Medium intensity strobe lights with upward reflection may be used during daylight hours, c. If the tower is lighted during night-time hours, only soft blinking red lights shall be used. (P) 7, All driveways and parking areas shall be graveled or paved and maintained to minimize dust problems and provide ease of ingress and egress. (P) 8, Any building or mechanical equipment shall comply with Section 21.1-248 of the Zoning Ordinance relative to architectural treatment of building exteriors and screening of mechanical equipment. (P) (NOTE: This condition would require the screening of mechanical equipment located on the building or ground from adjacent properties and public rights of way. Screening would not be required for the tower or tower-mounted equipment.) In conjunction with the approval of this request, a nine (9) foot exception to the 150 foot height limitation shall be granted. (Condition 3) LAND USE General Plan: Lies within the boundaries of the Northern Area Land Use and Transportation Plan which designates the property for light commercial use. Area Development Trends: The tower site is located in the V1Clillty of the Courthouse Road/Newbys Bridge Road/Route 288 intersection which is currently characterized by a mix of agricultural, public/semi-public, single family residential and commercial uses or vacant land. A 125 foot communications tower is currently located on the property. In addition, a 180 foot tower is located approximately 250 feet from this proposed tower. This adjacent 180 foot tower provides cellular telephone service through another communications company, and was approved by lhe Board of Supervisors on January 26, 1994, subject to conditions similar to those recommended herein. Access for the proposed and existing tower would be shared via an existing driveway to Newbys Bridge Road. Zoning- History: On January 24, 1990, the Board of Supervisors, upon a favorable recommendation by the Planning Commission, approved a Conditional Use to permit a communications tower and associated equipment on the request site (Case 89SN0425), Subsequently, a 125 foot tower was constructed. The current request is for a Conditional Use Planned Development to permit a communications tower that would exceed the 150 foot height limitation by nine (9) feet. The proposed tower would replace the existing tower. Site Desig-n: The proposed tower site consists of a fenced enclosure with freestanding tower and a small equipment building, The tower will provide additional commercial cellular telephone services to the area, Vehicular access to the tower site will be provided via an existing graveled access driveway from Newbys Bridge Road. After construction of the tower and associated facilities, this driveway will be used primarily for access for maintenance vehicles. In addition, the 125 foot tower that is currently located on the property is to be removed.
