STAFF RECOMMENDATION
Recommend approval for the foltowing reasons:
A. while the proposed land use does not conform to the Jefferson Davis Corridor
Phan which designates the request property for light industrial uses, the property
is currently occupied by a truck terminal and as such trucks owned and operated
by the trucking company may be repaired on the site. Approval of this
Conditional Use to allow trucks owned by others to be repaired on this site should
have a negligible impact on area residences, especially given the condition offered
herein.
B, The proffered condition relative to supplementing the existing buffer with
vegetation will not only minimise the impact of the uses proposed by this
application, but also the impact of the existing truck terrr~inal on the adjacent
neighborhood to the north.

Properties to the south, east and west are zoned and developed for commercial and
industrial uses or remain vacant, Properties to the north are zoned residentially and are
occupied by single family residences in Bellwood Manor Subdivision.
Site I~esi n:
The request property has been developed as a trucking terminal with associated office,
warehousing and vehicle repair facilities. Access is provided via Crassblades Avenue.
Buffers and Screenln~;
At the tine the request property was zoned for industrial use, a 1 ~~ foot buffer strip was
established along the northern property boundary, adjacent to residences in Bellwood
l~Ianar. This buffer has been extensively cleared, and ~s utll~zed In large part by adjacent
residents for gardening and other dornestic activities,
In conjunction with this request, the applicant has agreed to supplement the existing
buffer with vegetation Proffered Condition}. By supplementing the existing buffer, not
only will the impact of the proposed use, but also the existing use, be minimized on the
adjacent neighborhood to the north.
Conclusions:
,with the proposed land use does not conform to the Jefferson Davis Corridor Plan,
which designates the request property for light industrial uses, the property is currently
occupied by a truck terminal, Approval of this request to allow trucks awned by others
to be repaired on this site should have a negligible impact on the adjacent neighborhood,
especially given the proffered condition which would require that the existing buffer
along the northern boundary be supplemented with vegetation. Liven that the request
property is developed and operated as a trucking terminal with associated repair facilities
far company vehicles, approval of the current request would be appropriate with
acceptance of the proffered condition. Specifically, additional vegetation planted w1thin
the buffer along the northern property boundary would mitigate the impacts of uses
already permitted and developed an the property, thereby ensuring greater land use
compatibility than currently exists.

Staff, on several occasions, attempted to contact the applicant's representative to arrange
a meeting to discuss the passibility of buffering andf or screening the proposed use from
area residences. To date, the representative has not responded nor scheduled a meeting.
