West - A, R-7 and R-15 with Conditional Use Planned Development; James River, Single .family residential or vacant PUBLIC FACILITIES Utilities: Environmental: Fire Service: Schools: The requested amendment will have no impact on these facilities, Transportation: See "Current Proposal and Conclusions" section of this analysis, LAND USE General Plan: Lies within the boundaries of the Eastern Area Land Use and Transponation Plan which designates the property for commercial and light industrial uses and residential use of 4,01 to 7,0 units per acre, In addition, the flan suggests the request property and surrounding area is appropriate for large-scale plan of development, to include a mix of offIce and/or light industrial uses adjacent to Route 1-295, Zoning History: On September 28, 1988, the Board of Supervisors, upon a favorable recommendation by the Planning Commission, approved rezoning with a Conditional Use Planned Development to permit a mixed use development on 972.5 acres, which included 829.4 acres of the request property, (Case 87S039, River's Bend) On August 23, 1989, the Board of Supervisors approved rezoning with Conditional Use Planned Development, plus amendment to a previously granted Conditional Use Planned Development (Case 87S039) relative to use of public water and sewer on ponions of the request property and other property now included in the River's Bend mixed use project, but not included in the current request. (Case 89SN0264) On October 26, 1994, the Board of Supervisors, upon a favorable recommendation from the Planning Commission, approved rezoning with a Conditional Use Planned Development on the request property (Case 95SNOI09), With the approval of Case 95SN0109, the Board accepted proffered conditions which, among other things required construction of an eastbound lane along Route 10 from Old Bermuda Hundred Road to Kingston Avenue.
