Dear Mr. Burnett:
Reference is made to our recent telephone conversation concerning a 50 ft.
strip of land which'it is desired 1'!' conveyed to the cOWlty, which 50 ft.
strip will be utilized to construct a road for future access into approxi-
mately 90 acres of land which we have purchaSed just off US Rt. 360. You
will recall that I advised you that the land we had purchased is adjacent
property owned by Mr. J. M. Wilkinson, and the 50 ft. strip in question
would extend from US ~. 360 across Mr. Wilkinson's property to the property
we have acquired.
We are enclosing herewith a tentative lot layout of the property owned by
Mr. Wilkinson, and we have indicated in red the length and location of the
50 ft. strip involved. We are also enclosing herewith a map compiled by our
surveyor, J. K. Timmons, showing the location of such proposed road. It
will.be noted that the proposed road ties in proper13 with the road marked
in red pencil on' the preliminary lot layout enclosed herewi~p.

It is our wxlerstanding in our telephone conversation with you that you
could take this matter up with the Planning Commission at their meeting on
June 9th. We would greatly appreciate your arranging to do this on this
date since we desire to make settlement with the sellers on the property
we have purchased just as quic~ as you are able to secure for us the
approval of the loeation of this proposed road and secure from the county
their willingness to accept conveyance of the 50 ft. strip in question.

Gentlemen:
Your resolution requesting that lights be erected
on the new bri.dge u mer construction over the Appomattox River
OIl Route 600 in Matoaca, has been referred to the Petersburg
Residency, who is in charge of this ~onstruction. .There have
been previous request by local organizations for lighting of
the bridge. These request have been referred to our Bridge
Engineer) and I aIn quoting his reply i.n this Jllll.tter.
"Department Policy in the matter of lighting 011 bridges requires
that the locdi ty des5.ring such lighting beu the full cost of
installation a:1d maintenance. In m.ost cases we make the necesa-
ary changes in structure plans and the locality then makes
aTrangements to have the work done usually by the bridge contrac-
tor. The cost is borne fully by the locality.
To pla~e a conduit in the bridge as now designed woul", not be
adequate since rail posts and other details would have to be changed

Gentlemen:
With reference to your resolution of May 13th, requesting
that the Highway Department ascertain the cost of improving a
road located Northwardly from River Road in the vicinity of
Wear Chapel in Matoaca. if
'-1ThiS is to advise that in so far as I was able, I have
investigated and find that this road has not been used in
mamy years and is completely grown up and without some detail
survey as to its length and exact locatioR I am unable to make
a very accurate estimate, but it would cost at least $10,000.00,
to ma~e the road passable. The residence which this road would
serve/now enters over private property.

conductei a stutiy at this location in February of 1958 fer traffic
si~nals and as a result of the informatien ebtainei from a twelve
(12) hour directienal traffic oount, and the type of acciients,
traffic signals were not justifiei.
The installation of traffic signals te be use<< only during peak hours
tentis to ieorease the effectiveness of the signal; further, it is not
eoeRemically justifiei.
When a study is made for the erectien ef traffic si~nals the peak hour
traffic is considerei along with the twelve (12) hour traffic recerdei
at the location to ietermine if si~nals are justifiei.

Whereas, a toll road has been constructed in the County
of Chesterfield, generally paralleling Route #1, and
Whereas, there will be considerable interchange of
traffic between Route #1 and the adjacent area with said toll
road, and
Whereas, the Highway Department has sought to channel
much of the traffic through Chester

Now, Therefore, Be it
request s agqin the Highway Department to consider the installation
of "Stop and Go" lights at the intersection of Routes 10 and 1,
so tha.t the 'present hazardous condition, which no doubt will be
greatly increased by the flow of traffic to the toll road, will
be minimized.
And be it further resolved, that a copy of this
request be sent to the Commissioner of Highways, so that he will
be directly appraised of the recommendations of the Board of
Supervisors of Chesterfield County concerning this hazardous
condition.

It may Il1ll'PriBe you to know that after all of the promising, we are still in
the ruts and dust out here and I understand that Mr. Kellum is no longer available
for this area. Is thattirl1e?
I aJn!gain moving to reaotivate this request and hope that who ever is in this
area will rechedk the promise and give us some relief. After all, we have devdoped a
nice area here and have been not too troublesome to any on eduring the past two
years in t h3 hope that patience would get asmuch as constant conferences. It seems,
however, that we must again start worrying people, and I hope you will use any
chance you can get to help us. .
It is a pity that our homes are ru:l.n6d for this long when other new streets have
been taken care of which were not even in thil area maps when we began and tte taxes
have jumped for the state enough tp have given us real service. Actually less than
half a ton of gravel has been pJa ced in f ron of my hClUse during the past yeah and we
Can not sit on on lawns because of dust and ruts in the road which makes driving
dangerous.
I hope no one has made matters bad by thoughlessness in apphoaches and I hope
this letter will be accepted to the State force.
The expense of poor roads is terrible (DJI us here and we will apppreciate your
good dlffices for our reminder to the High.way Department . I fully realize that of-
ficially you have no further responsibility for the road, but a kind word will help
us.

Dear Mr. Burnett:
This summer we propose to lay another 18-inch line
beginning on the south side of Highway 10 west of Chester and
paralleling our present line across the Appomattox River.
This proposed pipeline will cross State Route 619, U. S. High-
way 144, U. S. Highway 1, State Highway 620 and State Road
1144. Of course, there is a stretch of line for over a mile
that we propose to lay alongside our present line in the
abandoned highway to the west side of U. S. Highway 144.
We are enclosing a plat of the development along
Lucia Drive. When the right-of-way was secured from Mr.
Mi11horn we secured a 75-foot easement through his property
and, of course, now there has been a, road laid out on our
easement. The present pipeline runs across the front yard
of some homes in what is called the Searcy Sub-Division. In
order not to inconvenience the road or property owners, we
will try to lay this line approximately 10 feet from the
present line, which would put it in the shoulder of the Lucia
Drive road. As a precaution in this location, we propose to
X-ray each weld in the line along this Lucia Drive. After
the complete line is laid we will put a hydrostatic pressure
test on it of 850 pounds. When the pipe is made at the mill
it will receive a hydrostatic pressure test of 1150 pounds.
We will wrap the pipe with Polyken tape with a suitable outer
wrap which is fast and eliminates the necessity of dragging
tar kettled along the construction right~of-way. The pipe
used in the line will be 18'.' OD with a Wall Thickness of 1/4"
and is designated as API5LX52, which has a yield strength of
52,000 pounds per square inch.
We plan to operate this line at a pressure of be-
tween 300 and 450 pounds, which will be the same pressure as
our present 18-inch line operates under.

As per our telephone conversation of this
morning, I am enclosing herewith a plat showing the
location of the 22" casing that we will install across
Sylvania Road.
Under our easement, secured in 1950 from
Herbert R. Crowder, we agreed to case the 18" pipeline
when requested by the State Highway Department. My
understanding is that with this casing installed, the
Highway Department will take over this Sylvania Road,
but when talking with Mr. Lancaster of the Highway
Department, he said they would not take the road over
unless the line is cased.
We may have erred in not taking this job up
with you beforehand, but I trust it will be all right
with the supervisors, as it will be in accord with the
same method that we have installed casing at other
locations.

Our present easement with Herbert Crowder calls

first l8-inch pipeline which we will, of course, plan
to do. On the land formerly owned by Milhorn we have
a seventy-five foot easement across the property and
of course, Lucia Drive was laid out in this easement.

Gentlemen:
For the past several years, there has been filed with Mr. Burnett\!, a
master plan of existing subdivisions and proposed additional streets in and
adjacent to the Old Ivey Tract in Bermuda District.
Among other roads proposed, this map shows one along the line of the
Commonwealth Natural Gas Corporation from the end of the authorized road
across Timsberry Creek at the intersection of Lucia Drive and .South Street
to the property of the Chesterfield County School Board, this proposed road
being the only feasible route between these two points, and will save about
2200 feet to the proposed new school for some fifty familes. This route was
laid out on authority of letter of Commonwealth Natural Gas Corporation
signed by Mr. L. L. Armstrong. dated January 25, 1954, and approved by
the Board at the February, 1954 meeting. The Commonwealth Natural Gas
Corporation sent an additional copy of this letter for Mr. Burnette's files.
This road has been partially graded, in the presence of, and with the assistance
of Mr. Weimer of the Commonwealth Natural Gas Corporation, who located
their pipe, and measured and marked the depths of same.
The Gas Company now has plans which will permanently block this route,
and while it is not economically feasible for a private party to contract this
short cut in the foreseeable future, I feel that upon consideration of this
matter, that JIlu will agree that this route should be kept open, as you have
previously seen fit to authorize $6,000.00 for a bridge across Timsberry Creek.
Under ordinary circumstances, I would not trouble you with this matter, but
since I am forced to take steps immediately to protect my interests where the
gas line crosses my propert'ies, in the matter of depths of pipes and pes sible
future crossings, I hereby offer to Chesterfield County this proposed right of
way, and such money as may be received from the Commonwealth Natural Gas
Corporation for roddage and damages for the construction of a public road along
this route.

I hereQy request that I be granted a variance on the status
of West Street, Chester, Virginia in order to secure a build-
ing permit to build a home on Lots 184, lEl5, 186, 191, 192,
and 193. There will be just one building on these lots. The
present condition of the street is adequate for me in order to
get to the lane that will lead to the dwelling which will be at
least 200 feet from the street. The present status of West
street is that it is maintain by the Highway Department to the
railroad and my lots join the railroad on the opposite side.
I donot believe that there will be any developnent of the
adj oining property anytime in the near MUTe. If such variance
is granted I will not ask the County or H,ghway Department to
maintain street for my use. I will be re~ponsible for adequate
entrance into my property.

CHESTERFIELD COUNTY LOCKUP
Report on Inspection of April 29, 1958
ADMINISTRATION:
The police lockup of Chesterfield County was inspected April 29, 1958, at 10:20 a.m.
The desk sergeant on duty was present.
The lockup is constantly supervised by members of the Police Department, as the
police headquarters is in the same building. The number of persons placed in this
lockup during the past three calendar months was as follows: .

March 65
BUILOING :
This building is the same as described in previous reports. It appears to be kept
in satisfactory repair.
EQUIPMENT:
Sleeping accommodations consist of double-deck cots and wall.bunks furnished with
bedding of mattresses, sheets, and blankets. The equi~lent was in very good con-
dition when the inspection was made..
CLEANLINESS AND SANITATION:
The lockup was in fairly good condition of cleanliness.. It was somewhat cleaner
than found at the last inspection. The most noticeable exception to good cleanliness
was the condition of the lavatories, or washbasins', which were in need of scouring.
The janitor was mopping the floor,when the inspection was made, and it was, no doubt,
a part of his assignment that the washbasins be scoured.

Dear Mr. Burnett:
As you know, each summer this Department makes plans to send some
of their foster children to camp, whom we feel will be greatly
benefited by such an experience. This year we are making plans
to send approximately 15 children. The average cost per child
is $45.00 for two weeks which amount does not include clothes
and incidentals.
A number of organizations in the County have already appropriated
money to this Department for this purpose. In previous years, the
Board of Supervisors has appropriated $100.00 to help us along with
this project which we feel is most beneficial.
I would appreciate your bringing this to the attention of the Board
and let me hear from you in the very near future as to their willing-
ness to aid in this most worthy cause.
Please let me take this opportunity to thank you and each member of
the Board of Supervisors for your understanding and constant coop-
eration with this Department.

2. Claude A. Moore, requests a variance from required lot line
setback in R-2 area to permit construction of a private garage at
$11 Junalaska Drive, Westlake Hills to come within 4 feet of the

Midlothian District:
3. Wyatt Realty Development ~orp., re~uests a variance of
approximately 2 feet to legalize construction authorized by the
