Gentlemen:
It is respectfully requested that permission be granted Antoinette H. and
William W. James, owners of lots 8 and 9, Block F, Section A, in Wilkinson
Terrace, Chesterfield COlUlty, Virginia to build proposed house thirty t:Me (36)
feet from property line instead of forty five (45) as heretofore stipulated.
Sherman Court is, as shown on enclosure, a dead end street. Lots 8 and 9
slope sharply toward Falling Creek and in order to properly oreint the house
on the building site it will be more advantageous to locate the house nearer
the street line. In addition, the building as now proposed will result in a
direct veiw of the rear of the house now being erected on lot No.7, which is
not desirable in a residential area of this type.
Since Sherman Court is a circle as pointed out above, building the house
closer to the street will not detract from the original plan of having all of
the houses a specified distance from the street. Rather it will enhance the value
of our property as we will then be able to have a garage and driveway ccmstructed,
this will be impossible unless we are granted permission to deviate from the
forty five foot ruling.

Dear Mr. Todd:
Mr. Don Larson of' our staff' has reported to me on his recent visit to
the Richmond Metropolitan Area and has indicated that considerable interest
has been sholffi by the City of' Richmond and the counties of' Chesterf'ield and
Henrico in a comprehensive study of' their mutual problems. In order to
f'acilitate consideration of' this matter by these three jurisdictions, I am
submitting to you this tentative proposal f'or such a study.
In conducting a study of' the metropolitan government problems of' the
Richmond Metropolitan Area, Public Administration Service would:
1. Study the constitutional and statuatory bases on Which the three
units of government have been established, and review the scope of'
permissible changes in government relationships and structure
within these confines.
2. Analyze any :pertinent reports that have been prepared on the area,

3. Review the present structures of' the city and the two counties, the
services provided by them, the cost of' such services and the means
of' f'inancing them, the extent to which present arrangements f'or
local governmental services are adequate to meet citizen
requirements now and in the f'uture, and the possible revision
or modif'ication of' local governmental structures and service

4. Examine the various ty:pes of local governmental services
provided in the area such as streets and highways, water and
se,<er services, sanitation and health, police and fire protection,
education, and planning and zoning to ascertain their present
adequacy and, where appropriate, alternative methods of providing
and financing them.
5. Consider possible alternatives for revising the local
governmental pattern of the area served by the three
jurisdictions, and the soundness and feasibility of such
alternatives; and specifically, consider the degree of annexation,
merger, federation, or other reorganization of local government in
the area desirable to facilitate the solution of problems as
economically and efficiently as possible with due regard to the
effect on standards of service and the resources and revenues of
the cOllllllUnity.
6. Prepare a report setting forth the findings, conclusions, and
recommendations resulting from the study.
Public Administration Service is a not-for-profit organization Which
provides research and consulting services on a cost -oasis. We estimate
that the maximum cost of providing the services described above, including
the provision of 300 copies of our report, would not exceed a maximum of
$25,000. Our charges would be made by monthly invoices on the basis of
staff time actuailJ' devoted to the work plus actual transportation and
other direct project costs, and if it is possible to complete the project for
less than the maximum amount "Ie would, of course, do so.
In addition to the financial arrangements described in the paragraph
above, we would expect the Richmond Regional Planning and Economic Develo:pment
Connnission to provide office space, secretarial help, and mimeographing and
printing aid to a maximum of $3,000 or its equivalent in the use of the
Connnission's facilities.
We estimate that the time required for the project, including the time
required for reproduction of the repo:;-ts, would be seven months from the
time the project is authorized.
In the conduct of the project, Public Administration Service would
expect to make periodic progress reports to the jurisdictions involved, and
to make oral presentations and explanations of the reJ?ort ai'ter it is
prepared. The foregoing estimates of cost and schedule assume the
coo:peration of the city and county officials and the Richmond Regional
Planning and Economic Development ColllLJission in obtaining access to sources
of pertinent information.
We would consider it a privilege to assist in the analysis and solution
of local governmental problems in the Richmond area.
