-two ~3~~ square fast,
eight {8} foot high freestanding sign.
Jn comparison, the applicant is requesting athirty-eight {3~} square foot, ten {10} foot
high freestanding sign. The proposed sign is urger and taiier than that which would be
permitted by either the current ar proposed Ordinance, Therefore, staff cannot support
the applicant's request.
Staff carp, however, support an amendrr~ent to the condition to allow a freestanding sign
in accordance with caning ordinance requirements {Condition}. The recommended
condi~on would allow erection of a twenty {~a~ square feat, eight {$~ foot high sign. At
such time that the honing ordinance is amended, a sign could be erected in accordance
with the new standards.
